SCOPE OF WORK:

The SRH Officer is a member of the health team and will be responsible for ensuring quality implementation and daily operations of the Sexual and Reproductive Health (SRH) programming in Gaza. This includes direct IRC-led activities as well as interventions delivered through local partners, in alignment with the approved workplan. The role requires close collaboration with implementing partners, other key external stakeholders to ensure effective delivery of SRH services, capacity building, coordination, and reporting in line with IRC and donor requirements

Reports to: Health Coordinator - opt

Technical supervision by: Senior Nutrition Manager – Gaza

Key Interfaces: SMT, Technical Coordinators, Head of Offices/Field Coordinators and other relevant staff as necessary with program expansion.

Key External Contacts: IRC’s partner organizations, health clinics, and other NGOs 

Major Responsibilities

  • Assist in Ensuring IRC’s standard of quality in health services delivery is met.
  • Contribute to the planning, implementation, supervision and monitoring of Health/SRH programming led directly by IRC or implemented through partners.  
  • Assist in developing and executing quality improvement plans, report findings and recommendations to the Health Coordinator
  • Provide technical support to SRH-integrated projects to ensure adherence to international standards, donor requirements, and IRC policies and guidelines

  • Foster collaborative relationships with partner organizations through regular dialogue and coordination to enhance program planning and execution.
  • Works closely with protection, nutrition, and ERD teams to coordinate and ensure effective integration of SRH activities across sector.
  • Coordinate with the field management teams and other sector departments to ensure proper coordination of field activities through regular field coordination meetings and providing regular reports as it relates to health/SRH activities. 
  • Ensure timely preparation of progress reports and work plans, and provide practical technical assistance to field teams and implementing partners

  • Contribute to inclusive and participatory proposal development processes, ensuring data-driven design aligned with IRC’s Health Strategy and Theories of Change for the Occupied Palestinian Territory.
  • Contribute to strengthening the capacities of partners and health staff by supporting the design and delivery of effective capacity-building activities focused on the implementation and management of health and SRH program components.
  • Participate and contribute to local coordination mechanisms including Health Cluster and SRH/SGBV working groups as appropriate 

General Project & Grant Management: 

  • Ensure project activities comply with IRC and donor regulations, under the oversight of the Health Coordinator.

  • Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field 

  • Write and submit quality monthly/quarterly reports with inputs from partners and IRC field-based health teams in the event of IRC direct programming.  

  • Support partners staff in the use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement, spending plans, etc. 

  • participate in monthly BVA reviews in collaboration with the Health Coordinator and suggest appropriate recommendations for finance and supply chain

Program Quality Assurance: 

  • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapting program strategy and implementation accordingly. 

  • Participate in regular project review meetings, incorporating both qualitative and quantitative data, with field-based staff to assess the level of achievement of project targets for the assigned partners. 

  • Participate with the MEAL unit meeting to develop detailed log frames and work plans and update the quality assurance tools in line with the program objectives. 

Capacity strengthening: 

  • Coordinate with IRC health/SRH program partners to design technical workshops and training to improve field health staff. 
  • Support the Development of learning materials in coordination with the Health Coordinator, and Technical Unit (TU) to support IRC and partners' staff capacity development. 

Monitoring, Reporting, and Learning

  • Support data collection, verification, and analysis for SRH indicators in collaboration with the MEAL team.
  • Review and compile partners’ monthly reports, highlighting key achievements, challenges, and recommendations.
  • Contribute to documentation of best practices, lessons learned, and success stories.
  • Ensure timely submission of reports and inputs for donor reporting.

    Requirements

  • Minimum of 3-years of professional experience in health/SRH program management, including health in emergencies—INGO experience is required.  
  • Clinical Health/ SRH background.  
  • Understanding of Occupied Palestine context and health care system.  
  • Experience in implementing systems and standards to enhance program quality.  
  • Public health professional us an added advantage   
  • Strong program and technical knowledge as well as planning, reporting, monitoring and evaluation skills; experience managing projects supported by key humanitarian donors preferred.  
  • Extensive experience working with NGO health partners, health systems strengthening projects, and/or providing technical assistance and support to Ministry of Health in developing or humanitarian country contexts.  
  • Experience with supporting local partner-led health programming is preferred.  
  • Strong interpersonal and intercultural communication with success working both within a team and independently.  
  • Strong written and oral communication skills, effective in representation and liaison with external parties.  
  • Prior experience with information management, health data analysis and use of data for program improvement  
  • Ability to be flexible, adaptable, and innovative in a complex multicultural environment and promote teamwork.  
  • Arabic and English (oral and written) required.  
  • Full professional competency in Microsoft Office, especially Word, Excel, Outlook, and PowerPoint
