Position Objective
The Learning and Knowledge Manager will lead the learning workstream within the Department of Monitoring, Evaluation and Learning, comprising of learning specialists, knowledge management specialists, data specialists and/or sector specialists.
The workstream contributes to continue positioning GCF as a learning organization through: i) developing artificial intelligence-based knowledge and information sharing systems to support portfolio resource allocation, and inform measures to better support GCF partners and client countries; ii) liaising with global expert communities on mitigation and adaptation to climate change; iii) developing a robust results tracking mechanism, suitable for the credible extraction of lessons learned and impact reporting from funded activities, the readiness programme and the project preparation facility; iv) incorporating best practices from implementation experience in sectors covered by the Fund including but not exclusively on, energy generation and access, transport, resilient buildings, cities, industries and appliances, forests and land use; poverty reduction, livelihoods, people and communities, health, agriculture and food security, water security, infrastructure and built environment, and ecosystems and ecosystem services.
The workstreams will establish more structured fora for stakeholder engagement, expert feedback, learning loops and advice. This will involve adopting participatory approaches drawing on the insights of affected communities, Indigenous Peoples, civil society, women, youth and academia, building systems and facilitating networks to promote data exchange, peer learning and knowledge-sharing.
Under the guidance and oversight of the MEL Director, s/he will lead multidisciplinary teams of experts with a focus to provide timely and accurate systematization of knowledge as an enabler of innovation and efficiency conducive to improve the Fund’s performance and impact.
S/he will demonstrate a sound grasp of data analytics and management, including mix-methods, meta-data analyses, and modeling for extrapolation. This role also requires a high level of proficiency in project management, data analytics and statistical software packages, and database management systems, and experience in applying such software in monitoring, evaluation and learning (MEL) context.
Purpose
- Designing and managing Artificial Intelligence based knowledge tools/products to strengthen the MEL work on data and trend analysis within and beyond the GCF.
- Develop a knowledge management framework for GCF aligned with GCF learning strategy and rapid learning approaches to facilitate innovation.
- Operationalize the GCF knowledge management framework and manage organizational knowledge resources, where staff can access and share information.
- Lead the operationalization of the learning functions, by establishing required systems, manuals and operational procedures.
- Develop a learning champions network to identify opportunities across the Fund, to ensure learning strategy is aligned with business goals and advise on how effective and efficient use of knowledge management tools can deliver these goals.
- S/he will provide strategic and technical guidance and leadership to the direct team including the establishment, review and refinement of learning management frameworks, policies, and guidelines for thought leadership.
Engagement
- Promote the GCF as provider of innovative solutions to climate change challenges in influential platforms and international fora.
- Represent the GCF Secretariat in external conferences and meetings by directly engaging with national designated authorities and accredited entities, making presentations, and addressing issues/concerns raised on learning and knowledge management.
- Provide organizational and substantive support for GCF Board meetings, missions, conferences, and other events pertaining to the MEL functioning, e.g. preparing portfolio briefing and documents.
- Contribute to combat the disinformation and misinformation about climate change and its consequences.
Delivery
- Lead the preparation of GCF lessons learned and other portfolio-related reports, including annual portfolio performance reports.
- Contribute to the improvement/redesign of GCF’s Knowledge Management System.
- Lead the portfolio analysis on results and impacts required to support the paradigm shift towards low emission and climate resilient development.
- Contribute to the harmonization of common climate results frameworks and lessons learned with other multilateral climate funds and multilateral development banks under the principles of complementarity and coherence.
Requirements (Education, experience, technical competencies required of the job)
- Master’s degree in development studies, environmental sciences, statistics, or related fields.
- A minimum of 11 years of relevant work experience.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of a postgraduate university degree.
- Experience in M&E, results management, portfolio performance monitoring, and knowledge management and learning, especially in climate change programming.
- Experience in establishing strong working relationships with colleagues from different functions and cultures.
- Experience in operations and exposure to project finance, financial Institutions, and structured finance.
- Proved track record in taking initiatives and working independently.
- Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, Power Bi, in addition to statistical analysis packages, such as Stata, SPSS, and/or R.
- Experience in using analytics, database management systems, and dynamic modeling to extrapolate findings across programs, geographies, or time periods.
- Excellent written and oral communication skills in English.
- Knowledge of another UN language would be an advantage.
