Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Programme Overview:

The World Health Organization estimated that 10.8 million people fell ill with tuberculosis (TB) in 2023 and ~1.25 million succumbed to it. India accounted for the most people suffering from the disease, with 26% of the cases and 26% of mortality. The National TB Elimination Program (NTEP), headed by the Central TB Division (CTD), MoHFW, is an expansive public health program with the ambitious goal of eliminating TB in line with the mandate of the Sustainable Development Goals.

WJCF has been supporting the CTD and state health departments of more than 15 states in the mission to eliminate TB. WJCF’s TB program has been operational since 2012, and its interventions address several program areas, including preventive therapies, case detection, access to diagnostics, engagement of the private sector, and more. It also lends technical support to Governments across a range of themes- strategic planning, data analytics, monitoring and evaluation, patient management and delivery of services.

Project Background:

WJCF is constituting a multi-disciplinary group of consultants who will be working under the aegis of the National Tuberculosis Elimination Program (NTEP). The team will provide requisite strategic, technical, and analytic support. The objective of the work will be to provide visibility and high-quality perspectives on activities and workstreams of the National TB Elimination Program (NTEP).The Central TB Division (CTD) has an ambitious TB Elimination goal and is scaling up case finding and adoption of molecular testing for all presumptive TB cases. The Public Health Specialist (Innovative case finding & Surveillance) will be based out of Central TB Division and report to The DDG TB/ NTP Program Manager on point for TB Surveillance at Central TB Division.

Position Summary:

WJCF is seeking a highly motivated individual with demonstrated experience in providing technical support for the implementation, coordination, supervision, monitoring and evaluation of TB or other health national strategic and operational plans at both national and subnational level. The role will involve 40% travel across the country in service of the NTEP.

Responsibilities
  • Technical assistance & monitoring support to public health activities pertaining to innovative case finding & surveillance.
  • Provide technical guidance on planning, scaling & monitoring of Active case finding, Intensified case finding and other targeted interventions for the high risk groups.
  • Assist in creating detailed framework on micro-plans for ACF activities at community levels in collaboration with other programmes/departments/stakeholders.
  • Provide insight into the Screening/diagnostic algorithm with respect to newer near point of care and high throughput diagnostics and its integration to the ACF workflow.
  • Support development and implementation of clinical, diagnostic & case management systems, tools, and protocols for patient monitoring, follow-up, and retention, including outreach services with respect to active case finding.
  • Contribute to the monitoring and evaluation framework for ACF performance, including analysing data and generating actionable reports using Nikshay, Nikshay analytic tools/other tools.
  • To provide support to TB surveillance through technical support to Sub National certification, TB Free Panchayat etc.
  • To document the best practices, success stories, learnings pertaining to innovative case finding & surveillance.
  • To extend technical support to Operational Research projects being carried out under CTD guidance on innovative case finding & Surveillance.
Qualifications
  • Medical graduate (MBBS) with minimum 8 years of experience in Tuberculosis control OR MD (Community Medicine/Respiratory Medicine/ Internal Medicine/Medicine) with minimum 7 years of experience OR MPH (Infectious Diseases/Epidemiology/ Epidemiology and Health Systems/ Field Epidemiology) with minimum 8 years of experience.

  •  Field experience in clinical and programmatic management of TB/DR-TB in a resource-constrained setting

  • Experience with project monitoring and evaluation processes.

  • Experience with data analysis, coding, and health information systems, ideally with a health/TB program
