UNDP is a long-term development partner of the Maldives. In the Upper Middle-Income Country context, UNDP country office in Maldives provides technical assistance, policy and technical advisory services to the Government of Maldives in their efforts towards achieving the Sustainable Development Goals (SDG); in partnership with development partners, financial institutions, private sector and civil society. In Maldives, UNDP’s programme priorities and partnerships are defined and operationalized through the Country Programme between Government of Maldives and UNDP to support and contribute to the development priorities and results envisioned in the 5-year Strategic Action Plan and 20-year National Development Plan. 

In the current Country Programme cycle 2022 – 2026 (https://www.undp.org/sites/g/files/zskgke326/files/2022-07/CPD%20Maldives.pdf), UNDP has significantly shifted its programme offer to Maldives around 3 pillars supported by a diverse funding base from government finance, bilateral and multilateral donors, blended and innovative finance, etc.: (i) Integrated Governance Programme focusing on justice sector reform, decentralization and local governance with youth, gender and people with disabilities’ participation; (ii) climate and nature actions for resilient communities, (iii) SDG finance and fiscal spacing, to enable Maldives to achieve sustainable development by eradicating inequality and poverty in all its forms and dimensions, accelerating structural transformations for sustainable development and building resilience to crises and shock. Currently, UNDP Maldives is in the process of formulating the new Country Programme 2027 – 2031 in consultation with the Government of Maldives, stakeholders, partners and civil societies in the Maldives.

UNDP is looking for individuals who have planning, analytical and execution capabilities to enhance the quality of the country programme and its portfolio of projects through integration and application of results-based management and gender-responsive practices and tools.  We are looking for people who are enthusiastic, collaborative, motivated and committed to making a positive contribution to sustainable development in the Maldives.

Under the guidance and supervision from Deputy Resident Representative, the Results based Management and Gender Analyst provides technical, management and administrative services, ensuring high quality, accuracy and consistency of work in integrating results-based management and gender into the country programme and its portfolio of projects. The Results-based Management and Gender Analyst adopt a client-oriented approach consistent with UNDP policies, procedures, rules and regulations. The incumbent works in close collaboration with the Management Associate, programme and operations staff of the UNDP Country Office in the Maldives and liaise with UNDP Regional Bureau and UNDP HQs for consistent service delivery and management practices.

 

Duties and Responsibilities

The Results-based Management and Gender Analyst work and perform his/her role and functions under the guidance and supervision of the Deputy Resident Representative. RBM and Gender Analyst works with the Management Associate in the Management and Oversight Unit.

The Results-based Management and Gender Analyst works in collaboration with the Operations, Programme and Project staff in the Country Office, government counterparts, and project stakeholders to exchange information and ensure consistent services delivery.

Under the overall guidance and direct supervision of Deputy Resident Representative, the Results-based Management and Gender Analyst will ensure effective and timely delivery of the following key functions.

Ensure effective results-based management (RBM) across all initiatives, projects, joint programmes and/or development services under the country programme:

  • Lead application of RBM tools in the projects, joint programmes and/or development services; and provide technical support to project staff on results-based management strategies and tools, project management platforms and systems as well as business processes in line with UNDP programming and reporting requirements.
  • Establish and implement a monitoring, evaluation and reporting system for regular monitoring and spot checks and follow up on the implementation of recommendations from monitoring, evaluation and reporting.
  • Apply and provide guidance on innovative monitoring and reporting tools and practices, including remote monitoring to inform project implementation.
  • Coordinate and generate portfolio level quantitative and qualitative data and information aligned with Country Programme Results Framework for evidence-based integrated work planning and results-based reporting.
  • Ensure aggregate progress reports are prepared in line with established requirements and in a timely manner.
  • Coordinate and provide accurate and timely inputs to the UNDP corporate and project level monitoring, evaluation and reporting exercises including data collection, analysis and synthesis of aggregated results from the projects across different programme units.
  • Provide guidance and perform quality assurance on the Project Quality Assurance at design, implementation and closure stage conducted by Programme and Project teams, in line with UNDP Programme and Project Management requirements.
  • Provide technical support on results-based communications in collaboration with Country Office (CO)’s Communications team.

Ensure effective enterprise risk management across country programme and its portfolio of projects:

  • Contribute to and support the implementation of a comprehensive Enterprise Risk Management framework in line with UNDP’s corporate ERM policy and procedures, including risk identification, risk assessments, risk analysis for decision making, design and implementation of risk mitigation strategies, actions, risk escalation, etc. in the country programme, projects and/or joint programmes. 
  • Ensure effective application of the UNDP Social and Environmental Standards and facilitates oversight of adequate establishment of safeguards at country programme and project level.
  • Oversee proper project risk register set up in line with approved project documents, all Enterprise Resource Platform and other platforms attributes are created accordingly and maintained regularly. 
  • Participate in work planning to ensure risk mitigating factors are included at the forefront.
  • Work closely with the programme and project teams, government counterparts and partners to help highlight risks throughout the design and implementation of the programme and projects, and ensures risk is part of the monitoring package.
  • Work closely with the Operations team to mainstream risk assessment and mitigation in business processes.
  • Mainstream risk in weekly management agenda and ensure early warnings are in place for mitigating measures.
  • Work closely with the team leads to implement audit observations, particular in the area of risk management.

Support effective implementation of gender strategy and/or action plan for the country programme:

  • Support Country Office’s Gender Focal Team (GFT) / Focal Point in planning, coordination and implementation of gender strategy and/or action plan.
  • Coordinate technical inputs from GFT and Focal Point and work with project teams to incorporate gender-responsive results-based management into initiatives, projects, joint programmes and/or development services.  
  • Facilitate and coordinate gender data collection from initiatives, projects, joint programmes and/or development services in coordination with relevant stakeholders.
  • Support programme and/or project teams in their engagement with women and girls, including marginalized groups, to document lived experiences and ensure their participation in planning, monitoring and evaluation processes.
  • Compile and prepare briefing, presentation materials, background information and documentation for meetings related to gender domain in collaboration with Gender Focal Point, programme and/or project teams.

Provide effective knowledge sharing and management in the area of RBM, Risk Management and Gender:

  • Lead activities to build capacity and create awareness around RBM, risk management and gender in the to all staff and personnel at all levels.
  • Identify and synthetize lessons learnt and best practices.
  • Actively promote a knowledge sharing and learning culture within the CO.
  • Systematically build capacities of national staff in RBM, risk management and gender, and trains CO staff in all areas of responsibility.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Business Administration, Development Sciences, Project Management, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required; or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing results-based management and/or hands-on experience in the design, monitoring and evaluation of development projects.

Required Skills:

  • Demonstrated experience in programme / project management cycle for development projects.
  • Strong knowledge of programming for sustainable development, Enterprise Risk Management framework, Accountability Framework and results-based management.
  • Experience in ERP platforms (PeopleSoft, Oracle Cloud, etc.).
  • Experience in gender mainstreaming in development programme / project.

Desired Skills:

  • Working experience in the Government of Maldives, development sector (national and/or international) and/or UN agencies.

Required Languages:

  • Proficiency in English and Dhivehi is required. 
  • Working knowledge of other UN language is desirable.
