Executive Assistant to Governor

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment projects and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change.

 

The Executive Office (EO) provides support to the CEB’s internal governance and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate. It supports the Governor in his leadership role, coordinates with Elected Officials (the Governor and Vice-Governors), and liaises with the Secretariat of the Partial Agreement of the Council of Europe and the Bank’s collegial organs.

 

The CEB is looking for an Executive Assistant to the Governor, who will be part of and coordinate the work of a team of Executive Assistants to the Elected Officials and Director of EO/Chief of Staff. The incumbent will report to the Governor on job related matters, and for administrative purposes to the Director of EO/Chief of Staff. S/he will provide high-level administrative and logistical support, ensure process efficiency, and facilitate information sharing with a strong focus on quality, accuracy and confidentiality.

 

 

KEY RESPONSIBILITIES

 

  • Coordinate and manage the Governor’s schedule and provide support for meetings, missions and event arrangements.
  • Draft and proofread memos, letters, and emails.
  • Collect and reformat documents to organise and gather standardised briefing materials for the Governor.
  • Perform complex and confidential administrative responsibilities.
  • Organise the welcoming of high-level stakeholders, including representatives of the Bank’s member countries, and the smooth logistical arrangements for meetings.
  • Ensure the timely management of the correspondence and document filing systems and contact database, while guaranteeing traceability and accessibility.
  • Respond with timeliness and flexibility to operational needs, including those that may fall outside the standard working schedule.
  • Allocate and coordinate tasks among the team of Executive Assistants; ensure its efficient functioning, operational continuity, including through the organisation of a back-up system among all Executive Assistants.

 

PROFILE

 

Academic background:

  • A university degree (Bachelor’s level or equivalent) preferably in office management, business administration, communication, languages studies, or another relevant field.
  • A combination of secondary education and extensive relevant professional experience may be accepted in lieu of a university degree.

 

Professional background:

  • Proven successful experience as executive administrative assistant, possibly acquired in an international organisation; multilateral development bank experience would be an advantage.
  • Wide and in-depth senior professional experience in office management.
  • Solid experience in drafting, proofreading e-mails, memos and correspondence.
  • Proven experience in drafting, editing, and proofreading correspondence and documentation in English at an official or publication standard.
  • Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).
  • Experience working in an international or multicultural institutional environment where English is among the working languages would be an asset.

 

Language skills:

  • Excellent command of both CEB official languages (English and French), oral and written, at a bilingual level.
  • Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS

 

  1. Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.
  2. Grade and salary:
  •   B5-B6
  •   Depending on level of experience, monthly salary range starts between 5786,79 EURand 6725,45 EUR, plus allowances based on eligibility, exempt of French income tax.
  •   Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  •   Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
