Job Overview/Summary:

Reporting to the Humanitarian Access & Security Officer – Gaza, the Guard will provide support to office and personnel located in Gaza. The guard is responsible for keeping the office/facilities safe and entry access controlled while ensuring that the IRC Office/Guesthouse is in compliance with all security and safety policies and procedures in Gaza.

Responsibilities:

Operational Support

  • Help in the IRC premises’ arrangements, preparedness and operational duties as required and instructed by the supervisor.
  • Monitor the office/guest house and report on any malfunctions/damages observed to the HAS/Admin officer.

Security

  • Stay alert and vigilant during assigned shift.
  • Always stay in post until the next guard is onsite and has received by handover signed note with date, time and as assigned by their supervisor.
  • Ensure that all movements and visits are logged and kept in chronological order, including IRC vehicles and other INGOs/UN vehicles.
  • Ensure that IRC drivers & Team Leaders are collecting and giving back Garmins/Phones before/after any field travel, inform the supervisor of any issues.
  • Ensure that all Garmins/Phones are charged and operational, inform the supervisor of any issues.
  • Support the HAS Officer, on weekly checks on IFAKs allocated to vehicles, and report any issues to supervisor
  • Support the HAS Officer, on regular checks of Hibernation Kits, and report any issues to supervisor.
  • Record and report any suspicious movement or any changes in the immediate environment surrounding the IRC premises and inform their supervisor.
  • Patrol the premises inside and outside as assigned by their supervisor, in coordination with HAS team, and ensure that the shared services area is functional and intact.
  • Assist vetted visitors in accessing the premises and follow the visitor admission/escort SOPs.
  • Meet any visitor that is not vetted and call it in to their supervisor for authorization.
  • Monitor the CCTV screen and flag any suspicions to their supervisor.
  • Report any malfunctioning CCTV component to their supervisor.
  • Keep watch of IRC vehicle/s inside and outside the premises, alert their supervisor of any problems.
  • Keep watch for possible intruders & prevent and report unauthorized access.
  • Remain at your post unless relieved or threatened by serious, imminent danger.
  • Immediately alert the supervisor & HAS team at the location on any security incident and all the suspicious acts happening in the premises.
  • Maintain all equipment related to the guards in a serviceable state and immediately report any faults, damage or unserviceability to the security lead at the location.
  • Not be under influence by drugs, alcohol or other substances that may impair or affect judgment or behavior.
  • Log all own patrolling inside and outside office.
  • Immediately respond as per IRC SOPs in the event of a medical emergency.
  • Discourage and prevent any parking or other blocking of entry/exit points.
  • In case of a commercial premise, to check each and every office and make sure that all the possible entrances and exits are closed, and all the lights/electric equipment are switched off.
  • To answer the emergency alarms with immediate effect, and to inform the respective department (such as fire department in case of fire) right away.
  • To make detailed notes of damages to the premise or assets or of unusual occurrences.
  • To enforce and adhere to all the rules and regulations at the site.
  • Perform other duties, as needed or requested.
  • Inform and report any challenges or breaches to the safety and security officer

Health & Safety

  • Help in first aid when needed by administering it to staff if needed and if trained.
  • Alert the supervisor if the premises are exposed to bugs, rodents, or any biological threat to staff and visitors.
  • Report external smoke and nearby fires to their supervisor.
  • Test the fire alarms once per week and report successful / malfunctioning devices to their supervisor.
  • Check the fire extinguishers on a weekly basis and report any required maintenance to their supervisor.
  • Initiate the fire safety protocol in case of fire and immediately use the extinguishers to put out any fire.
     

    Required Experience/qualification/Skills:

  • Arabic language literate. Completion of the secondary school education would be an advantage.
  • At least 2-3 years of prior professional experience in a similar post.
  • Speak Arabic language. English would be an asset.
  • Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation.
  • Good interpersonal, organizational, and time management skills
  • Exercise self-restraint in stressful situations and be patient with staff and visitors.
  • Presentable and calm attitude, with welcoming and supportive behavior.
  • Ability to maintain the highest degree of discretion
  • Ability and willingness to work and come to the office under different circumstances.
