PROJECT BACKGROUND

Launched in September 2023, "The Advancing ASEAN-Korean cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities" project, funded by the ASEAN-Korea Cooperation Fund (AKCF), spans three years and is implemented in ASEAN countries including Thailand, Indonesia, the Philippines, Cambodia, Lao PDR, and Vietnam. Led by the Global Green Growth Institute in collaboration with consortium partners K-eco, NTU (Nanyang Technological University of Singapore), and NIGT (National Institute of Green Technology), the project aims to support ASEAN Member States (AMS) in transitioning to a resource-efficient, circular society by 2026 with enhanced capacity for integrated solid waste management (ISWM) practices and catalytic waste investment projects.

 

OBJECTIVES OF THE ASSIGNMENT

As 2025 is a critical year for the project, effective tracking and management of financial transactions and budgets are crucial to maintaining efficiency and achieving project milestones.

To support this effort, GGGI is seeking a Finance and Admin Consultant to assist in financial management and administration. This consultant will work under the guidance of the Senior Associate, IMSWM and provide essential assistance in ensuring the accuracy and efficiency of financial transactions, monitoring the country’s financial expenses, and supporting reporting and compliance activities. Additionally, the consultant will support the calculation of expenses and budget and assist in setting up a financial database for effective tracking and management. The consultant will also assist with other project-related financial and administrative tasks, as needed.

 

DELIVERABLES AND PAYMENT SCHEDULE

The Finance and Admin Consultant will be responsible for supporting the Project in:

    • Creating and maintaining an automated data file that calculates expenses and budgets, ensuring accuracy and efficiency. This file must be updated and remade whenever there is a budget revision to reflect the most current financial data.
    • Managing monthly financial expenses and ensuring alignment with project budgets.
    • Monitoring country financial expenses, identifying discrepancies, and making necessary corrections.
    • Tracking monthly budgets and ensuring alignment between actual expenditures and approved budgets.
    • Compiling supporting documents for financial reporting and budget revisions quarterly for all the budget output codes.
    • Assisting with other ongoing projects within GGGI.

 

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • A bachelor’s or master’s degree in finance, accounting, or a related field.
  • Proficiency in financial reporting, budget tracking, and reconciliation.
  • Strong understanding of financial compliance, budget management, and variance analysis.
  • Experience in assisting with automated financial tracking tools or data sheets.
  • Experience in preparing financial reports and compiling supporting documentation.
  • Proficiency in using financial software and Microsoft Excel.
  • Strong problem-solving skills and the ability to find workable solutions promptly.
  • Good interpersonal skills and ability to work with multicultural and interdisciplinary teams.
