Mission and objectives

In terms of policy and partnership development, UNDP is establishing new partnerships with new partners and both local and global levels. UNDP is also keen to strengthen already developed partnerships with different organizations and initiatives that support UNDP mandate.

Context
This UNV assignment is part of UNDP’s ShabebEEK Youth Portfolio. The UNDP regional youth portfolio ShababEEK aims to work with partners on a systems approach to strengthening the enabling policy and regulatory environment for job-rich, green growth and economic transformation for youth in the Arab region and reinforce capacities for their effective implementation; developing 21st century and entrepreneurship skills of young people; helping to connect them to productive youth employment opportunities; and enabling the adoption of a deliberative processes of policy articulation between governments and youth as policy shapers. 
Task description
Within the delegated authority and under the supervision of Youth Focal Point/ Specialist programme or his/her designated mandated representative(s), the UNV Youth Development Delegate will:
• Establish and strengthen the performance of the youth portfolio with the country office (CO).
• Contribute to strategic planning, developing innovative responses to emerging challenges and opportunities for youth in the Arab region around SDGs.
• Provide strategic support in the development of guidance in the youth empowerment area, and related tools for the implementation of regional policy standards, including the UNDP Youth Strategy.
• Work closely with the regional team members in the development of project activities to promote youth’s social, political and economic empowerment in the Arab region.
• Coordinates the youth’s leadership programme’s mentorship support, where relevant.
• Capture stories which reflect know-how (procedures, processes, tactics) and know why (lessons learned reasons for failures/success).
• Develop general tools/guidelines for operative communication measures at regional/national/local levels, for instance press releases, social media, press events, social media and campaigns.
• Conduct an overview and analysis of the relevant partners, donors and stakeholders to the project, and develop a plan for efficient flow of information between them and the project, and vice versa.
• Planning, organizing and overseeing activities related to the youth agenda
• Support the timely preparation and quality control of all substantive technical reports, briefs and required documents, including progress reports, concept notes, background documents, and briefing notes.
• Facilitate the delivery of YLP activities by monitoring results achieved during implementation.
• S/he ensures and guides the appropriate application of monitoring, reporting and evaluation systems and procedures and develops enhancements if necessary.
• Submit a report at the end of the hiring period to supervisor and the Regional Coordinator.
• Carrying out other tasks as assigned by Regional Coordinator in coordination with respective supervisors, and any other required administrative work.
• Establish a map of initiatives for young people and ensure that it is regularly updated.
• Create a database of youth associations.
Results/expected outputs:
• Provide a technical functional review including gap analysis of youth-related initiatives carried out by UNDP
• Provide recommendations for strategic interventions / programmes, areas for collaboration, and opportunities for advocacy on youth related initiatives
• Capture public bi-monthly vlog that illustrates contributions and experiences to YDD role.
• Promote and share relevant activities and events through ShababEEK social media channels.
• Attending the weekly regional coordination meetings and providing updates on the ongoing youth activities at the country-level.
• Providing quarterly reports and annual reports that integrate an overview of progress and impact.
• As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
• Contribute to the formulation of the youth portfolio and work on its implementation.
• Establish a map of interventions aimed at young people and a directory of youth associations.
