Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The core function of the Country Cluster Delegation (CCD) for Central African Republic and Chad is to strengthen the capacities and support the cluster National Societies in disaster and crisis prevention, response, and recovery, as well as other key thematic/programmatic areas defined by key pan-African initiatives. The CCD also strengthens collaboration among Movement partners by facilitating context analysis and coordination toward common and harmonized approaches, alignment of plans, effective use of resources, and national development to carry out their humanitarian mandates.
The Sustaining Employment, Careers, and Resilience for Community Health Workforce (SECURE) program is a four-year initiative led by the IFRC and the Mastercard Foundation, implemented in partnership with the Central African Red Cross (CRCA) and the Ministry of Health in the Central African Republic (CAR). It aims to professionalize and economically empower 11,824 Community Health Workers (CHWs) across the CAR, with a focus on employability, entrepreneurship, ecosystem strengthening, and coordination.
Job Purpose
Reporting to the Head of Delegation and working in close collaboration with technical teams (Logistics, Finance, Consortium Coordinator, IFRC and CRCA Coordination Teams), the Compliance and Quality Assurance Coordinator supports both technical departments (administration, HR, finance, and logistics) and programme teams to ensure the consistent and effective application of internal and donor compliance procedures.
The Coordinator is responsible for strengthening compliance systems, ensuring accurate documentation, preparing for audits, and maintaining complete and reliable financial and administrative records. The position holder conducts compliance checks in line with the IFRC Ethics and Compliance Charter, national work plans, IFRC policies, and donor regulations, ensuring that operations meet the highest standards of accountability and transparency.
The role also focuses on building the capacity of IFRC and CRCA staff in compliance and quality assurance, promoting a culture of integrity, ethical conduct, and continuous improvement. Through proactive monitoring, communication, and collaboration, the Coordinator contributes to the overall quality, efficiency, impact and credibility of IFRC operations within the Cluster.
Job Duties and Responsibilities
Financial Planning, Management, and Reporting
- Develop and implement the Cluster work plan, defining the scope, schedule, and frequency of compliance and quality reviews.
- Guide programme and project teams in preparing, revising, and consolidating budgets and financial forecasts.
- Monitor expenditures against approved budgets, identify variances, and recommend corrective actions.
- Coordinate expenditure reallocations, ensuring full alignment with budget lines and available funds.
- Manage programme funds, bank accounts, and cash flows in line with IFRC financial policies.
- Prepare timely and accurate funding requests, forecasts, and financial reports.
- Ensure all expenditures remain within approved limits (PEAR approvals) and comply with established procedures.
- Produce regular financial, compliance, and performance reports for Cluster management and the Head of Delegation.
Internal Control, Compliance, and Risk Management
- Maintain a robust internal control environment to safeguard financial assets and ensure compliance with IFRC standards.
- Conduct compliance checks, quality audits, and financial reviews in accordance with the Cluster work plan.
- Identify non-compliance and financial risks, propose mitigation measures, and ensure follow-up on recommendations.
- Coordinate internal and external audits, ensuring all records are complete, accurate, and audit-ready.
- Support implementation of audit findings and continuous improvement of financial systems and processes.
- Maintain and update the financial risk register and ensure proactive management of emerging risks.
Partnership, Project, and Contract Management
- Ensure timely preparation and authorization of Memoranda of Understanding (MOUs), project agreements, and service contracts.
- Conduct financial risk assessments and due diligence for new projects and service providers.
- Oversee asset, inventory, and lease management, ensuring compliance with IFRC electronic filing and E-Contract systems.
- Support implementation of financial and operational policies across projects and partners.
- Provide financial insights to Programme Managers, National Societies, and donors to support decision-making.
Advisory, Capacity Building, and Stakeholder Engagement
- Advise management on strengthening internal controls, compliance, and quality assurance.
- Provide financial and compliance guidance to programme teams and National Societies.
- Deliver training on financial management, fraud prevention, donor compliance, and cost recovery.
- Support capacity development of National Societies in accounting, record-keeping, and financial reporting.
- Promote a culture of accountability, transparency, and continuous learning within the Cluster.
- Maintain effective communication with country, regional, and HQ stakeholders, sharing compliance findings and updates.
Information Management, Systems, and Digital Transformation
- Ensure compliance with IFRC’s data governance, cybersecurity, and digital transformation frameworks.
- Strengthen and optimize information systems supporting finance, logistics, HR, and operations.
- Promote ethical and responsible use of data analytics, AI, and digital tools.
- Facilitate partnerships with technology providers and promote digital literacy among staff and National Societies.

Policy, Ethics, and Continuous Improvement
- Contribute to the review and improvement of financial and administrative policies and systems.
- Ensure full adherence to the IFRC Code of Conduct and conflict of interest standards.
- Prevent and address unethical behavior, fraud, and misconduct in line with IFRC procedures.
- Provide logistical and administrative support for meetings and project activities.
- Perform other tasks assigned by the Head of Delegation to strengthen compliance and quality operations.
Ethical Conduct of IFRC Staff
IFRC maintains a code of standards of conduct that must govern the performance of its employees engaged in the awarding and administration of contracts.
No employee, officer, or agent shall participate in the selection, award, or administration of a contract funded by donor funds if a real or apparent conflict of interest is involved.
IFRC officers, employees, or agents shall not solicit or accept gratuities, favors, or anything else of monetary value from contractors or parties to secondary agreements.
These standards provide for disciplinary measures to be applied in the event of a violation of these standards by IFRC officials, employees, or agents.
Safeguarding and Prevention of Sexual Exploitation and Abuse
“Sexual exploitation” means taking advantage of, or attempting to take advantage of, a position of vulnerability, power, or trust for sexual purposes, including for financial, social, or political gain from the sexual exploitation or abuse of another person.
Staff must actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within the IFRC and among the beneficiaries served by the IFRC.
Education
Required:
- Master's degree (BAC+5) in management sciences/auditing/accounting/management control, business administration, or related discipline(s). A combination of a first-level university degree and extensive relevant experience may be accepted in lieu of an advanced university degree.
Preferred:
- Certification in auditing, grant management, risk management, and/or compliance.
- Certification in project management.
- IMPACT or equivalent training/knowledge.
Experience
Required:
- Minimum of 5 - 7 years of relevant professional experience in a similar position or in a position related to financial management in an international organisation or equivalent;
- Solid experience in preparing audits and implementing audit recommendations.
- Strong command of disbursement accounting, documentation, and archiving.
- Strong experience with the procedures and requirements the main donors of IFRC (KFW, Global Fund, World Bank, USAID, EU, FCDO, and other donors).
- Knowledge of audit techniques and methodology, internal control, and financial management.
- Mastery of the fundamental principles of procurement rules.
- Experience in managing pluri-disciplinary staff.
- Knowledge and experience of various operational processes (such as human resources, program management, financial management, supply chain management, information technology, etc.)
