The IRC is seeking a highly motivated and dynamic individual for the position of Finance Coordinator for budgeting and reporting.

Job Overview:

The Finance Coordinator- Budgeting and Reporting will be responsible for leading the financial planning/budgeting, donor reporting, audits, donor compliances, and budget management processes for IRC Ethiopia. The role ensures the preparation of accurate and timely donor financial reports, coordination of project budgets and operating budget, budget analysis, pipeline analysis, spending forecasting, and provide support for monthly and year-end closures. This position is designed to support in the finance department, safeguarding compliance with donor, Ethiopia laws and organizational requirements while maintaining smooth financial operations. The position works closely with finance team, Technical Coordinators, Supply Chain, field offices, Business Development, Grant and Partnership units and East Africa region finance team.

Scope of the Role

Reporting directly to the Director of Finance, the Finance Coordinator for Budgeting and Reporting ensure that all budgets, reports, audits, and financial processes meet both donor compliance requirements, host country requirements, and IRC financial and compliance standards. The role also supports audit readiness and process, liquidity management with donors, grant financial and partners accounts and the financial closure of projects.

Major Responsibilities:

Budgeting & Financial Planning

  • Engage in the Go/No Go decision process, budget envelop determination, Unit costs and budget templates (IRC and donor)
  • Gather Cost Allocation (CA) information and determine CA rate and ensure adequate coverage of operational costs to support programmatic activities.
  • Lead and review new project budgets to ensure alignment with donor and IRC financial standards.
  • Lead and review project proposals and narrative budgets for financial accuracy and compliance.
  • Create D- codes, discuss with budget holders the accuracy of the financial codes combinations, upload to ERP system and share with budget holders.
  • Support the Finance Director and Finance managers in the preparation, review, and follow-up of new budgets.
  • Assist in preparing annual operating budgets, revisions, and reforecasts.
  • Ensure budgets are realistic, compliant with donor guidelines, and aligned with IRC internal policies.
  • Monitor budget utilization and provide detailed variance analysis to Director of Finance and management.
  • Maintain accurate and up-to-date project budget tracking using PBI reports and spending forecast.
  • Develop pipeline analysis and spending forecast for best use of resources.
  • Review all budget before submitting to Direcor of Finance for sign off.

Donor & Internal Financial Reporting

  • Prepare and coordinate Finance managers for accurate donor financial reports in accordance with donor requirements and reporting timelines.
  • Maintain and update the project financial reporting schedule for all active grants.
  • Update each donor/project compliance requirements to mitigate risks
  • Reconcile donor reports with accounting records to ensure accuracy and completeness.
  • Verify that expenses are charged to the correct category and budget line before report submission.
  • Prepare project liquidation analysis (grants receivable and payable and Grant Trial Balance) and ensure supporting documentation meets donor audit standards and internal requirements
  • Support the preparation of monthly fund utilization and project closure reports.
  • Ensure all project files are updated and complete with relevant financial documents and donor correspondence.
  • Lead and follow up with field offices to ensure timely submission of reports and financial documentation.
  • Ensure the financial reports are prepared and comply with donor requirements.
  • Review all financial reports before submitting them to the Director of Finance for sign off.

Awards Cash Flow & Liquidity Management

  • Lead and follow up on the Country Office liquidity position on project. It includes timely collection of receivables from donors and refund of cash to donors after grant closure.
  • Support the Finance Director in maintaining and updating the project fund summary and cash flow forecast for each award
  • Ensure fund transfers align with project timelines and expenditure forecasts.
  • Lead and support in monthly financial closure processes, ensuring accurate reconciliations and adjustments for all awards.
  • Prepare the fund utilization and management reports for review.
  • Support in audit preparation, including collecting related required financial documentations.

Audit Support

  • Prepare specific project financial report with all schedules for audit
  • Involve in audit firm selection process, Audit TOR development and review as required
  • Support in audit preparation, including collecting related required financial documentations
  • Address audit queries in collaboration with different work units.
  • Review draft audit report, prepare draft management responses for director of finance reviews
  • Ensure all audit reports are finalized on time and submitted to donors.

Other Duties

  • Ensure continuous compliance with IRC financial policies, procedures, and donor regulations.
  • Ensure IRC and donor resources are protected, risk mitigated and properly managed.
  • Support capacity-building efforts for finance and non-finance staff in budgeting and reporting processes.
  • Participate in process improvement initiatives related to financial management and reporting systems.
  • Perform any other related duties assigned by the line manager to ensure efficient operation of the finance department.
  • Engage in staff training and capacity building.

Safeguarding Responsibilities: -

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements

Educational Qualification

  • Bachelor’s degree in accounting, Business Administration, Commerce or Finance required; recognized professional certificate in accounting such as CPA, or a master’s degree in accounting preferred.

Experience and skill

  • Minimum of 7 years of experience in budgeting, reporting, and donor compliance, preferably within INGOs/NGOs.
  • Strong understanding of donor financial reporting requirements (e.g., UN, EU, GAC, SIDA, FCDO, USG and other institutional donors).
  • Proficiency in Microsoft Excel (advanced excel use) and financial/accounting systems (Microsoft Dynamics 360- ERP), Excel Analyzer, PBI preferred.
  • Demonstrated ability to meet tight deadlines with accuracy and attention to detail.
  • Ability to work under pressure. Must be able to function effectively in a complex work environment, setting appropriate priorities and manage competing priorities and pressure.
  • Ability to carry out responsibilities independently with minimal technical support.
  • Must have excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment.
  • Committed to staff training and development and effective at facilitation.
  • Strong English communication skills (written and spoken) and fluency in Amharic and other local languages preferred.

Desirable:

  • Experience in financial operations, budgeting and budget management. Audit is a strong asset.
  • Knowledge of the Ethiopia financial and NGO regulatory environment.
  • Familiarity with Project Cycle Management and financial monitoring.
