JOB TITLE: Business Transformation Officer - Product Portfolio Manager (2 positions)

DURATION: 11 Months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP South Sudan operates in one of the world’s most complex humanitarian environments, where agility, data-driven decisions, and cross-functional collaboration are critical. To strengthen operational resilience and programme impact, the Country Office is embarking on a comprehensive digital and business transformation. This consultancy will be responsible for translating strategic goals into tangible digital products, streamlined business processes, and a unified data ecosystem. The incumbent will bridge technology and operations — defining the roadmap, engaging leadership, and ensuring adoption of tools that enhance field-level execution and decision-making.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Define and drive the transformation roadmap developing a cohesive business and digital strategy aligned with the South Sudan Country Strategic Plan and operational realities.
2. Engage leadership and stakeholders facilitating strategic dialogues with CO management, unit heads, and field offices to ensure alignment, ownership, and prioritization of transformation initiatives.
3. Assess the current digital ecosystem identifying integration gaps, process inefficiencies, and opportunities for product-driven solutions.
4. Lead process redesign and productization mapping core business processes and converting them into workflows, AI and data products that streamline planning, execution, and reporting.
5. Act as portfolio lead for data analytics, workflows and AI tools: defining requirements, managing the product backlog, and ensuring delivery of fit-for-purpose dashboards and operational systems (employing agile project management methods).
6. Oversee data architecture and pipelines (ETL/ELT): consolidating datasets from corporate, local, and partner systems into a unified data repository with robust data quality controls.
7. Build a data-driven culture by engaging and training end users from CO and Field Offices on solutions.
8. Implement structured change management: guiding teams through transformation by addressing adoption barriers, building capacity, and embedding a culture of iteration and innovation.
9. Build, test, and maintain dashboards: ensuring decision dashboards are sourced from a single trusted repository, minimizing reporting discrepancies and improving operational accuracy.
10. Collaborate with global product teams: aligning South Sudan’s needs with WFP corporate solutions (Partner Connect, SCOPE, School Connect etc.) contributing feedback loops and use cases to inform platform evolution.
11. Perform any other duties assigned by the supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
1. South Sudan Digital Roadmap, including prioritization of high-impact data and operational products.
2. System and process gap analysis, with proposed integration architecture and product recommendations.
3. Capacity-building and change management materials, including training guides, demos, and adoption metrics.
4. End-to-end delivery of selected product pilots, covering design, implementation, and rollout.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Business Administration, Information Management, Computer Science, Economics, or a related field or first university degree with additional years of relevant work experience.
Experience:
For candidates with a master’s degree or higher: A minimum of 5 years of progressive experience leading product development, digital transformation, or operational excellence projects in complex organizations. Proven experience in defining roadmaps, managing stakeholders, and delivering digital tools from concept to adoption. Experience in humanitarian or development contexts, ideally in fragile contexts such as South Sudan.
For candidates with a bachelor’s degree: A minimum of 7 years of the above experience is required.
Previous experience in emergency support operations and/or in hardship duty stations is essential.
Knowledge& Skills:
• Strong understanding of product management and agile delivery frameworks. • Proficiency in data modeling, analytics, and visualization tools (e.g., Palantir Foundry, Power BI, Tableau).
• Demonstrated skills in business process re-engineering, systems integration, and change management.
• Excellent communication skills, able to translate technical concepts into actionable business insights.
. Familiarity with WFP corporate systems and South Sudan’s operational context is a strong asset.
Languages:
Fluency (level C) in English language.
