Position Objective
Reporting to the Head of IIU, the Integrity Risk Management Lead will lead the development, and implementation of an integrity risk management methodology, integrity risk assessments, including but not limited to, proactive integrity reviews, and monitoring of the implementation of related recommendations. S/he will also lead the development and implementation of IIU-led integrity awareness and capacity-building programs, as well as of the IIU communication activities to ensure the development of effective strategies to prevent and mitigate integrity risks in GCF operations and funded activities.  

 

The Integrity Risk Management Lead will work closely with the Head of Investigations and Integrity Governance Policy in the IIU and the Department on Risk Management and Compliance in the Secretariat.

 

Purpose 

  • Lead the development and implementation of Proactive Integrity Review (PIR) and other integrity risk assessment work in GCF Funded Activities, including through innovative artificial intelligence systems, and the preparation of appropriate integrity risk mitigation measures.
  • Lead the preparation of recommendations for corrective actions and improved controls, effectiveness or efficiency of GCF operations based on the PIR and other integrity risk assessment work, in coordination with the Department on Risk Management and Compliance in the Secretariat
  • Identify opportunities to collaborate with internal and external stakeholders to develop and implement integrity risk management strategies that enhance accountability and deter the occurrences of Prohibited Practices.
  • Identify and evaluate new and emerging trends and integrity risks and engage GCF internal and external stakeholders in IIU’s integrity risk management initiatives.
  • Lead the development and implementation of innovative integrity capacity-building activities and knowledge products for internal and external stakeholders.


Engagement

  • Contribute to and support the IIU in consultations and collaboration with multilateral development banks, international finance institutions, and other relevant parties for best practice knowledge sharing in the area of integrity risk assessment and capacity-building.

 

Delivery

  • Ensure the development, implementation, and delivery of Proactive Integrity Reviews and other types of integrity risk assessments, including recommendations and lessons learnt, in accordance with the IIU multi-year workplan and budget.
  • Lead the development and implementation of the IIU’s integrity capacity-building strategy, knowledge management and communications strategy and regularly engage with GCF partners to identify optimal capacity-building support.

 

Requirements (Education, experience, technical competencies required of the job)

Education:

  • Advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, or other related fields.  A first-level university degree plus two years of qualifying professional experience in addition to the minimum requirement may be accepted in lieu of the advanced university degree.
  • Formal qualifications or certifications in accounting and finance (CPA/CIF), internal audit (CIA), project management (MBA), anti-money-laundering (ACAMS), fraud detection (CFE), climate finance or related domains are an advantage.

 

Experience:

  • Minimum of thirteen (13) years of relevant professional experience in an investigations, audit, or legal role, with focus on development, monitoring, and/or implementation of (integrity) risk management initiatives. Preferably with over five (5) years leading (integrity) risk management work in either public or private sectors.
  • Experience working in an international institution is highly desirable.

 

Skills:

  • Excellent knowledge of fraud, corruption and financial crime risk assessment techniques.
  • Strong analytical and legal skills with the ability to interpret complex legal and financial information.
  • Able to identify and assess integrity risks in an objective manner and provide fair, well-reasoned, and supported guidance.
  • Able to lead and manage a team of integrity risk and capacity-building specialists
  • Strong interpersonal skills with the ability to quickly form working relationships and gain credibility across the GCF, Members of the Board, and external partners.
  • Excellent drafting and presentation skills.
  • Excellent command of the English language, both written and spoken.
  • Familiarity with other UN languages is an advantage.
