Main Purpose of the Job:

The Technical Education Officer plays a crucial role in leading the technical aspects of education programming (training and content oversight) that includes, teacher and School Management Shura (SMS) master training, developing and/or adapting training curriculum or materials, and providing support for the trainings roll out through partners at provincial level. The Officer will ensure clear understanding of quality standards for IPs for technical elements of programming, including and focusing on training and capacity development. Additionally, the TEO is responsible to conduct regular field visits to CBEs in the targeted provinces, provide on-the-job training to teachers, and ensure quality classroom instruction through effective feedback sharing with project team especially Snr. Program Manager.

Moreover, the additional responsibility includes designing and/or adapting and overseeing the implementation (through training of trainers) of structured training/capacity-building programs (such as teacher and SMC training) as well as delivering and revising training materials based on need, support and track the rollout and fidelity of trainings at the provincial level, support designing surveys, preparing qualitative reports, and facilitating collaboration among stakeholders to promote inclusive and high-quality education.

 Duties and Responsibilities:

  • Develop and oversee a comprehensive Master training plans, covering national-level master trainings and refresher trainings, and provincial cascade training for all technical education deliverables.
  • Provide capacity-building support to IRC education team and IPs technical staff (Master Trainers, Community Mobilizers, Training and Education Officers) including mentoring, coaching, and direct training delivery.
  • Support adaptation, where needed, of training materials and training resources, and oversee the delivery of high-quality training sessions.  
  • Monitor and support Provincial-Level Master Training cascades, ensuring implementation fidelity and effectiveness.
  • Oversee continuous quality assurance of remedial classes and Teaching Learning Circles (TLCs), providing strategic support for IPs through ensuring clear minimum standards for quality are in place and tracked on a regular basis
  • Ensure IPs are clearly oriented to minimum standards for programming, aligning expectations for quality for teaching and learning, including through tracking learning outcomes and documenting improvements.
  • Document all training activities, capturing outcomes, challenges, and recommendations to support program evaluation and improvement.
  • Plan and conduct field visits to implementation areas, provide technical assistance to staff, and raise findings in feedback sessions. Achievements from these visits should be reflected in reports shared with the program head, including required instructions or support needs.
  • Oversee the training, assessments, observation data collection process, analysis, and reporting, ensuring proper file organization.
  • Conduct regular field visits to CBEs in the targeted provinces, provide on-the-job training to teachers, and ensure quality classroom instruction through effective feedback sharing.
  • Oversee the technical filing systems, ensuring they are well-organized in accordance with IRC's soft and hard recording standards.

Other Responsibilities

  • Ensure compliance with IRC personnel policies, operational regulations, and reporting guidelines.
  • Report any violations of mandatory reporting policies, ensuring ethical conduct within education programs.
  • Support activities aimed at preventing the exploitation and abuse of beneficiaries by humanitarian workers.

Key Working Relationships:

The Technical Education Officer will report directly to the Senior Program Manager - GPE and maintain key working relationships with the Technical Manager, Senior Technical Education Officer and Senior Education Program Advisor.

Qualification and Requirements:

  • Bachelor’s degree in education (master’s degree preferred)
  • 2-3 years of experience in technical education program delivery, teacher and SMC training (UNIECF/TEPDD teacher training package) roll out experience in high funding education projects is an asset.
  • Familiarity with IRC training packages is an asset.
  • Knowledge of local contexts and experience in technical staff support is an advantage.
  • Strong interpersonal, communication, and organizational skills
  • Ability to collaborate with local partners and support high-quality programming.
  • Knowledge of INEE Minimum Standards in emergency preparedness, response, and their application
  • Expertise in training material development, facilitation, delivery, and reporting
  • Strong verbal and written skills in Dari, Pashto, and English
  • Ability to work collaboratively and effectively with others.
  • Capacity to work independently, engage with local communities, and manage extended work hours when necessary.
  • Strong communication and reporting skills.
  • Proficiency in computer applications (MS Word, Excel, Access, and Internet) is an advantage.
  • Ability to work professionally and constructively with all individuals, regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
