1. Project Background

The Office of the Controller (CTL) Financial and Data Management Team is responsible for all post-closing business data related to investment operations. The Finance Data Consultant role is established in response to the increasing demand for effective data management and reporting within the Bank. As the organization continues to expand its operations and enhance its analytical capabilities, there is a critical need for a consultant who can transform, validate, and distribute financial data efficiently. This consultancy aims to support the Bank in optimizing its data processes, ensuring accurate reporting, and fostering a culture of data governance across various business units. The consultant will play a pivotal role in enhancing the existing data infrastructure and facilitating informed decision-making through improved data insights.

2. Objectives of the Assignment

The primary objective of this consultancy is to enhance the Bank's data management capabilities by providing expert support in data transformation, validation, reporting, and governance. The consultant will work collaboratively with internal teams to ensure the timely and accurate distribution of data feeds, the development of insightful dashboards, and the optimization of the CTL data management. Additionally, the consultant will contribute to the implementation of the Bank's data governance framework, ensuring alignment across business units and maintaining high standards of data integrity.

3. Scope of Services

1. Data feed transformation, validation, and distribution: • Perform data management tasks such as reconciling, transforming, and ingesting large volumes of data. • Validate data discrepancies and identify issues across multiple systems. • Prepare monthly and quarterly data feeds for their timely and accurate distribution. 2. Expansion of Reporting and Dashboards: • Work together with the team to implement key business metrics on existing dashboards. • Collaborate within and across teams to design new dashboards, such as cost recovery dashboards and financing project-related dashboards. • Coordinate with IT Data team to ensure proper deployment of dashboards to the Bank’s data platform. 3. CTL Datamart Optimization: • Partner with IT Department (ITD) to enhance the existing CTL Datamart/Database, improving its analytical and automation capabilities for business decision-making. • Define business data needs, oversee data synchronization frequency, and validate data retrieval processes from Datamart. • Leverage Datamart to automate manual processes and generate insights for business analysis. 4. Business data knowledge management • Support implementation of the Bank’s data governance framework by taking on necessary data guardian roles. • Collaborate across business teams to align on data definitions and recording approaches. • Maintain an up-to-date and accurate CTL Data Catalog in alignment with key stakeholders. • Develop automated workflows based on team discussions and collaborate with ITD to ensure proper data mapping and integration across systems.

Qualification Requirement

• 8 years of relevant practical experience in a multilateral development bank, large-scale international organization, or multinational corporation (MNC). • Strong attention to detail, diligence, and ability to complete assigned tasks within given timelines. • Proficiency in data management, excellent skills in Excel, SQL, Python, or other relevant tools for performing assigned tasks. • Ability to think outside the box and find efficient solutions to problems. • Possess business analytical skills, with knowledge of enterprise data warehousing, big data, and related concepts. • Self-motivated, able to work under pressure and independently. • Results-oriented, driven for achievement, and has a strong teamwork spirit. • High level of personal integrity and a sense of accountability.
