Introduction
ILO Country Office in India (CO-New Delhi) is implementing a development cooperation project entitled ‘Promoting safe employment pathways and fair recruitment practices project’ with support from Immigration, Refugees, and Citizenship Canada (IRCC).
The project will contribute to reinforcing regular migration pathways and strengthening national migration/immigration policies and procedures by ensuring that employers from Canada and migrant workers of all genders from India benefit from skills comparability and recognition and fair recruitment practices. This will be pursued through the development of policy measures, tools and institutional capacity to advance the comparability and recognition of skills and qualifications and supporting public and private stakeholders to be aware of and comply with fair recruitment practices. The project will promote dialogue and exchange of information among relevant stakeholders in India and Canada which might lead to more structured forms of collaboration including through the development of Memoranda of Understanding.
The ultimate objective of this project will be the increased capacity of the host government migration and border management authorities based on national needs and priorities. Key results expected from the project are:
• Measures (including policies, tools, and certification methods) developed by the government and participating stakeholders to advance the comparability and recognition of skills and qualification.
• Participating public and private stakeholders implement fair recruitment practices.
Within the policy and procedural requirements established by the ILO and the Promoting safe employment pathways and fair recruitment practices Project, the Project Technical Officer will be responsible for providing direct technical support to the above project and contribute to the expected outcomes. The incumbent will guide and support the promotion of ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.
Reporting lines:
The Project Technical Officer will report directly to the ILO Country Director for India who will provide overall supervision including on operational and administrative areas.
The incumbent will receive technical advisory services and backstopping from the Labour Migration Specialist and Skills Specialist from the Decent Work Technical Support Team for South Asia (DWT-New Delhi), as well as other relevant technical specialists at DWT-New Delhi and HQ. The incumbent is also expected to collaborate with the Country Office Programme and Project teams.
Description of Duties
1. Guide and provide substantive technical inputs to project design, planning, implementation, monitoring and evaluation of project activities. Support the project team and ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
2. Proactively monitor and backstop the day-to-day implementation of project activities, identify problems, propose solutions, and take timely follow up action in close collaboration with the project team, Country Director, Labour Migration and Skills Specialists, project implementing partners, donor and other relevant colleagues and stakeholders.
3. Conduct research and integrate technical inputs for sub-regional and country analyses, reports and publications related to the project and prepare discussion notes.
4. Ensure the delivery of high quality technical documents and tools developed by the project. Ensure proper documentation, publication, dissemination, and use of knowledge products developed by the projects.
5. Work closely with the national project coordinator to develop knowledge and capacity building materials. Facilitate dialogues, trainings and awareness raising activities among relevant stakeholders.
6. Coordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
7. Promote ILO standards and frameworks regarding labour migration, skills and fair recruitment through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
8. Under the guidance of direct and technical supervisors and in coordination with the national project officer, maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations.
9. Maintain working contacts and collaboration with the project donor, and with other multilateral and bilateral donor agencies and draft proposals for funding as required.
10. Undertake missions in relation to project implementation.
11. Undertake other duties as required.
Required qualifications
Education
Advanced university degree (Master‘s or equivalent) in migration studies, labour economics, business or public administration, public and/or employment policy, labour law or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience
At least five years of relevant professional experience at the international level in labour migration, skills, and/or employment policy.
Proven experience in project management and implementation, and in working effectively with government bodies in charge of policy making and with development partners would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour, migration, education and/or foreign affairs would be an advantage.
Languages
Excellent knowledge of English. Working knowledge of another UN language will be an asset.
Competencies
- Ability to provide technical advice and to guide and coordinate the work of national project coordinators, general service staff, external collaborators and implementing partners
- Solid field experience in designing and implementing project activities, preferably in the fields of labour migration, skills development, and/or employment.
- Ability to formulate new concepts and methodologies.
- Ability to adapt to change and propose action accordingly.
- Ability to prepare high quality reports and guidelines relating to programme development and implementation.
- Ability to provide technical support to senior specialists, carrying out research, project formulation and implementation.
- Proven ability to communicate effectively to different audiences and draft analytical texts and reports of high quality.
- Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda.
- Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
- Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
- Client orientation and ability to coordinate partners and stakeholders from different technical areas and perspectives;
- High standards of integrity, professionalism, personal discipline and impartiality.
- Good computer skills.
Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
