Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The project is focused on building national roadmap for enforcing and implementing HKC while improving ‘labour conditions’ and ‘sustainably safer environment for ship recycling.
The overall objective is to place sound and effective measures that improve the standards of health, safety and environmental compliance at ship recycling yards, as required by the Hong Kong Convention, as well as the capacity for environmentally sound waste management of the hazardous and other materials that are generated from the process of ship breaking. From a labour perspective, the project will advocate for the promotion of decent working conditions including labour and social protection of workers.


Work included under this project will consist of a number of actions to support long-term improvements in safety, health, social and environmental protection and ultimately for the development of new infrastructure. In this regard, sustainability of these achievements is an important factor that will need to be assessed by the project partners, particularly to determine the need for an additional phase of the project that could finalise, for example, the development of national regulations, provide technical support and capacity building in relation to waste management and a new treatment facility, and fully deploy training for the workforce in ship recycling yards.


Work is divided into four components covering legal and institutional refinement; capacity building for health, safety and environmental compliance; planning for management of hazardous materials and wastes with an outline design of a facility for downstream treatment, storage and disposal of waste; and supporting industry upgrade.

The incumbent will be required to provide driving, administrative and logistical support to the SENSREC-DW project staff and other ILO staff as required.

 

Reporting Line

The position works under the supervision of National Project Coordinator (SENSREC-DW project) and in close cooperation and coordination with Administrative and Finance Assistant of the SENSREC-DW project.

Description of Duties

1. Ensure the provision of safe and reliable driving services. Drive the Office Director, senior level officials and other authorized personnel and visitors. Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities. 
2. Deliver and collect mail and documents and other items. 
3. Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation. 
4. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times. 
5. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles. 
6. Where appropriate, schedule drivers and vehicles for use on a daily basis. 
7. Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles. 
8. Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries and banks. Arrange to pay office telephone and other bills. Perform data entry duties. 
9. Perform other relevant duties as assigned

Education

Primary education, valid driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repair.

Experience

Five years’ work experience as a driver with a safe driving record. Familiarity with Karachi city/suburbs areas and Gadani/Lasbela (Balochistan) is highly desirable.

Languages

Good knowledge of the local language and knowledge of the working language of the duty station. Basic English language communication skills highly desirable to deal with international staff of the office.

Competencies

Excellent knowledge of local driving rules and regulations

Good knowledge of local roads and conditions.

Skills in minor vehicle repair.

Good knowledge of chauffeur protocol and courtesies.

Good knowledge of security issues.

Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.

Knowledge of administrative rules and regulations

Basic computer skills to record information in IT systems
