BACKGROUND
OCHA is a part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness as well as prevention, and to facilitate sustainable solutions.
The Ukraine Humanitarian Fund (UHF) is an OCHA managed country-based pooled fund intended to support coordinated humanitarian action, in line with the Humanitarian Response Plan, and to address some of the most critical needs, which are of strategic priority and which would otherwise would go unfunded.
The UHF pools donor contributions into a single, unearmarked Fund to support local humanitarian efforts, which will, in turn, not only enable a coordinated, flexible, and inclusive humanitarian response, but also strategically maximize available resources.
The position of Program Associate is based in Kyiv, Ukraine. Under the overall supervision of the Humanitarian Affairs Officer / Head of Humanitarian Financing Unit, the incumbent reports to the Compliance Officer.
Key Duties and Accountabilities
Under the overall guidance of the Pooled Fund Manager, the incumbent will be expected to be able to perform the following, prioritized according to operational requirements:
Fund Administration
- Provides overall administrative support to all functions of the Humanitarian Financing Unit and liaises as necessary with relevant OCHA sections;
- Monitors the shared mailbox, responds to standard partnership queries, and redirects specialized or technical requests to relevant colleagues.
- Drafts ConOps inputs whenever required and maintains standard data templates.
- Supports proper communication and support during the grant allocation processes to all stakeholders.
- Monitors and responds to user registration requests in the online grant management system known as OneGMS.
Monitoring, Reporting, and Evaluation:
- Supports the Programme Officer to monitor the progress and effect of the Ukraine Fund (UHF) funded projects;
- Supports, as relevant, the monitoring plan for UHF-funded projects, ensuring compliance with monitoring and reporting systems in place for the Fund;
- Ensures the standards, tools, and systems used to deliver quality and accountable monitoring and reporting of monitoring findings, including information on levels of compliance achieved against standards and indicators.
Building and maintaining program partnerships:
- Supports potential UHF partners by performing initial Due Diligence (DD) checks, focusing on completeness of the Application Form and Required Documents section (contact details, UNPP number, office locations, etc.).
- Assists with verifying the organization name consistency across the online grant management system (OneGMS) registration documents, and bank statements, and flags inconsistencies to the Compliance Officer.
- Supports UHF Programme Officers to maintain strong working relationships with key actors in other agencies dealing with the UHF-funded projects in areas of responsibility;
- Provides guidance to potential partners in project design, implementation, and monitoring.
Other
- Performs other duties as assigned by the Supervisor.
Impact of Results
Smooth functioning of the HFU through undertaking administrative support to both HFU staff and UHF partners to realize the objective of the UHF, which is to provide timely, well-coordinated, and equitable humanitarian assistance in line with assessed needs priorities, while strengthening local leadership and accountability in the humanitarian response.

- Knowledge and experience in project log frame development, proposal writing, quantitative and qualitative surveys, and progress report writing;
- Knowledge of humanitarian principles, standards, and emergency response;

QUALIFICATIONS
Education:
- A high school diploma or equivalent is required.
- University Degree in Social Sciences, Business or Public Administration, or a related field is desirable, but not a requirement.
Experience, Knowledge, and Skills:
- A minimum of six (6) years (with secondary education) or three (3) years (with a Bachelor's degree) of relevant experience in project design, management, implementation, or monitoring and evaluation, humanitarian affairs, development, or other related areas is required.
- Experience in database management and usage of computers and office software packages (Windows, MS
- Word, Excel, internet/Web, etc.) is required.
- Good knowledge of Administration/Operations is required.
- Experience in partnership management is desirable.
- Project cycle management experience is desirable.
- Experience working within the UN Common System or other comparable international organization is an advantage.
Language Requirements:
- Fluency in English and Ukrainian (written and spoken) is required.
- Fluency in other UN languages is desirable.
