DURATION:  6 months

REPORTING LINE: Management Services Officer

ORGANIZATIONAL CONTEXT:

WFP's strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account the African Union's regional strategies, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD's sub-regional strategies. It is also aligned with the UNDAF for 2018-2022 and builds on the relevant recommendations of the Zero Hunger Strategic Review. The fight against poverty is a major avenue for tackling food insecurity in Djibouti. Agricultural potential is limited, but the agriculture, livestock and fisheries sectors offer opportunities for direct assistance to rural households exposed to food insecurity and malnutrition.

The two pillars of the WFP's strategy are as follows:

- Providing equitable employment for women and men in the most vulnerable households. 

- Using safety nets to ensure access to assistance that meets basic needs, including food security.

DESCRIPTION OF DUTIES:
The Management Services Unit in the Djibouti Country Office supports in the delivery of quality, customer-focused, value for money administrative services that enable staff in country operations to deliver food assistance to beneficiaries, in line with WFP strategy.

KEY RESPONSIBILITIES:
1. Oversee the daily operations of WFP-owned and/or leased vehicles, including their assignment to staff with the necessary documentation.
2. Ensure proper and timely maintenance schedules, servicing and repairs of vehicles to guarantee their roadworthiness.
3. Manage drivers’ recruitment, training, performance evaluation, and safety awareness programs.
4. Monitor fuel consumption, spare parts usage, and vehicles & generators performance; ensure accountability and prevent misuse.
5. Implement and manage vehicle tracking systems (e.g., GPS, Fleet Wave), analyze data and provide recommendations for an informed decision-making.
6. Ensure adherence to UN security and safety standards, including road safety protocols and accident response procedures.
7. Prepare and manage fleet budgets, and report regularly on fleet KPIs, cost-efficiency and sustainability.
8. Coordinate with other UN agencies and logistics clusters to enhance fleet coordination and shared services.
9. Supervise fleet staff, build capacity, and promote continuous improvement practices.
10. Maintain up-to-date records and documentation for audits, compliance checks, and donor reporting.
11. Ensure UN Mobility platform and Fuel App are regularly used by staff and drivers and the feedback mechanism for drivers is maintained for improvement in fleet services.
12. Ensure submission of relevant monthly reports to share the fleet situation and highlight any issues for attention of supervisor regarding vehicles and/or drivers' performance.
13. Coordinate with relevant stakeholders regarding disposal of vehicles/generators/tyres and ensure to secure necessary approvals and clearances to include them in the disposal process.

14. Ensure drivers performance is reviewed on monthly basis and their PACEs are updated in the PACE platform on time.
15. Perform any other task assigned by the supervisor

QUALIFICATIONS AND EXPERIENCE

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable (but no required).

Experience:

Five (5) years of relevant professional experience or three (3) years of experience with a Bachelor’s degree or higher.

Functional capabilities

  • Ability to manage and monitor daily fleet operations, ensuring timely maintenance, compliance with safety standards and accurate documentation.

  • Demonstrate organizational and analytical skills to track fuel consumption, vehicle performance and generate reports for informed decision-making.

  • Communicate effectively with internal teams, external vendors and partners to coordinate fleet services and resolve operational issues professionally.

  • Attention to detail and adaptability in using fleet management tools and implementing UN security and road safety protocols.

Desired experience for entry into the role:

Has experience managing and monitoring fleet operations including vehicle maintenance schedules and compliance with safety standards.

Language:

Fluency in both oral and written French language. Intermediate knowledge (level B) of English language.
