Overall purpose of the role:

The Economic Recovery Project Manager works as part of DRC’s team in Rakhine. The position is based in Sittwe, with regular travel in the project areas. Overall responsibility includes quality and timely management of Economic Recovery/livelihoods projects in villages and IDP camps across Rakhine state, including the partner EcRecovery programs as well as direct management of the project team and representation at relevant clusters and Working Groups. Sector activities include, but are not limited to, business development training and SME development, MPCA, business grants, income generation activities, life skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation, cash for work and agricultural production.

Responsibilities:

Under the direct supervision of Programme Manager at Area Office and technically supported by technical coordinator from Country Office, the Economic Recovery Project Manager is expected to perform the following duties;

PROJECT MANAGEMENT AND LEADERSHIP

  • Coordinate, plan and monitor Livelihoods project activities ensuring adherence to sector, donor and internal requirements and guidelines
  • Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards in coordination with the Economic Recovery Technical Coordinator
  • Ensure coherence between all projects, ongoing and proposed according to the overall DRC strategy and taking into account remote monitoring modalities
  • Take leadership of livelihoods projects in terms of ensuring high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
  • Formalize and develop project related operational tools and training modules, with support from the Economic Recovery Technical Coordinator
  • Provide input for monthly, quarterly, interim and annual donor reports, project proposals as well as ad hoc reports and communication items, as requested
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements
  • With the MEAL manager, ensure a MEAL plan is in place and implemented for livelihoods activities and that the relevant info Management systems are in place
  • Representation of DRC and active participation in sector meetings and relevant sub sectors/working groups
  • Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs
  • Drive the development and growth of the relevant programs within the DRC program objectives, including proposal development, and feed into country-wide strategy development
  • Ensure adaptiveness of programming with the ongoing emergency response, in coordination with and supported by Economic Recovery Technical Coordinator
  • Ensure cooperation and integration with other DRC sectors of intervention, particularly Protection, Shelter and WASH programmes, through working with the other project managers and team leaders

ACCOUNTABILITY AND REPORTING

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the Economic Recovery program as well as strengthening the effort to document the impact of activities
  • Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly with respect to Protection principles and the Code of Conduct.

PEOPLE MANAGEMENT

  • Lead and manage DRC’s Lvelihoods team including mentoring, ensuring coordination, recruitment and capacity development
  • Provide the job training as required and adapt trainings/coaching to specific staff needs

AS MANAGER, THE POST-HOLDER IS ACCOUNTABLE FOR THE FOLLOWING

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the Livelihoods team does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring and firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Required experience and technical competencies

  • Master’s degree in relevant field (international studies, business development, economics or agricultural production) and evidence of further specialized training
  • Certificate in Project Management is a plus.
  • Minimum 4 years of experience in NGO projects, particularly in managing/leading Livelihoods projects in emergency and/or early recovery contexts
  • At least 4 years of experience with people management
  • Demonstrated practical experience in any of the following: income generation projects, vocational trainings, Cash for Work programming, small business grants, agricultural production, community-led development actions linked to social cohesion
  • Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc)
  • Excellent interpersonal and communication skills for external audiences (including governments and donors)
  • Experience working in conflict contexts or humanitarian response
  • Experience working with Monitoring and Evaluation and budget management
  • Full professional proficiency in English and Myanmar.
  • Local language speakers will be considered as an asset.

Condition

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band F-management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
