About the Country/Multi-Country Office
Based in Addis Ababa, the Horn of Africa Multi-Country Office (HAMCO) delivers project management, procurement, and infrastructure services across Djibouti, Ethiopia, South Sudan, and Sudan, with a primary focus on health, agriculture, and economic development. Established in 2009, HAMCO partners with governments and development stakeholders to implement impactful, results-driven initiatives that contribute to sustainable development. Since 2024, new projects have been aimed at expanding access to healthcare, education, energy, and livelihoods, particularly in underserved and conflict-affected regions. HAMCO also provides human resource management services, supporting the effective implementation of development initiatives. Key efforts include equipping research facilities, strengthening education and health systems, building vaccine research capacity, and enhancing resilience in communities affected by crisis. Through these interventions, HAMCO contributes to inclusive growth, regional stability, and the achievement of the Sustainable Development Goals (SDGs) across the Horn of Africa.
About the Project Office
Established in 2005, UNOPS Sudan is a key partner in advancing community well-being through infrastructure, procurement, and project management services that support humanitarian, recovery, and sustainable development efforts. UNOPS contributes to improved access to clean water, supports peacekeeping operations, and assists in implementing the 2020 Juba Peace Agreement by helping operationalize the Permanent Ceasefire Committee for Darfur in collaboration with UNITAMS. Ongoing initiatives focus on enhancing access to water and strengthening health services across the country, with particular efforts in Kassala state to expand diagnostic capacity and upgrade healthcare infrastructure. Through these projects, UNOPS supports stability, resilience, and improved living conditions for communities across Sudan.
Job Specific Context
This position operates within the UNOPS Sudan Office, supporting information technology related services and functions. The ICT Senior Assistant will provide essential support in managing and maintaining the office's IT infrastructure, ensuring efficient and effective operations. The role requires close collaboration with various teams, including Support Services, Programme Support Officers, and Portfolio Managers, to deliver optimal IT support.
Role Purpose
The ICT Senior Assistant provides support on information technology related services and functions to UNOPS Sudan Office in managing its operations. In the discharge of her/his duties, the ICT Assistant liaises with UNOPS Support Services personnel, Programme Support Officers, Chief Technical Advisers and Portfolio Managers & Portfolio Assistants in order to ensure best support.
Functions / Key Results Expected
Implementation of ICT and Operational Strategies
- Ensure full compliance of ICT activities with UNOPS rules, regulations, policies and strategies which includes administration and maintenance of IT infrastructure, hardware, and software, along with ensuring robust network stability and security through compliance with organizational policies.
- Contribute to the office’s ICT business processes mapping and to the elaboration of internal Standard Operating Procedures (SOPs) in ICT, in consultation with the direct supervisor and office management.
ICT Client Services, Management and Administration
- Maintenance of inventory of all computer, telecommunication equipment, I/O devices and software existent in the office ensuring compliance with registration and upgrades.
- Effective functioning (installation, operation and maintenance) of all UNOPS hardware equipment and acquisition of hardware supplies.
- Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
- Installation of commercial and in-house developed software and related upgrades, anti-virus programs on a timely basis.
- Interaction with UNOPSHQ and ICT staff from other UN agencies in the area to share and exchange information and expertise on applications and tools.
- Effective advice on all project implementation activities involving ICT; the hardware and software procurement process;
- Liaison with UNOPS HQ, and other relevant units, to determine hardware and software requirements.
Network Administration
- Maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) systems to ensure that Network Operating Systems support databases, documents, resources and data files.
- Installation, upgrading and maintenance of LAN/WAN systems, including applications used in the system.
- Maintenance of equipment and applications associated with electronic mail systems.
- Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
- Trouble-shooting and monitoring of network problems.
- Proper security to the LAN by stringent management of the Firewall. Ensure that the UNOPS desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
- Response to user needs and questions regarding network access.
- Maintenance of up-to-date parameters of information for the network clients and electronic mail.
- Maintenance of measures in place for business continuity and disaster recovery processes.
- Maintenance of video conference hardware and applications.
Knowledge Building and Sharing
- Provides contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices in ICT.
- Participates in, organizes and delivers training for the operations/ project personnel in ICT services.

- 5 years of progressively responsible experience in information technology and/or telecommunications and systems, preferably within international organizations.
