Job title: Supply Chain Coordinator

Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

The Supply Chain Coordinator’s main objective is to provide support in the Supply chain department in efficient and effective Logistics implementation and smooth running of departmental operations of capital office with emphasis

support logistics/procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthen the overall supply chain functions. This position will also ensure implementation of audit recommendation related to logistics and procurement.

The post holder will be expected to assist the Supply Chain Manager in national and international procurement, custom clearance of supplies in coordination with the logistics cluster, follow up for warehouse management processes country-wide, fixed asset, and fleet management and ensuring that all logistics operations are managed and maintained in an efficient manner as per DRC’s internal and donor procedure & as per the Operations Handbook.

DUTIES & RESPONSIBILITIES

Key Responsibilities:

Procurement

  • Assist Supply Chain Manager (SCM) with planning, supplier sourcing, market assessments, national, regional, and international procurement, and Liaison with local authorities for securing import permits, for supplies and equipment into Sudan.
  • Lead on emergency procurement in consultation with program team at national and area level. Work closely with program counterparts in developing procurement plans for all grants and keeping them updated periodically. 
  • Ensure procurement is fully compliant with the DRC Operations Handbook and donor requirements from request to final delivery
  • Conduct Supplier performance reviews for global/regional suppliers and share feedback with SCM.
  • Maintain a tracker to capture the performance of all regional/global suppliers for each transaction to gauge the performance of suppliers and maintain accurate supplier performance scorecards.
  • Assist SCM in developing suppliers for sustainable value-added procurement at the regional level and in-country (Gedaref, Darfur, South Kordofan, White Nile, and port Sudan).
  • Organize procurement training for program staff and small-scale refresher training for procurement staff.
  • Actively participate in Logistics Cluster for Sudan or any other forum of SC for information-sharing activities (Market surveys, supplier database, host country rules, and regulations).
  • On behalf of the DRC liaise with local authorities (HAC, Customs, and other ministries/departments) to secure duty exemption permits for all international shipments/consignments.
  • Develop and regularly update cross-border and Import procedures and ensure all DRC Cross Border SoPs are aligned with new changes and disseminated to all concerns.

Fleet Management

  • Assist SCM for compliance and implementation of Operations Handbook.
  • Coordinate Logistics officer and with program and perform right sizing of fleet exercise.
  • Ensure an effective fleet management practice in DRC especially for the service contract vehicles for all country

Asset Management

  • Assist SCM and support in compliance and implementation of Operations Handbook on asset management.
  • Support country & Field SC team for monthly comprehensive country reports on Inventory/Assets, compile all report and provide to SCM

Inventory and Warehouse Management

  • Assist SCM for ensuring compliance and implementation of Operations Handbook on inventory and warehouse management.
  • Organize training for program staff and warehouse staff on stock ownership, stock management, release and accountability of stock return etc.
  • Provide monthly comprehensive country report on warehouse inventory to SCM (list and stock value in hand).

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.

Apply reports and data analytics from ERP supply chain system to improve supply chain performance

SKILLS AND EXPERIENCES

Experience and technical competencies:

  1.   Minimum 5 years of experience in humanitarian logistics management within the field of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support
  2. At least 3 years' experience with people management
  3. Knowledge and experience of dealing with service providers and contractors’ management in an emergency context or conflict zone.
  4. Proven Management and supervision skills, team player, and proven commitment to accountability practices.
  5. Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
  6. Experience with standard procurement procedures and documentation.
  7. Experience with construction and site project management
  8. Experience with auto mechanics or electrical installations
  9. Experience working in an (I)NGO
  10. Stable and robust character.

Strong analytical and conceptual skills.

EDUCATIONAL QUALIFICATIONS:

Master’s Degree in Logistics and Supply Chain Management, Business administration or related field.

LANGUAGES

Fluent in both oral and written English, Arabic is desirable
