Working Context

Lebanon is facing a prolonged economic and social crisis, further aggravated by the 2024 hostilities, which caused extensive damage to agricultural land, MSMEs, local infrastructure and basic services, particularly in South Lebanon and the Bekaa Valley. In this context, the Economic Recovery Project, funded by the Agence Française de Développement (AFD) and implemented over four years, aims to support an inclusive, sustainable and climate‑resilient recovery in the most affected areas of the country.

Led by WeWorld in consortium with LRI, FJPII, IECD and The Nawaya Network, the project focuses on:

- rehabilitating agricultural land, water infrastructure and ecosystems and promoting climate‑smart, productive agriculture

- improving employability and entrepreneurship opportunities for vulnerable women, men and youth, including refugees and displacement‑affected populations, through MSME support and skills development

- strengthening municipal and national governance capacities for participatory, gender‑responsive and environmentally sensitive recovery


Purpose of the Role

Within this framework, the WeWorld Project Manager will be responsible for the overall coordination, quality implementation and monitoring of the Economic Recovery Project, ensuring effective collaboration with consortium partners, local authorities, national institutions and communities in South Lebanon and the Bekaa Valley.

The Project Manager is responsible for the overall management, coordination, implementation, and reporting of WeWorld’s component of the Economic Recovery Project, ensuring high-quality delivery, on-time implementation, budget performance, risk management, donor compliance, and coordination with partners and authorities.


Main Functions and Duties

Project Leadership& Strategic Management

·Lead overall planning and implementation of WeWorld’s multi-sector activities

·Develop and maintain yearly and quarterly workplans for the WeWorld project components

·Ensure all interventions meet quality standards, technical guidance, and donor requirements

·Identify risks, adapt activities to field realities, and ensure conflict-sensitive programming

·Ensure integration of gender equality, inclusion, climate resilience, and environmental safeguards


Technical Management: Agriculture, Water, and Environmental Restoration

·Oversee activities related to the rehabilitation of irrigation canals, small water infrastructure, agricultural access roads, and degraded lands

·Technical coordination with engineering teams, contractors, municipalities, and relevant ministries

·Ensure adherence to safety standards, environmental safeguards, and quality control

·Support farmers for adopting improved irrigation technologies, good agricultural practices, and productivity-enhancing solutions

·Ensure integration with local environmental governance frameworks & coordination with relevant partners

·Contribute to strengthening digital agricultural systems (e.g., data tools, extension platforms)

·Ensure coordination with agricultural institutions, cooperatives, and research centers to improve service delivery and digital capacities


Technical Management: Local Governance, Recovery Planning & Public Institutions

·Lead the development of local recovery plans in close coordination with municipalities and unions

·Coordinate rapid assessments, prioritization exercises, and participatory processes

·Guide the design and implementation of community projects and small-scale recovery interventions

·Plan and supervise implementation of urgent recovery interventions addressing community needs and local service delivery gaps

·Ensure alignment with local development priorities and municipal capacities

·Coordinate and supervise support to relevant public actors to restore essential functions

·Facilitate technical assistance, capacity strengthening, equipment provision, and institutional coordination

·Ensure WeWorld contributes effectively to national-level recovery monitoring, reporting, and dialogue platforms

·Represent WeWorld in national coordination bodies and technical committees as required


Partnership, Stakeholder & Authority Coordination

·Act as the main WeWorld focal point for consortium partners, national authorities, municipalities, and donors

·Maintain strong working relationships with local and national authorities, public institutions, consortium partners and community groups

·Ensure smooth communication, joint planning, and alignment across actors


Budget, Procurement & Compliance

·Manage and monitor WeWorld’s component budget, ensuring efficient and compliant expenditure

·Oversee procurement planning and ensure compliance with donor and WeWorld procedures

·Validate expenditures, forecasts, and financial documentation

·Anticipate budget needs and manage cash flow in coordination with Finance department

·Document progress, lessons learned, and user feedback for continuous improvement


Monitoring, Reporting & Knowledge Management

·Ensure timely and accurate progress tracking against activity plans and targets

·Lead internal and donor reporting (monthly, quarterly, annual)

·Ensure MEAL integration, quality data collection, and verification of results

·Document lessons learned, best practices, risks, and mitigation measures

·Ensure alignment with communication and visibility requirements


HR Management

·Supervise and mentor WeWorld technical and field teams in both regions

·Manage recruitment, onboarding, and performance evaluations

·Ensure staff capacity-building on technical topics, compliance, and project standards

Essential Requirements

Qualifications and Knowledge

·Master's degree in a relevant field: agriculture, water/environmental engineering, public administration, local governance, development studies, or related disciplines

·Proven background in agriculture, irrigation, environmental restoration, or rural development

·Strong knowledge of procurement rules, financial management, and compliance

·Fluency in Arabic and English required


Professional experience

·5-7 years of project management experience in multi-sector programs

·Experience in local governance support, municipal planning, recovery, or public institution capacity-building

·Experience with major donors


Skills and Abilities

·Strong leadership, planning, and operational management

·Ability to coordinate diverse teams and partners

·Excellent interpersonal and negotiation skills

·Strong analytical, writing, and reporting capacity


DESIRABLE REQUIREMENTS

·Previous experience working in South Lebanon or the Bekaa is an asset

·Previous experience working with AFD

WHAT WE OFFER

Expatriate

Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, hardship based on place of work, children’s contributions)

Annual leave: 2,5 days/month (working days)
