JOB PURPOSE

With the aim to supporting the national government in development of the sustainable food systems, the Logistics Officer will contribute to increased efficiency of WFP Pakistan's logistics operation, ensures compliance, applying best practices in Supply Chain management and advance analytics to support data-driven decision-making.  The incumbent will lead in the Supply Chain Funds Management and Commodity Accounting Team, including working on Track & Trace solutions to ensure that the financial process adheres to the IPSAS regulations on both funds and commodity accounting.  Specialized in Funds Management and Commodity Accounting, the incumbent will be providing technical oversight and advise, providing seamless cross-functional coordination for Pakistan SC team and on corridor operation and ensure efficient and effective use of funds and commodities in compliance with WFP Rules and Regulations.

The incumbent will report to the Head of Supply Chain but will work closely to the Head of Logistics and other CO units.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute to the development and implementation of logistics plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening. 

  • Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and optimization. 

  • Collate data and prepare accurate, comprehensive reports and dashboards, including monitoring of Key Performance Indicators (KPIs) supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.

  • Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.

  • Contribute to supply chain by providing technical support and guidance to other CO unit/ services/junior staff. Supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries including liaison with the regional offices and HQ technical staff.

  • Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.

  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

  • Perform any other tasks aligned with the role and the job level of expertise.

OTHER SPECIFIC JOB REQUIREMENTS:

  • Coordinate with technical units, Corridor Countries, Bureau and HQ to prepare or revise food activity budgets and matrices, ensuring accurate details on resourced and un-resourced food tonnages. Collaborate on procurement and distribution plans to finalize budgets and matrices. Conduct regular financial analysis and budget reviews, including preparation and verification of supporting documents in line with budget guidelines. Draw insights from financial data and recommend actions to senior staff to optimize the use of available funds.

  • Ensure the fund analysis and monitoring report are prepared on monthly basis through monitoring tools and analysis. Review these FTC analysis & monitoring Reports each month and submit to the Bureau quarterly basis after CD’s approval in system.

  • Ensure the Fund Consumption report for all Supply Chain related activities and funds, is prepared & updated on daily basis to remain at the top of fund situation and to avoid expiry of any funds under the grants. Move any available funds from open pot to FRs on daily basis.

  • Monitor and prepare allotments /FRs against the activities / projects in WINGS as and when required and assign the same FRs to relevant offices and prepare and submit regular funds expenditure plan and follow-up for timely posting of expenditure.

  • Follow up and act on open items reports for all projects and activities on monthly basis and follow up with relevant units and offices for action.

  • Regularly review the funds triggered against commodities under all food related activities and compare with approved supply chain rates.

  • Release all Logistics related Purchase Order & Service Entry Sheet at the Officer level upon service confirmation and verify documentary evidence, in compliance with WFP Corporate Process. Approve all Logistics related invoices in the Invoice Tracking System (ITS) and ensure the Log related invoices are paid within 30 days or earlier.

  • Budget, review and manage funds for on-demand service provision, including processing invoices to customers as per service level agreements (SLA) and proforma invoices with customers. Ensure the reconciliation is performed with Finance on monthly basis and funds under SLA related no-donor grants are spent before expiry.

  • Act as a CO Focal Point on Track & Trace initiative, lead the commodity team acting also as LESS Process Expert.    

  • Liaise with internal stakeholders to support supply chain and for effective service delivery, and identify and build and maintain productive partnerships with supply chain and programmatic counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective logistics operations

  • Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of inquiries with excellent client service mind-set.

EDUCATION & EXPERIENCE

Education:

  • Advanced university degree in Accounting, Finance, Business Administration, Transport Economics, Supply Chain or Commerce, Business Management or first university degree with two (2) additional years of post-graduation professional/managerial experience. Completion of ACCA or CA Foundation is a strong advantage.

Experience:

  • A minimum of three (3) years of post-graduation progressively responsible professional / managerial experience in the field of accounting or finance, resource management or business administration preferably within supply chain or logistics operations.

  • Proven expertise in financial analysis, forecasting, budgeting, and cost control for supply chain activities.

  • Experience conducting analytical and conceptual work to support strategy design and implementation.

  • Knowledge of commercial or government transportation sectors, including cost structures and financial implications.

  • Experience monitoring and reporting freight market conditions and trends, with ability to assess financial impact.

  • Proficiency in using corporate ERP systems (e.g., SAP or equivalent) to track shipments, pipeline data, insurance claims, and inventory valuation.

  • Experience in measuring service providers’ performance against KPIs, including financial compliance and cost efficiency.

  • Experience supervising staff and managing financial workflows within supply chain operations.

  • Experience implementing supply chain improvement initiatives, focusing on cost optimization and financial sustainability.

Language:

  • Fluency in English and Urdu.
