THE ROLE

The Logistics Officer (Contracting), based in the WFP Afghanistan Country Office, reports to the Deputy Head of Supply Chain under the overall supervision of the Head of Supply Chain. The incumbent is responsible for leading contracting activities across Afghanistan and overland corridors, ensuring that logistics services are procured and managed in line with WFP standards and industry best practices.

Key responsibilities include conducting market research, managing tendering processes, and establishing contracts for logistics services. The officer will design and implement contract management plans, working closely with the Deputy Head of Logistics, operations teams, and field office staff to define contracting strategies that address operational challenges and secure competent, competitive service providers.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Manage day-to-day logistics contracting activities for the Afghanistan Country Office, ensuring compliance with WFP policies and contributing to the timely and effective delivery of food assistance.
  • Collaborate with the Deputy Head of Supply Chain to design and implement a contracting strategy that addresses operational challenges and ensures the selection of competent, competitive service providers.
  • Perform comprehensive market research and maintain updated information on the local logistics services market across inland and overland transport corridors to evaluate capacity, pricing, and availability, and propose solutions to optimize efficiency and ensure timely access to transport. Review, establish or update information on the local logistics services market
  • Manage the shortlists of transport and logistics service providers. Establish and maintain clear guidelines for shortlisting new potential service providers, while reviewing and updating existing service providers to sustain a vetted pool of qualified vendors.
  • Publish Expressions of Interest (EoIs), review Logistics questionnaires, and manage desk reviews exercise and preselection against predetermined operational parameters, followed by thorough due diligence and verification of vendor documentation including site visits to validate data and ensure vendor reliability and compliance with WFP standards.
  • Coordinate with logistics officers and corridors to review and enhance Request for Quotation (RFQ) templates, ensuring operational relevance and alignment with Logistics Manual.
  • Oversee the tendering process by issuing RFQs, analyzing offers, and providing recommendations in consultation with the Deputy Head of Supply Chain and relevant stakeholders to ensure transparent, well-informed contracting decisions aligned with operational priorities and WFP standards.
  • Prepare and present contracting proposals to the Logistics Contract Committee (LCC), draft accurate minutes and finalize contract awards.
  • Compile and submit quarterly Risk Committee Reports (RCR), ensuring timely clearance and compliance with Regional office/HQ requirements.
  • Build and sustain strong working relationships with contracted service providers, ensuring their understanding of contractual obligations and WFP processes.
  • Oversee the implementation and management of logistics contracts by ensuring timely responses to vendor queries, facilitating meetings to address contractual issues, and issuing improvement plans where necessary. Monitor and evaluate service provider performance to strengthen accountability, reinforce compliance, and enhance overall operational efficiency.
  • Provide expert advice and support to logistics staff, serving as a point of referral for contracting-related queries and analysis.
  • Apply emergency logistics preparedness practices to ensure WFP’s rapid response capacity in crisis situations.
  • Undertake any other tasks as required to ensure the effective functioning of the logistics contracting unit.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related demonstrated professional work experience and understanding of relevant functions.
  • Experience: At least three (3) years of postgraduate professional experience
  • Languages: Fluency in oral and written communication in English.

  • Comprehensive transport market assessment performed at both overland and inland transport corridors.
  • Effective logistics service contracts established with appropriate service provider performance tracking and management system

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Working Experience:

  • 5 years of relevant professional post-graduate experience in logistics / supply chain.
  • Prior work experience in a contract management role, such as purchasing or contracting in a complex environment managing contracts on provision of repackaging system, provision of manpower services and river transport services.
  • Experience in commercial or humanitarian transportation sectors.
  • Experience monitoring and reporting on transport and freight market conditions and trends.
  • Experience coordinating procurement and transportation processes with other units/ teams.
  • Experience working with corporate systems (databases, software).

Technical skills:

  • Knowledge of Supply Management preferable in a developing country context.
  • Knowledge of Fraud Prevention preferably supported by the relevant trainings/certifications.
  • Ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions.
  • Knowledge of procurement process from procurement planning to execution to contract management and administration, including procurement methods and tolls of good procurement practice.
