The World Food Programme (WFP) Tajikistan Country Office (CO) is preparing its new Country Strategic Plan (CSP) for the period 2027-2030. The CSP is WFP’s primary strategic framework, aligning with national priorities, the United Nations Sustainable Development Cooperation Framework (UNSDCF), and WFP’s Strategic Plan. It defines WFP’s programmatic and operational focus to support the Government of Tajikistan in achieving food security, nutrition, and resilience outcomes.
To ensure a participatory, evidence-based, and forward-looking CSP, WFP seeks the services of a qualified consultant to facilitate the formulation process, ensuring alignment with corporate guidance, government strategies, and stakeholder expectations.
PURPOSE OF THE ASSIGNMENT
The purpose of the assignment is to facilitate the CO to develop a new country strategic plan. The consultant will:
•Facilitate the overall CSP formulation process in close collaboration with CO team, Asia Pacific Regional Office, and Global Headquarters.
•Ensure the CSP is evidence-based, participatory, and aligned with national development priorities, UNSDCF, and WFP’s Strategic Plan.
•Support stakeholder consultations, including with government, UN agencies, donors, civil society, and beneficiaries.
•Draft and consolidate inputs into a coherent CSP document that meets WFP corporate standards.
•The assignment may also involve hybrid working modality.
The incumbent will be engaged on a daily rate basis, as needed, in accordance with the agreement with the office. The role will primarily be remote; however, occasional travel to Tajikistan may be required.
Under the overall guidance of the WFP Country Director and day-to-day supervision of the Deputy Country Director, the incumbent is expected to perform the following tasks:
Stakeholders Engagement
•Design and facilitate inclusive internal consultations to jointly brainstorm, redefine CO’s vision, and map strategic areas of support to be considered for the country plan.
•Ensure a regional approach is considered in programming by exploring and suggesting areas for cross-border collaboration and innovation.
•Document key outcomes of consultations and integrate them into the CSP narrative.
CSP Workshop Facilitation
•Deliver a multi-day CSP formulation workshop with WFP staff and key stakeholders.
•Apply participatory and interactive techniques such as:
oProblem-tree analysis and solution mapping to identify root causes and pathways.
oTheory of Change exercises to build consensus on WFP’s role and comparative advantage.
oGroup work, breakout sessions, and scenario planning to encourage diverse perspectives.
oVisualization tools (e.g., results chains, stakeholder mapping, prioritization matrices) to make discussions concrete and actionable.
oEnsure the workshop outputs directly inform the CSP narrative, logframe, and strategic outcomes.
Line of Sight (LoS) Development
•Facilitate the development of a clear Line of Sight from national priorities and UNSDCF outcomes to WFP Strategic Results, Country Outcomes, Outputs, and Activities.
•Use visual facilitation techniques (e.g., results frameworks, flow diagrams, logical frameworks) to ensure clarity and alignment.
•Support the Country Office in articulating the LoS in a way that demonstrates WFP’s contribution to national and global goals (SDGs, Zero Hunger), a clear regional approach
•Ensure cross-cutting issues (nutrition & healthy diets, girls and women empowerment and equality, ensuring protection and accountability to affected people; environmental sustainability; ensuring humanitarian principles and conflict sensitivity disability inclusion and promoting localization and assurance) are integrated into the LoS.
Analytical Support
•Review existing evidence, evaluations, assessments, and policy documents relevant to food security, nutrition, and resilience in Tajikistan.
•Identify gaps and recommend additional analysis if required. Help in determining needs (technical, financial and human/staffing), in alignment with the funding forecast, and using calibrating guidelines.
Drafting and Consolidation
•Prepare successive drafts of the CSP, incorporating feedback from WFP APARO/GHQ, government, and partners.
•Ensure the CSP reflects WFP’s comparative advantage, cross-cutting priorities, and results-based management framework.
•Support preparation of the CSP log frame, budget, and risk analysis.
•Any other tasks as needed.
Education, Experience & Skills
•Advanced university degree in economics, statistics, data science, food security, international development, social sciences, monitoring, evaluation or other related field; OR
•First university degree in the mentioned subjects or other related field with additional years of related work experience and/or trainings/courses;
•At least 7 years of relevant professional experience in strategic planning, programme design, or policy development, preferably with UN agencies or international organizations.
•Experience of drafting at least two country strategic plans following WFP’s standards, policies and rules and regulations is desirable.
•Strong knowledge of food security, nutrition, resilience, and development issues in Central Asia/Eurasia is preferred.
•Demonstrated experience in facilitating multi-stakeholder consultations and drafting strategic documents.
•Strong facilitation and consensus-building skills.
•Excellent communication and drafting skills, with the ability to synthesize complex information into clear, strategic narratives.
•Familiarity with WFP corporate processes and UN system programming frameworks.
•Cultural sensitivity and ability to work effectively with diverse stakeholders.
Languages
•Fluency (level C) in written and spoken English is required;
•Proficiency in Russian or Tajik is desirable.
