1. Project Background

The Asian Infrastructure Investment Bank (AIIB)’s Public Sector Clients Region 2 department (PSC2) has a growing project portfolio in Uzbekistan and Tajikistan, currently totaling 25 projects with an approximate total of USD4.465 billion. This portfolio primarily comprises large-scale infrastructure projects across various infrastructure sectors such as transport, energy, and water (collectively referred to as the “subject projects” in this TOR), with varying preparation and implementation progress. In parallel, AIIB PSC2 continues to explore new project opportunities and business development engagements in both countries, focusing on sustainable infrastructure, regional connectivity, and climate-resilient investments. Uzbekistan currently has one of AIIB’s largest operational portfolios and strong prospects for further collaboration, with a Multi-Year Rolling Pipeline (Uzbekistan MYRP) signed for the period of 2024-2026. Tajikistan likewise presents ample opportunities for upstream engagement, particularly in the transport, energy, and water sectors. AIIB PSC2’s Client Relations Team has already engaged one Country Liaison Consultant for Uzbekistan to support the overall country portfolio management and pipeline planning in Uzbekistan. To further support the effective preparation, implementation and expansion of AIIB’s operations at the individual project level in Uzbekistan as well as Tajikistan, AIIB intends to engage a Project Operations Coordinator (Consultant).

2. Objectives of the Assignment

The objective of this assignment is to provide comprehensive operational and coordination support at the individual project level to AIIB PSC2 for managing projects and business development in Uzbekistan and Tajikistan , in particular To Project Team Leader(s) (PTLs) of subject projects and the Client Relations Team’s Country Liaison Consultant for Uzbekistan. In particular, the Consultant is expected, based on the needs of each individual subject project and as requested by AIIB PSC2 management, to (i) support the effective preparation and implementation of subject projects and (ii) contribute to AIIB’s business development efforts, including pipeline identification, stakeholder coordination, and early-stage project preparation across both countries. This position is locally based to ensure day-to-day operational convenience, including proximity to clients, language familiarity, and on-site responsiveness. It will provide sustained support to strengthen project preparation and implementation, especially for operations with slow disbursements or those requiring closer, continuous attention. Such proximity and hands-on engagement will be critical to the success of this assignment.

3. Scope of Services

The assignment will include, but not be limited to, the following tasks: (a) Project and Business Development Support • Assist AIIB PSC2 staff, in particular project teams as assigned by AIIB PSC2 management and requested by PTLs in the overall coordination of activities across subject projects, ensuring alignment with AIIB’s strategic objectives and timelines, facilitating the communication among AIIB and relevant government authorities and stakeholders. As appropriate, identify bottlenecks and propose solutions, especially for the implementation of subject projects. • Assist the AIIB PSC2 Client Relations Team, Country Liaison Consultant, and other AIIB staff in business development as requested by PSC2 management, particularly for the preparation and effective implementation of the Uzbekistan MYRP, as well as facilitating communication with government and external partners. (b) Stakeholder and Relationship Management • Assist PSC2 staff and the Country Liaison Consultant in managing relationships with internal and external stakeholders to ensure smooth project preparation and implementation. • Facilitate coordination with AIIB committees, departments, government counterparts, and other institutions to promote coherence and efficiency. (c) Information and Issue Management • Track information flows and flag issues requiring attention from AIIB, whether related to specific subprojects or broader macroeconomic, regulatory, or institutional developments that could affect project implementation. • Collect, synthesize, and manage project-related information for briefing notes, reports, and presentations, ensuring timely and informed decision-making. (d) Event Coordination • Organize missions, meetings, and site visits, including logistics and materials preparation, ensuring effective stakeholder engagement and follow-up. • Manage documentation, travel, and other logistical arrangements in line with internal procedures, ensuring that all required documentation is accurate, complete, and prepared in a timely manner. (e) Process and Compliance Support • Provide guidance for Clients and AIIB PSC2 staff on procedures, ensuring adherence to AIIB formats and guidelines, as well as compliance to applicable local practices and regulations. • Support process improvements by identifying opportunities to streamline workflows and enhance operational efficiency. (f) Other Duties • Perform additional tasks assigned by AIIB PSC2 management to support successful project preparation and implementation.

4. Consultancy Output / Deliverables

The Consultant shall deliver the following operational support outputs: • Event Tracking: Monitoring and reporting on issues and developments relevant for AIIB PSC2 operations, in particular for subject projects’ implementation. • Meeting Support: Preparation of agendas, minutes, and action points for all key meetings. • Mission and Event Support: Organizing logistics, preparing materials, and providing post-mission summaries. • Project Documentation: Compilation of mission aide-mémoires, project documents, and well-researched, concise briefing notes and presentations as required. • Information Management: Managing project-related documents to ensure easy access and proper archiving. • Project Support: other documents or inputs at subproject level as requested by AIIB PSC2 staff. The Consultant is expected to deliver all outputs in the agreed format (Word, Excel, PowerPoint, etc.) and submit them electronically unless otherwise specified. All outputs shall be delivered in English unless otherwise requested.

5. Implementation Arrangement

Timing • The assignment is expected to commence from the beginning of 2026 and be carried out over twelve (12) months from contract signing on an intermittent basis, with flexibility of further extension depending on project needs. • Follow-up activities may be considered subject to performance and project needs. Location & Travel • The Consultant is to be based at his/her personal home in Uzbekistan or Tajikistan. The Consultant will herself/himself manage stationery office equipment for execution of the assignment. • The Consultant will accompany AIIB missions or conduct visits to project sites or offices as required by AIIB. At AIIB’s request and in agreement with the PIEs, the Consultant may be required to work at PIE’s offices on a regular basis or on an intermittent basis. • Business travel shall be oversight based on AIIB Directive on Official Travel. The Consultant will coordinate with AIIB’s Travel Agency for his/her personal security and travel arrangements. Reporting • The Consultant will report to a designated staff member(s) of AIIB PSC2, who will be the contractual point of contact. • The Consultant will work closely with AIIB staff on subject projects in AIIB’s Uzbekistan and Tajikistan portfolio, and collaborate with Project Implementation Units (PIUs), external consultants, contractors, and other relevant stakeholders to facilitate the successful achievement of project objectives. • All interactions with parties external to AIIB shall be undertaken under the supervision and guidance of AIIB. Contractual Arrangements • The contract will be time-based, with payments made against approved timesheets and deliverables in line with the agreed terms. • Travel expenses, accommodation, and per diems will be reimbursed per contract provisions and subject to prior request and approval. Data Confidentiality and Ownership • All data and information collected, generated, or developed under this assignment shall remain the property of AIIB. Such data may not be shared, published, or disseminated without prior written consent from AIIB. Intellectual property rights arising from this assignment are assigned to AIIB. Information received from AIIB for the purpose of the assignment must be treated as confidential and used only in connection with the execution of these TORs.

6. Support to the Consultant by the Bank

• AIIB will make available to the Consultant all documents and data essential for carrying out the assignment. • AIIB will provide the Consultant with relevant information regarding AIIB’s overall portfolio and operations in Uzbekistan and Tajikistan, as well as details on subject projects as required. • AIIB will provide necessary assistance to facilitate the Consultant’s engagement with PIEs and their consultants, contractors, and suppliers, co-financing partners, and other stakeholders. • AIIB will provide logistic support during the Consultant’s business travel and reimbursement upon the actual expenditure of travelling. • AIIB will provide IT support to the Consultant.

Qualification Requirement

The Consultant should possess the following minimum qualifications: Education • Master’s degree in Public Policy, Business Administration, Economics, or a related field from a recognized university. Professional Experience • At least seven (7) years of progressively responsible experience in international development, transport or infrastructure projects, public administration, or related fields, including experience with multilateral development banks (MDBs) or international organizations. Project Management Experience • Proven track record in project preparation, procurement, implementation monitoring and evaluation, and coordination of infrastructure investments. • Demonstrated experience in liaising with government ministries, donor agencies, and technical specialists on cross-border and regional cooperation initiatives. Communication and Liaison Skills • Strong ability to engage and maintain effective working relationships with government officials, multilateral partners, and non-governmental organizations. • Experience representing institutions in high-level meetings and coordinating across diverse stakeholders. Language Proficiency • Excellent command of English, Russian, and Uzbek (both written and spoken). Technical and Analytical Skills • Advanced computer literacy with demonstrated proficiency in MS Office, data analysis tools, and project management systems. • Strong analytical and drafting skills, with experience preparing policy briefs, reports, and official correspondence.
