Job Description

Background
The Pacific region is facing considerable economic and social development challenges due to the increasing impact of climate change and geo-hazards. At the same time, development in these countries is potentially increasing this vulnerability to climate change and disasters. The Framework for Resilient Development in the Pacific (FRDP), endorsed in 2016 by Pacific leaders, demonstrates a clear recognition that managing climate change and disaster related risk must be undertaken in the context of economic development and the achievement of the Sustainable Development Goals (SDGs).
The Governance for Resilience (Gov4Res) Project works with Pacific governments to ensure that countries adapt their decision making and governance systems towards more resilient development. The projects theory of change rests on a core assumption that Pacific Island people will be more resilient to the impacts of climate change and disasters if countries manage all development through a risk informed approach. This is consistent with the Framework for Resilient Development in the Pacific which calls for the ‘mainstreaming’ of climate and disaster risk treating risk management as fundamental to all development decisions.
The Gov4Res Project contains two outcome areas to work with countries across the region to address these risks by development:
1) Pacific Island Country Governance Systems enable gender and socially inclusive Resilient Development; 2) Pacific Island Countries Weave Learning to Advocate for and Communicate gender and socially inclusive resilient Development.
UNDP is partnering with a range of partners to deliver this project across the Pacific including Australian Department of Foreign Affairs and Trade (DFAT), New Zealand Ministry of Foreign Affairs and Trade (MFAT) Korea International Cooperation Agency (KOICA), Swedish International Development Cooperation Agency (SIDA) and United Kingdom Foreign, Commonwealth & Development Office (UK FCDO).
Under overall guidance and direct supervision of the Gov4Res Strategy, Learning and Innovation Specialist based in UNDP Pacific Office in Fiji, the Project Communications Analyst would support the implementation of the project communications and advocacy strategy, with a specific focus on coordinating donor visibility. The role would have a strong emphasis on communicating and supporting learning and behaviour change in line with the project objectives.
Duties and Responsibilities
The Project Communications Analyst will work under the overall guidance and direct supervision of the Governance for Resilient Development (Gov4Res) Project Manager.
Support the implementation of the Gov4Res Communications Strategy
- Identify and utilize Pacific-specific and contextually relevant tools, approaches and media to enhance connection with Pacific audiences (e.g. targeting newspapers and radio messaging, as relevant for Pacific audiences)
- In close collaboration with the Monitoring, Evaluation and Learning Analyst, communicate project successes and document project learning that can be shared with donor partners and UNDP
- Develop Statement of Works and Terms of Reference as required for utilising Photographers, Videographers and Graphic Designers providing contractual support to the project
- Update the project Communications Strategy as necessary, based on feedback from donor partners, Government partners and UNDP
Lead the development and dissemination of communication materials and knowledge products
- Lead the preparation of communications material, including social media, articles, press releases, briefing notes and knowledge products for the project
- Work closely with the project team and country-based Resilience Officers to identify and collect the appropriate information on country-based activities and stories
- In close collaboration with the Gov4Res Small Grants Initiative (SGI) lead, support the development of social media posts, stories and learning briefs capturing projects across the five SGI implementation countries
- Provide quality assurance on materials and related documentation to ensure optimum impact, scale and sustainability of achievements
Support donor liaison and visibility
- Liaise with relevant donor partners to support the development of Gov4Res specific social media posts to be disseminated by country posts
- Coordinate with donor partners, including KOICA, to identify communications opportunities to be delivered in the Korean language
- Support the Gov4Res team in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs, donor reports and other materials as requiredSupport regular communications with donor partners including monthly and quarterly Gov4Res project updates and maintaining updated communication focal point database
Provide support to the Gov4Res team and key partners in the development and strategic use of communication and advocacy materials
- Identify opportunities for advocacy to promote risk informed development and pacific-led resilient development
- Collaborate with internal global/regional communications partners (including Communication Specialist with the Climate Finance Network) to harmonise, link and/or coordinate messaging and use of multiple media and communications platforms to enhance outreach
- Advise internal and external partners on enhancing engagement and participation of key stakeholders, to maximise outreach and impact of project activities
- Organise and implement training and capacity building initiatives to enhance the competencies of Gov4Res team members and partners
- Lead the implementation of innovative practices, approaches and the latest technology on multiple media and social and digital platforms and networks that are appropriate and available for the Pacific context and audience
Support implementation of the UNDP Pacific Office Communication Strategy
- Ensure alignment with organizational objectives and priorities outlined in the UNDP Pacific Office Communication Strategy
- Attend UNDP Pacific Office Communications team meetings on a regular basis and provide relevant updates to the Gov4Res Strategy, Learning and Innovation Specialist
Perform other duties within your functional duties assigned and deemed necessary for the efficient functioning of the project/UNDP Programme

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in journalism, communications, business, international relations or social/behavioural sciences with emphasis on strategic communication planning and implementation for behaviour development, social mobilization, participatory communication, research or equivalent is required, OR
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of work experience in partnership liaison or related field
Required Skills:
- Proven ability to work effectively and harmoniously with other colleagues from various cultures and professional backgrounds
- Solid experience in the usage of computers and office software packages relevant for development of communications products (MS Office incl. Word, PowerPoint, relevant design software) as well as experience in handling of web-based management systems
Desired Skills:
- Experience working within multilateral agencies, UN agencies or Pacific regional organizations.
- Demonstrated work experience in the Pacific region.
- Demonstrated experience in communication and project management skills.
Required Languages:
- Fluency of English (written and oral) and Korean (written and oral) languages are required
- Knowledge of Pacific Island languages and culture would be an asset.
