Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Indonesia – through eight Country Offices and five Country Cluster Delegations. The Country Cluster Delegation (CCD) in Jakarta is responsible for overseeing IFRC support to the National Societies of Indonesia, Brunei Darussalam, Singapore and Timor-Leste, including in implementing humanitarian and development programmes that address the needs of vulnerable people, as well as representation to the Association of Southeast Asian Nations (ASEAN).

Following the massive humanitarian impact of Aceh, North Sumatera and West Sumatera Provinces, Indonesia Flood 2025, IFRC has launched an DREF Mechanism to support the Indonesian Red Cross Society (Palang Merah Indonesia – PMI) in meeting the immediate early-recovery needs of the affected population. The DREF operation is categorized as ‘Orange’, and the IFRC CCD Jakarta Office strengthens its presence in-country through the In-Country Capacities and Rapid Response Mechanism of IFRC.

Among the key positions for this operation is Operations Manager. Operations Manager for the Flood Emergency Response Operation in Sumatera region is critical to ensure a well-coordinated, accountable, and high-quality humanitarian operation. The role provides the strategic direction, operational leadership, and technical cohesion required to support PMI effectively and to deliver quality, timely, and impactful assistance to the people affected in Sumatera Region.

Job Purpose

The Operations Manager is responsible to provide support to Indonesian Red Cross Society (PMI) for the Aceh, North Sumatera and West Sumatera Floods/Flash-Floods Response. This includes supervision of progress of activities in relation to the emergency response and early recovery of the response of the floods and any other future IFRC emergency operations in country if needed. S/he will provide technical support and operational guidance to assist PMI in successfully delivering assistance to the affected population.

Job Duties and Responsibilities

  • Cultivate, nurture and maintain relations with the National Society and advise them in the assessment, planning, implementation, monitoring and management of IFRC-supported disaster response operations.
  • Provide management oversight to ensure that all activities relating to IFRC-supported operations are implemented in accordance with IFRC standards, are aligned with IFRC guidelines and policies and that the outcomes/deliverables outlined in plans of action are achieved within set timeframes.
  • To ensure sound financial management is applied to the DREF operation with Indonesian Red Cross (PMI), that budgets are monitored and any problems identified, and solutions implemented in timely and effective manner.
  • Manage operational budgets to ensure that expenditure relating to IFRC-supported operations is within income and approved ceilings, in compliance with IFRC finance procedures / in compliance with the procedures as agreed in the Project Agreement and in line with donor earmarking requirements.
  • Actively support communications and fundraising efforts. Coordinate assistance to PMI to develop effective advocacy, communication and external relations.
  • Supervise management and maintenance of resources (equipment, infrastructure, logistics, etc.) necessary for the successful implementation of operational activities and ensure that adequate well performing personnel are in place to do duties and responsibilities.
  • To manage the IFRC flood operational team, including surge personnel, and other resources in accordance with Secretariat procedures and regulations.
  • To ensure that IFRC planning, budgeting and reporting is carried out in a timely and appropriate fashion in accordance with PMI needs and Secretariat requirements, formats and standards.
  • In consultation with the Head of Delegation and relevant counterparts, ensure that the operations have components that strongly support the sustainable development of the National Society’s capacities.

  • Support PMI in strengthening Movement cooperation and coordination to maximize the effectiveness of partners, creating an information sharing environment, encouraging operational coordination and optimizing sharing of resource.
  • Assist PMI to provide quality planning, monitoring & evaluation and reporting of its programmes.

Education

  • Relevant university education or an equivalent of qualifying experience.
  • Basic Delegates Training Course, WORC, IMPACT or equivalent knowledge.
  • Relevant degree in technical sector of activity (WASH, Shelter, Livelihood) is preffered.

Experience

  • 10 – 15 years of experience with 5-8 years of working in the area of expertise.
  • Experience of managing and integrating projects and people within a specialist area.
  • Experience of planning and managing finances and budgets.
  • Experience in managing multiple projects.
  • A broad understanding of global humanitarian issues, disaster recovery/emergency response and related areas.
  • Experience of working in both emergencies and developmental contexts with international Organization.
  • Experience in NS capacity building in preparedness, response and recovery.
  • Experience of working for the Red Cross / Red Crescent or other humanitarian organization.
  • Experience in senior level position, working with high profile leaders and demonstrating capacity to engage effectively at high level events government, society, UN, EU, etc.
  • Experience and or knowledge in CASH Transfer program, Shelter program, Livelihood.

Knowledge, Skills and Languages

  • Self-supporting in computer (windows, spreadsheets, word processing).
  • Valid international driving license (Manual gears) is preferred.
  • Group process management/facilitation skills.
  • Skills in developing and training staff.
  • Fluent spoken and written English.
  • Good command of another IFRC official language (French, Spanish or Arabic) is preffered.
