About the Country/Multi-Country Office
Based in Addis Ababa, the Horn of Africa Multi-Country Office (HAMCO) delivers project management, procurement, and infrastructure services across Djibouti, Ethiopia, South Sudan, and Sudan, with a primary focus on health, agriculture, and economic development. Established in 2009, HAMCO partners with governments and development stakeholders to implement impactful, results-driven initiatives that contribute to sustainable development. Since 2024, new projects have been aimed at expanding access to healthcare, education, energy, and livelihoods, particularly in underserved and conflict-affected regions. HAMCO also provides human resource management services, supporting the effective implementation of development initiatives. Key efforts include equipping research facilities, strengthening education and health systems, building vaccine research capacity, and enhancing resilience in communities affected by crisis. Through these interventions, HAMCO contributes to inclusive growth, regional stability, and the achievement of the Sustainable Development Goals (SDGs) across the Horn of Africa.
Job Specific Context
The ICT Assistant supports ICT administration based in Mekele, Ethiopia, ensuring efficient and functioning telecommunications systems and network infrastructure. The role involves maintaining and troubleshooting hardware and software, providing first-line IT support to end-users, and assisting with the procurement and inventory management of IT equipment. The ICT Assistant also supports knowledge building and knowledge sharing initiatives within the project team
Role Purpose
The ICT Assistant completes general processes that require a full understanding of a body of rules; executing replicable, basic transactions related to ICT support and administration, ensuring efficient and effective service delivery to the project team.
Functions / Key Results Expected
1. Maintain and Troubleshoot Hardware and Software
- Maintain and troubleshoot hardware problems in Desktops PCs, laptops, Printers, UPS, scanners and other computer related equipment.
- Network troubleshooting, handling configuration of new PC for the settings of the domain network and responding to user needs and questions regarding network access.
- Configure and install software on new computers and laptops on arrival and co-ordinate with ICT Associate in the resolution process of problems.
- Perform maintenance and minor repairs on hardware equipment and liaise with external companies for repair and maintenance of equipment that cannot be maintained in-house.
2. Provide IT Support and Helpdesk Services
- Work as first line Helpdesk staff in providing IT support and attending to end-users requests and problems.
- Provide technical support to project units in analyzing and processing telephone and other telecommunication bills.
- Installation of hardware, network connections, cables and provide assistance to users for LAN and Desktop access.
- Provision of support in Conference room (Assisting with on-line meetings ,interviews etc.).
- Provide application software support for management in preparation of presentations ,reports etc.
3. Procurement and Inventory Management
- Procurement of urgent and regular day to day needs of IT equipment and consumables.
- Keeping and maintaining the updated inventory of all the ICT equipment, software licenses and generation of reports for audit purposes.
- Keeping records of the expiration of the warranties and coordinating with vendors for annual maintenance contracts if the need be.
4. Google Workspace Support
- Support on google workspace which includes Gmail business email, Docs word processing, Drive cloud storage, Calendar shareable calendars, Meet video conferencing and more.
5. Implementation of ICT and Operational Strategies
- Supports ICT administration.

High School Diploma with 4 years of experience is required

- Bachelor’s degree or equivalent in Information Technology, Computer Science or related fields with 1 year of experience
Experience Requirements
Required
4 years (or less depending on academic credentials) of working experience in the field of Information Communication Technology and/or Computer Science is required.
Knowledge of LAN/WAN/WLAN configurations is required
Desired
Experience of serving within the UN system or international organization.
Analytical skills to identify and troubleshoot technical issues is an asset.
Knowledge in google workspace and other related software is an asset
Experience in identifying and troubleshooting technical issues is an asset.
