As a locally registered entity, CIM boasts of a dedicated team of over 100 staff and 200+ volunteers. The organization operates offices and programs that support more than 25,000 young people across different communities in Quezon City, Caloocan, Manila, and Calumpit, Bulacan.

 

THE CAREER OPPORTUNITY

The Social Accountability Field Officer (SAFO) – Child Path Scale-up Implementation Project is a 1-year project-based role created to help sustain and deepen our Community Score Card (CSC) process across government clinics in Metro Manila. As a SAFO, you’ll be on the frontlines of social accountability—facilitating constructive dialogue between caregivers, youth, health workers, and local leaders to co‑create tangible service improvements. This is a mission‑critical opportunity to translate community voice into measurable changes in clinic access, responsiveness, and child‑centered care.

Your responsibilities are pivotal in strengthening public health for children and youth by championing the Community Score Card (CSC) cycle—mobilization, co‑assessment, action planning, and follow‑through—so government clinics can continuously improve service quality and accountability to families. Beyond sustaining these improvements, the position drives scale by transforming insights from the field into a practical playbook for CSC implementation, enabling replication across Metro Manila and beyond and accelerating impact under the Child Path scale‑up initiative. While challenging, the transformation you will witness in the children, youth, and staff will be extremely rewarding and contributes to the successful implementation of the new Child Path model, which aims to impact on the lives of thousands of children and youth.

 

RESPONSIBILITIES OF THIS ROLE

  • Establish and maintain strong relationships with community members, local leaders, government units, and partner organizations while ensuring active and inclusive participation throughout the program cycle.
  • Organize and facilitate CSC-related discussions and mapping exercises while collecting qualitative and quantitative data through participatory tools.
  • Conduct orientations, meetings, and workshops to build stakeholder capacity and support community committees in implementing action plans.
  • Collaborate with stakeholders to develop localized action plans, monitor activities and budgets, and conduct periodic reviews to guide adjustments.
  • Work closely with field teams and partners to align efforts and support local initiatives that enhance program impact.
  • Contribute to evolving program needs by conducting assessments and resource mapping to identify local strengths and opportunities.
  • Contribute to a learning culture that tackles agency challenges and models effective problem solving. Join learning sessions to exchange best practices and lessons learned.
  • Demonstrate behaviors aligned to CI values consistently. 
  • Actively support continuous improvement initiatives and adapt quickly to change within a complex, ever-changing work environment.
  • Enable seamless information flow, break down silos, and effectively collaborate across stakeholders within the agency as well as the community, maximizing collective impact for our children, youth, and families.
  • Maintain consistency, reliability, timeliness, and quality of all gathered information to ensure data integrity. Regularly update and document progress and comply with timely submission of data and other reporting requirements.

EDUCATION, EXPERIENCE AND KEY SKILLS:

  • Holder of a bachelor’s degree in social work, Community Development, Public Health, Social Sciences, Education, or a related field.
  • With minimum of two years’ experience in community engagement, participatory development, or program facilitation, preferably in health or social accountability projects.
  • Should understand participatory methodologies, monitoring and evaluation processes, and capacity-building approaches.
  • Ability to lead focus group discussions, consultations, and workshops effectively with diverse stakeholders.
  • Proficiency in collecting, analyzing, and managing qualitative and quantitative data using participatory tools and surveys.
  • Strong skills in developing localized action plans, monitoring progress, and ensuring timely implementation.
  • Above average oral and written English communication skills and excellent oral and written Filipino communication skills, with cultural sensitivity to promote inclusive participation.
  • Adaptability and resourcefulness in dynamic field environments with emerging priorities.

TRAVEL REQUIREMENT

  • Work primarily – about 80% of the time – conducted in the different SDPs and communities where clubs are administered
  • Work schedule includes regular weekend and evening hours depending on work needs
  • Occasasional travel to other locations within the country for training
