Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination; (ii) Humanitarian Diplomacy and Digitalization; (iii) Management and Accountability; and (iv) People and Strategy.

IFRC has five regional offices in Africa, Asia Pacific, the Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles. 

The Latin Caribbean CCD has its office in Santo Domingo, Dominican Republic. IFRC has Legal Status Agreement in Dominican Republic and the delegation represents the Secretariat for Cuba, Dominican Republic and Haiti. The Dominican Republic plays an active role in the Caribbean and Central America. It has exercised leadership in regional forums, promoting cooperation on issues such as disaster management, migration, and climate change, in line with its geographical position and island status. The political and humanitarian crisis in Haiti represents a critical external challenge, given the implications for border security, irregular migration, and humanitarian aid. In addition, the recent hurricanes season has affected Cuba and Dominican Republic where IFRC has launched emergency operations to support the NSs in both countries.

Job Purpose

The NSD Coordinator will be responsible for overall coordination, strategic guidance and coherence of NSD support tailored to the specific contexts of the Dominican RC, Cuban RC and Haitian and aligned with its strategy.

The NSD Coordinator will engage the NS senior and middle management, provide regular strategic guidance, coordination, and technical support on overall NSD, focusing on NSD priorities and linking them to programmes and services to ensure quality performance through implementing NS Operational and Unified Plans. The role will also enhance and promote the agenda on PGI, and Safeguarding to ensure NS accountability, integrity, and quality programming.

The position will coordinate and inform technical support from other Movement partners towards the implementation of the NSD Framework, Branch Development Framework,  Digital Transformation Roadmap, Volunteering Development Approach and Volunteering Policy, PGI Plan of Action, CEA annual work plan, etc., to ensure a coherent and harmonized approach to the overall NSD support in country, including during emergencies like the ongoing emergency appeal for Cuba. Furthermore, this role actively represents IFRC and Movement partners in all matters related to NSD, as needed.

Job Duties and Responsibilities

National Society Leadership Development

  • Support NS leadership competencies strengthening by providing a Movement Induction Course (MIC) or leadership orientation equivalent for the NS Governing Board Members along with the ICRC.
  • Facilitate orientation of the leadership in being informed and prepared for Movement statutory meetings and to fulfil their role as members of the wider Federation.
  • Coordinate provision of contextualized NS leadership development initiatives across the NSs and facilitate peer-to-peer support according to identified needs.
  • Support NSs leadership in identifying, managing, and mitigating organizational risks.
  • Provide comprehensive support to the NSs leadership approach on Protection, Gender, and Inclusion (PGI) and Safeguarding. This includes developing inclusive policies, offering training, tools and resources, and ensuring the implementation of best practices to create a safe and equitable environment for all stakeholders.

 Organisational Change

  • Provide technical support on NSD in alignment with the NSD Framework, policy and compact
  • Provide guidance, advice and support to the NS leadership in the efforts to strengthen the NS Financial Sustainability.
  • Provide technical guidance and support to the development of the NS Strategy, operational plan, and Sustainability Plan based on the NSs context and needs.  
  • Provide support to the NSs to undertake revisions related to their Statutes, as and when appropriate, in line with the Statutes revision process.
  • Reinforce the NS Branch development approach by supporting the dissemination of the Branch Development Framework, and providing technical support as may be necessary.
  • Provide guidance and support to the NSs leadership to transform the scale and scope of NS’s volunteering approach and practice through enhanced volunteer management and development.
  • Coordinate and provide guidance and accompaniment to NSs on efforts to secure resources (financial and technical) from the RCRC Movement's internal funding mechanisms (National Society Investment Alliance, Capacity Building Fund, Empress Shōken Fund) and external sources.
  • In coordination with respective units, support NSs to reinforce integrity measures by supporting the development of NS’s internal policies, including the Code of Conduct, Anti-Fraud and Corruption Prevention, Prevention and Response to Sexual Exploitation, Abuse and Harassement (PSEAH), PGI, Child Protection, Whistleblower Protection Policy, etc.
  • In coordination with the Risk Management Delegate and the global Risk Management and Internal Control Team, support the NSs) and IFRC Country Delegation in identifying and managing NSD-related risks and updating mitigation measures and actions in the Risk Register accordingly to ensure effective risk management in the long term.
  • Assist technical teams in managing humanitarian aid/project funding to maximize opportunities for addressing NSD needs that contribute to achieving long-term NSD goals.
  • Support strengthening the effectiveness of NS and building trust at the local level with a strong focus on NSD and PGI in the context of protracted crises and complex emergencies within the country and the region.

Strategic and Technical Support

  • Provide strategic guidance and technical support to foster quality and integrated programming and operational planning, corresponding to the NSs Strategy, NSD Framework, in alignment with existing initiatives and organizational investments and identified needs from assessments.

Job Duties and Responsibilities (continued)

  • Provide guidance and coaching to the relevant NSs stakeholders as per identified priorities in coordination with other partners, e.g. branch development, CEA, PGI, volunteer management and development, digital transformation, resource mobilization and fundraising enhancing partnership management and engagement.
  • Provide support to NSs to undertake NSD related assessments (OCAC, BOCA, PER, SAF) as appropriate to inform the development of their NSD plans (including branch development plans).
  • Coordinate the NSD initiatives and support provided to NSs to strengthen their performance, relevance and effectiveness as a local actor, through coordination of Movement partners support and co-chairing NSD Technical Working Group.
  • Support the development of innovative initiatives in NSD, such as digital transformation, and promote learning, development, and knowledge sharing to increase the visibility of NS experiences.
  • Coordinate support to NS in developing the NS financial sustainability plan as appropriate.
  • Act as a focal point for NSD-related areas in coordination with the relevant departments, such as NS legal frameworks, resource mobilization, volunteer management, sustainability of NS, PGI, Community Engagement and Accountability (CEA), branch development, etc.

Coordination and Cooperation among Movement Partners

  • Work with the NS(s), Partner NS(s) and ICRC to coordinate the technical and financial support that contributes to systematic NSD processes and related files (e.g. CEA, Volunteering, PGI, etc.), including capacity-strengthening according to NS priorities and needs.
  • Ensure quality and coherent support to the NS’s long-term development based on collaborative efforts and enable NS(S) to lead NSD coordination informed by its development objectives.
  • Maintain good working relationships and ensure timely two-way communication with the NSD colleagues across the region and worldwide and the Movement partners, proposing coordinated response mechanisms in the context of protracted and emerging crises.
  • Work with the partners and facilitate the integration of NSD in emergencies and ensure coherent support to NSD while linking development objectives in emergency response operations and programme areas aligned with identified NSD priorities.
  • In the spirit of Strengthening Movement Coordination and Cooperation (SMCC) and the NSD Compact, foster consistent and well-coordinated support for NS NSD and facilitate discussions among RCRC Movement partners on integrating NS NSD priorities into their operational and technical areas to optimize resources and impact and avoid duplication by participating in the IFRC Membership Coordination upon requested and regular technical meetings related to NSD and PGI.
  • Represent the IFRC in key fora pertinent to NSD.
  • Advocate for and coordinate NSD support with partners and donors.

Education

REQUIRED:

  • Relevant University degree in a related discipline from an accredited academic institution with at least eight years of relevant professional experience.

PREFERRED:

  • Master’s in business administration or equivalent

Experience

REQUIRED:

  • At least 7 years of experience working in organizational development and volunteer development
  • A minimum of 3-5 years of experience in coaching, institutional capacity strengthening, and staff development
  • A minimum of 3 years of experience (at senior/ mid-management level) in change management and experience in supporting strategic planning and management 
  • At least 3-5 years of experience within the Red Cross Red Crescent Movement or membership-based non-governmental organizations 

PREFFERED:

  • Experience working in the region
