O Engenheiro Civil incorpora as melhores práticas em design técnico e gestão da construção ao longo de todo o ciclo do projeto — desde o planejamento até a entrega — devendo manter estrita conformidade com os padrões de Saúde, Segurança, Social e Ambiental (HSSE) e com os requisitos de Proteção contra Exploração, Abuso e Assédio Sexual (PSEAH).

The Civil Engineer manages and supervises infrastructure works executed by implementing partners and contractors. The role is responsible for coordinating daily design, construction, and procurement activities, ensuring projects are delivered on time, within budget, and to the highest quality standards.

The Civil Engineer incorporates best practices in technical design and construction management throughout the entire project lifecycle—from planning to delivery—maintaining strict compliance with Health, Safety, Social, and Environmental (HSSE) standards and Protection against Sexual Exploitation, Abuse, and Harassment (PSEAH) requirements.

The incumbent also demonstrates strong technical expertise, proactive resource management, and the ability to ensure integrity, transparency, and effective coordination among stakeholders in all civil engineering activities.


Functions / Key Results Expected

  1. Gestão e Coordenação de Projetos

  • Planejar, supervisionar e gerenciar a implementação de projetos de engenharia civil, desde a concepção até a conclusão, garantindo alinhamento com os requisitos do projeto, cronogramas e orçamentos.

  • Apoiar o Gerente de Projeto e a equipe técnica no planejamento, agendamento e execução de atividades de reabilitação, construção e infraestrutura.

  • Auxiliar na preparação de planos de projeto, cronogramas e relatórios de progresso, bem como apoiar as atividades de encerramento do projeto.

  • Articular-se com autoridades governamentais, beneficiários e outras partes interessadas para obter licenças, garantir aprovações e manter relações de trabalho eficazes.

  • Participar de reuniões de obra, atividades de procurement e comitês de avaliação, conforme necessário.

  1. Supervisão de Construção e Garantia de Qualidade

  • Revisar e fornecer contribuições para propostas de design, documentação técnica, listas de quantidades (BoQs) e estimativas de custos, assegurando conformidade com padrões internacionais, diretrizes UNOPS e requisitos do cliente.

  • Realizar avaliações técnicas e inspeções em campo para garantir que os trabalhos de construção atendam aos padrões de qualidade da UNOPS e às especificações do projeto.

  • Auxiliar na revisão de submissões técnicas, relatórios de progresso e faturas de consultores e empreiteiros, recomendando liberações de pagamento.

  • Monitorar sistemas de acompanhamento de desempenho e identificar potenciais atrasos ou aumentos de custo.

  • Apoiar a avaliação dos serviços executados para certificados de pagamento e análise de reivindicações.

  1. Monitoramento e Relatórios

  • Manter registros precisos das atividades do local, inspeções, incidentes e progresso, garantindo a entrega oportuna de relatórios (semanais/mensais/trimestrais).

  • Apoiar o encerramento do projeto por meio de comissionamento, entrega e arquivamento da documentação de construção.

  • Auxiliar na compilação de relatórios periódicos e específicos, garantindo que toda a documentação do projeto esteja atualizada e devidamente arquivada.

  • Apoiar o Gerente de Projeto na supervisão de controles de mudança, registos de riscos e questões, assegurando relatórios tempestivos e precisos sobre o progresso do projeto.

5. Desenvolvimento e Compartilhamento de Conhecimento

  • Apoiar a organização, facilitação e realização de sessões de treinamento e aprendizagem sobre temas relacionados à engenharia civil.

  • Participar de iniciativas de compartilhamento de conhecimento e Comunidades de Prática (CoPs), contribuindo com ideias e lições aprendidas.

1. Project Management and Coordination

  • Plan, supervise and manage the implementation of civil engineering projects from design to completion, ensuring alignment with project requirements, timelines and budgets.
  • Support the Project Manager and technical team in planning, scheduling and implementing rehabilitation, construction, and infrastructure activities.
  • Assist in the preparation of project plans, schedules, and progress reports, and support project closure activities.
  • Liaise with government authorities, beneficiaries and other stakeholders to secure permits, ensure approvals, and maintain strong working relationships.
  • Participate in site meetings, procurement activities, and evaluation committees as needed.

2. Construction Supervision and Quality Assurance

  • Review and provide inputs on design briefs, technical documentation, bills of quantity (BoQs), and cost estimates to ensure compliance with international standards, UNOPS guidelines and client requirements.
  • Conduct on-site technical assessments and inspections to ensure construction work adheres to UNOPS quality standards and project specifications. 
  • Assist in the review of technical submittals, progress reports, and invoices from consultants and contractors, and recommend payment releases.
  • Monitor performance tracking systems and identify potential delays or cost overruns.
  • Support the valuation of construction work for payment certificates and assessment of claims. 
  • Supervise and monitor contractors’ and implementing partners’ work to ensure quality, cost-effectiveness, and timely delivery.
  • Conduct site inspections, testing, verification of quantities, and review of technical submittals (shop drawings, materials, as-built documentation).

3. HSSE Compliance 

  • Ensure full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards.
  • Identify, assess and mitigate risks related to HSSE and community engagement.
  • Promote sustainability and green construction practices across all project phases. 

4. Monitoring and Reporting

  • Maintain accurate records of site activities, inspections, incidents and progress, ensuring timely submission of reports (weekly/monthly/quarterly). 
  • Support project closure through commissioning, handover and archiving of construction documentation. 
  • Assist in compiling periodic and specific reports, and ensure all project documentation is up-to-date and properly filed.
  • Support the Project Manager in overseeing change controls, risk and issue registers, and ensure timely and accurate reporting on project progress.

5. Knowledge Building and Sharing

  • Support the organization, facilitation and delivery of training and learning sessions on civil engineering-related topics.
  • Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.
