JOB TITLE: Logistics Officer

DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The WFP Palestine country office implements one of the largest logistics response operations across WFP. The scope ranges from the mass transportation of in-kind food commodities, to the support provided to the wider humanitarian community. WFP Palestine also interact with food corridor in other countries in the region such as Egypt and Jordan.
To support the humanitarian response and the increasing level of needs, the Logistics Cluster was activated in Palestine on 15 October 2023. The Logistics Cluster in Gaza aims to support the efforts of the humanitarian partners in providing information management and coordination services, as well as facilitating the provision of common logistics services, as required.
RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the supervision of the Logistics Cluster Coordinator in Gaza, this Logistics Officer has responsibilities related to operations support and coordination in response to the needs in the Gaza Strip:
Common Services
Serve as service provision manager and coordinate external logistics service facilitation in assigned geographies;
Prepare dispatch plans, sharing the plan with the concerned units and individuals on a timely basis.
Provide technical guidance to relevant internal and external stakeholders regarding cargo transport requirements such as dangerous good regulation and health logistics requirements to ensure a safe and effective operation.
Contribute to planning and monitoring of transport operations and coordinate with logistics team to ensure the timely and efficient delivery of supplies.
Maintain an accurate control of services delivered and constantly monitor the performance of supply chain operations to ensure that appropriate internal controls are in place.
Ensure supply chain operations are compliant with strategies, policies, procedures and controls, and follow corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost-effectiveness.
Spearhead the use of WFP’s inventory management systems.
Coordination and Partner Engagement
Support WFP logistics external coordination activities and contribute to the definition and implementation of the CONOPS and other strategy documents prepared by the Cluster.
Lead and ensure a transparent and agile communication channel with partners to increase the visibility of services and maximize opportunities for synching consignments.
Contribute to the Logistics Cluster emergency preparedness initiatives and contribute to the development of risk analysis studies and use it to identify priority actions and mitigation measures.
Support WFP Logistics information management function by liaising with internal and external stakeholders and providing technical advisory about data analysis consolidation and preparation of accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
Support exercises to identify, assess and prioritize of key logistics bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community.
Assist and review existing Contingency Plans ensuring the adequate and up to date logistics preparedness information is included.

Operation Support
Support the performance management function and design and implement performance and risk management projects.
Support the undertaking of Logistics Capacity Assessments (LCAs) in country.
Advise and assist in identifying and mobilizing the necessary resources (i.e. financial, HR and assets) for the implementation of the Cluster operation.
Oversee logistics support activities in assigned geography, ensuring WFP operations receive timely support including WFP Non-food items (Maintenance, Replenishment and Operations -MRO resources) and support the Logistics Unit with appropriate inventory management and forecasting of these resources whenever required.
Plan, organize and supervise the work of teams involved in the execution of the functions above.
Act in an assigned emergency response capacity as required to meet emergency response needs.
Perform other related duties and assignments as and when required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, International Relations, or other related fields or First level University degree with additional years of experience.
Experience: At least three (3) years of postgraduate professional work experience in Supply Chain, Logistics or other relevant fields.
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of Arabic would be desirable.
