BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In February 2020, WFP established a partnership with Pakistan’s largest social safety net, the Benazir Income Support Programme (BISP). Since then, WFP Pakistan has been implementing the country’s most extensive nutrition-sensitive, conditional cash transfer programme – the Benazir Nashonuma Programme (BNP).
This programme adopts a multisectoral approach to address the complex issue of malnutrition in Pakistan, with a focus on reducing stunting in children under two years of age among the poorest households.
As of September 2025, almost 3.5 million pregnant and breastfeeding mothers and children under two years have been supported through the programme. Currently, BNP operates through 543 facilitation centers across 158 districts.
The purpose of this consultancy is to strengthen the Implementation Support Unit (ISU) at the WFP Country Office in Islamabad, enhancing operational efficiency, data-driven decision-making, and case management processes.
ACCOUNTABILITIES/RESPONSIBILITIES:
As part of the ISU for BNP and under the direct supervision of the ISU Programme Manager, the incumbent will support WFP Pakistan in improving programme effectiveness through data analysis, case management, and operational support.
The main areas of work include:
Programme Data Analysis and Reporting
Data Collection & Pipeline Management: Collect, clean, and validate operational, supply chain, case management and beneficiary data from multiple sources. Build and maintain automated data pipelines to ensure timely and accurate data flow for analysis and reporting.
Data Analysis & Insights: Support the analysis of multi-thematic programme data using analytical tools to identify trends and generate actionable insights. Translate complex data into clear narratives and visual stories for internal and external stakeholders.
Operational Learning: Translate case management inputs into operational and process-related improvements and lessons learned for the programme.
Capacity Building: Develop and deliver training sessions to strengthen staff capacity in data analysis and visualization. Support and empower the internal and external program staff in data related matters.
Case Management Maintenance & Development
System Maintenance: Oversee daily maintenance of the BNP Case Management System, including user support and account creation.
Process Development: Co-develop SOPs and standardized action plans for case resolution. Design and implement additional CMS modules as required.
Stakeholder Coordination: Act as a liaison between WFP, government counterparts, cooperating partners and other stakeholders on CMS-related queries.
Operational Support
Programme Operations: Provide operational support to ensure smooth implementation of BNP activities.
Documentation & Communication: Support the preparation of operational documents, presentations, and communication materials.
Other Duties: Perform any other tasks aligned with the role and expertise as assigned by the supervisor.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master’s degree in Political Science, Business Administration, Data Science, Economics or related field of studies, or Bachelor’s degree in Political Science, Business Administration, Data Science, Economics or related field of studies with additional 2 years of experience.
Experience:
At least 3 years of project management experience, especially in data analysis (programme management, data reporting, and training facilitation of development projects).
Experience with Microsoft Power Platform (including PowerApps, Power Automate, Power BI and SharePoint), and data visualization tools (especially Tableau), as well as advanced data analysis tools (Python/R/Excel and/or SPSS) are required for this position.
Knowledge & Skills:
Learning mindset, strong analytical skills, attention to detail, ability to translate complex data into clear insights for all stakeholders, excellent communication skills, and the ability to work collaboratively with diverse teams.
Effective interpersonal, management, and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, cooperating partners, and communities.
Languages:
Excellent written and spoken communication in English (level C).
