Job Specific Context
This position operates within a project focused on procuring and delivering specialized medical equipment to healthcare facilities in Mykolaiv City and the wider region, Ukraine. The role requires providing high-quality, professional engineering support in all activities related to the research, commissioning, and installation of medical equipment, ensuring alignment with project objectives and UNOPS procurement governance framework.
Role Purpose
The Lead Biomedical Engineer will provide prompt, high quality and professional engineering support in all activities related to the research, commission and installation of medical equipment. The role will independently manage projects/programs and adapt existing policies to meet emerging needs.
Functions / Key Results Expected
1. Technical support to biomedical procurement
- Develop technical requirements (technical specifications, ToRs, etc.) for various medical equipment, including X-ray, MRI, laparoscopy and laboratory equipment and services in cooperation with the end user (if applicable) and with the appropriate application of UNOPS procurement governance framework.
- Review and confirm the schedules of the requirements, conditions, evaluation criteria and the list of the documents needed from the bidders before the solicitation for various biomedical equipment to be procured under the project.
- Conduct market research and market analysis for various medical equipment including identification of potential suppliers for complex medical equipment and solutions and preparation of the cost estimates.
- Provide technical clarification questions during the tendering process, be a member of the evaluation team for tenders, evaluate bids for various medical equipment and services, ) review and provide inputs for Bids Evaluation Report (BERs) in close coordination with the Procurement team and perform any other tasks if may be required.
- Determine compliance of bids in accordance with the technical requirements detailed in the tender documents.
- Participate in scheduled site visits.
2. Support design administrative processes
- Support in the development of a comprehensive delivery, installation and training plans for the medical equipment.
- Manage files and records of the design processes.
- Schedule requested tasks related to these medical plans.
3. Stakeholder management
- Contribute to the establishment of solid working relationships with the stakeholders.
- Ensure relevant stakeholders are aware of project activities, progress, exceptions, and other related matters under the biomedical scope.
- Participate in relevant external meetings, including with vendors and other respective medical consultants during the project lifespan.
4. Monitoring and quality assurance
- Prepare monthly progress reports based on the established schedules and plans, encountered problems, solutions, planning of activities, etc.
- Support the development and implementation of installation and training plans for all medical equipment.
- Maintain, accurate, quality and completed documentation related to the project’s biomedical procurement processes.
- Perform quality assurance upon delivery of goods.
5. Knowledge building and knowledge sharing
- Advise on the legal and regulatory framework governing the import, registration, certification, labeling, and commissioning of medical equipment in Ukraine. This includes ensuring all procured devices comply with national standards for clinical use, customs clearance, and operational safety, in full alignment with Ukrainian health authorities.
- Provide the organization, facilitation and/or delivery of training and learning initiatives for project personnel on procurement-related topics.
- Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices in medical procurement.
- Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
- Liaise with relevant MCO, HQ and UN system units to exchange information and follow up on pending issues.

Bachelor’s degree (or equivalent) in Biomedical Engineering or related fields with 7 years of relevant experience OR
Master’s degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required

Relevant experience is work in biomedical engineering, including procurement, installation, and maintenance of medical equipmentor related areas.
Desired
Experience of working in multicultural environments or UN system organizations in a developing country is desired.
Experience in development or humanitarian contexts is desired.
