CONTEXT AND BACKGROUND


WFP in Mali is providing food and cash-based assistance to over a million food insecure populations affected by the consequences of conflict and natural disasters. Assistance modalities range from emergency food assistance, school feeding, malnutrition prevention and treatment, asset building and livelihood support activities to activities for capacity strengthening of Mali’s government institutions.
Monitoring and evaluation constitute a vital part of the project cycle, at the level of each community where WFP provides its support. Data collection is undertaken by WFP’s own monitors as well as by third party monitors. Data are also obtained using digital systems and satellite imagery; and very importantly through beneficiary feed-back mechanisms.
Monitoring in WFP Mali is risk-based; and envisages learning and accountability. To fill evidence gaps, CO Mali prioritizes its current performance analysis to measure the effectiveness of the integration of its multiple resilience activities; whilst also looking into programmatic outcomes in terms of social cohesion.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of WFP Mali’s RAM Unit, the JPO will have the following responsibilities:

  • Support the management of third party monitors, and quality assure their deliverables;

  • Contribute for the compilation of bulletins on monitoring findings in general; and regarding markets in particular;

  • Support evidence building on integrated resilience programming, by means of monitoring intermediate results of various activity types (food for asset, smallholder farmer support, income generation, school feeding etc);

  • Support the compilation of WFP’s Annual Country Report and other donor reports;

  • Contribute for the development of a monitoring plan to measure effectiveness of capacity strengthening activities;

  • Contribute to the conduct of other data collection, analysis and reporting activities.

EXPECTED OUTCOMES

  • The JPO will have gained a good experience in the planning and conduct of M&E activities within the context of WFP Mali; and has been broadly exposed to WFP programming at large.

  • At the end of the two-year period, the JPO will have developed his skills and overall capabilities to develop a career in M&E elsewhere;

  • JPO support will contribute to the decrease of food insecurity and malnutrition levels amongst most vulnerable populations in Mali;

  • At the WFP-internal level, the increased evidence based ensuing from JPO’s activities will enhance programmatic operational efficiency and effectiveness; whilst building donor trust, hence facilitate resource mobilization;

  • M&E findings will allow for the selection of best performing cooperation partners for future activities.

ESSENTIAL QUALIFICATIONS & EXPERIENCE

  • Advanced university degree preferably in Social Sciences, Statistics, Food Security/Nutrition or any related field;

  • Minimum of two years relevant working experience in preferably Monitoring and Evaluation of humanitarian or development activities; or alternatively 2 years experience related to resilience programming;

  • Have the Belgian nationality.

  • Be no older than 32 years of age as of 31 December of the year of application

  • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook) is required;

  • Fluency (level C) in English and French;

  • Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds, and maintains sustainable partnerships.

DESIRABLE REQUIREMENTS

  • Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders;

  • Intermediate level of one, or more, of the following official languages: Spanish, Arabic, Chinese, Russian, Portuguese;

  • WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.

SUPERVISION


The JPO will be directly supervised by WFP Mali’s Head of the Research, Analysis and Monitoring Unit.


TRAINING COMPONENTS

  • Internal training on Monitoring fundamentals;

  • Internal trainings on Evaluation processes and procedures

  • Internal training on WFP’s different programme activities

  • Internal trainings on WFP corporate systems (databases, software) in particular related to operational performance.

LEARNING ELEMENTS

  • At the end of the two-year assignment, the JPO should have obtained:

  • Very good knowledge of WFP Monitoring and Evaluation Requirements, Strategies, Guidance and Tools;

  • Very good insights in terms of WFP’s indicator framework and methods to build evidence on emergency and resilience programming;

  • Rich experience on the operationalisation of multi-pronged monitoring approaches in an access-constraint environment;

  • Good skills in terms of working in an intercultural environment;

  • Familiarity with WFP policies and procedures;

  • Good general understanding of WFP’s overall operations and activities in the region of assignment.
