Background
The Groundwater Access Facility Initiative, launched in May 2024 in Jigijiga, Ethiopia, aims to enhance groundwater resource management in the Horn of Africa.
As part of the GAFA initiative, in August 2025, UNDP and CIFF agreed to implement the Productive Use of Water program pilot phase project in Somali region aims to proof overall feasibility of ground water access and availability focusing on shallow and deep borehole and water supply infrastructure development. The project will deploy two drilling rigs to drill a total of 20 wells, each designed to provide a minimum yield of 3 liters per second using solar-powered pumps operating for eight hours per day. Each site will include a minimum water storage capacity of 100,000 litres to ensure consistent supply. The wells will provide safe drinking water and domestic-use water to approximately 150,257 people, of whom 60% are adults of 27.5% are women and 40% are children. In addition to benefiting households, the project will also support 59 health facilities, collectively serving around 170,000 people, and improve water access for 66 schools across the northern and southern parts of the Somali Region.
Outcome: The pilot phase aims to ensure the overall feasibility of the ground water access and availability by drilling shallow and deep borehole and developing ground water supply scheme and infrastructure such electromechanical components, water supply pipeline and water storage and quality maintenance infrastructure.
Outputs to contribute to the outcomes:
Output 1. Drilled 20 shallow and deep boreholes in the four identified sites in Somali Region
Output 2. Installed water use schemes and Infrastructure by integrating solar powered electromechanical component, water supply pipes and water storage and quality maintenance reservoir.
Scope of Work
The purpose of the Logistics Assistant is to ensure overall logistical management under the guidance of Project manager; and will closely work with Water Construction Manager and other project staff. S/he will also liaise with Addis Ababa based staff supporting the implementation of CIFF -Water Project.
The staff will be responsible for assisting with the coordination of all logistics administration functions, including inventory accuracy, facility administration, managing operation of goods movement, and maintaining critical documentation. S/he will manage warehouse facilities and all logistical matters. The logistics assistant will have the following duties and responsibilities:
Duties and Responsibilities
Operational Inventory and stock management support for CIFF project:
- Track and manage inventory
- Maintain and ensure proper documentation
- Storage facility management
- Stock management and reconciliation of relevant documents and available stocks
Management of Shipping Operations and logistics administration
- Shipment coordination, through timely delivery and pickups of goods.
- Processing shipping documentation such as commercial invoices and ensuring compliance
- Tracking and reporting on major procurement and shipping.
Provide Key Administrative Support
- Assist production of quality reporting against construction work
- Maintain effective logistics and administrative communication among key project stakeholders
- Maintain regular data entry records keeping
- Support travel management for project staff

Facility and Safety Management
- Ensure proper and clean facility management standards
- Manage the necessary equipment at facility premises

Recording and Reporting

Support knowledge building and knowledge sharing relevant to the assigned project.
- Participate in training on internal procedures for the project staff and provide support to the organization of training and other capacity building activities as needed.
- Make sound contributions to knowledge networks and communities of practice.
- Maintain organized records of project data, field activities, case studies, human-interest stories, photographs, and other relevant documents that can be drawn upon in support of knowledge sharing and advocacy.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement and Reporting Lines
The Logistics Assistant will report on a day-to-day basis to the Project Manager, with overall oversight from the Operations Manager/Team Leader – Climate Resilient and Environmental Sustainability Unit. The incumbent will work closely with the Procurement, Finance, and Programme teams at the Country Office, as well as key project staff and field-based partners to ensure smooth logistics, inventory management, and operations support.
The Logistics Assistant will liaise regularly with government counterparts, service providers, and implementing partners to facilitate efficient management of shipping operations, facility administration, stock tracking, and documentation compliance. S/he will ensure that inventory, shipping, fleet, travel, and facility management services are effectively coordinated and delivered in accordance with UNDP operational standards.
The Logistics Assistant is responsible for providing integrated logistics support to all project interventions, including procurement follow-up, asset management, warehouse administration, transport coordination, and event logistics. S/he will contribute to strengthening operational planning, timely reporting, and compliance with policies, while promoting a culture of safety, accountability, and efficiency in logistical workflows.

Required Skills and Experience
Education:
- Secondary education is required.
- University degree (bachelor’s degree) in Management, Public and Business Administration, Logistics and Supply Chain Management, Economics, Development or related area will be given due consideration but is not a requirement;
Experience:
- A minimum of 4 years (with Secondary education) or 1 year (with bachelor´s degree) of relevant professional working experience in Logistics and/or Supply Chain Management, or a related field.
- A valid driving license is mandatory
- Solid computers skills (MS Word, Excel, Access and PowerPoint);
- Experience in logistics coordination or supply chain management, ideally in a humanitarian or development organization.
- Experience in Inventory management and asset registration.
- Demonstrated ability and experience in assets and fleet management in the UN context.
- Experience in office and facility management.
- Experience in protocol and guest handling.
- Strong experience in organizing and facilitating multi-stakeholder meetings and workshops.
- Proven experience in professional driving with the UN or an international organization.
- Experience coordinating, working and establishing work relationship with multiple stakeholders (government, UN agencies, INGOs, private sector, CSOs, etc.)
- Previous working experience in the UN or other international organizations is an advantage, as well as established networks and familiarity with the Ethiopian Somali Regional State.
Language:
- Fluency in English and national language of the duty station is required.
