JOB PURPOSE:

To provide specialized, well-organized business and financial process support to ensure accurate, complete, and timely reconciliation of partners’ cash under FLAs, enabling on-time disbursements, compliant liquidations, and clear traceability from requests to closure. The position strengthens internal controls, reduces aging balances, and improves visibility for decision‑making.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

FLA Cash tracking and reconciliation

1. Maintain and update a FLA cash tracker—linking advances, top-ups, expenditures, balances, and aging by partner, project, location, and activity.

2. Perform monthly reconciliations between partner submissions, CBT/Finance records, and WFP systems (e.g., COMET outputs, WINGS/financial extracts, and relevant CBT tools).

3. Flag variances, errors, and missing documentation; follow up to resolution within agreed timelines.

Partner requests and liquidations

4. Review cash advance requests and liquidation packages for completeness, accuracy, and compliance with FLA budgets, activity plans, and SOPs.

5. Verify calculations (unit costs, caseloads, transfer values, service fees), approvals, and supporting evidence (e.g., distributions, reconciliations, bank statements where applicable).

6. Coordinate with Partnerships/Programme/Finance to facilitate timely approval and processing.

Issue resolution and Controls

7. Maintain an issue log (queries, discrepancies, audit points) with clear status, owners, and deadlines.

8. Apply first‑line data quality checks (DQCs) and ensure proper version control and document naming.

9. Support spot checks, post-distribution reconciliation, and lessons learned with CPs.

Reporting and Management Information

10. Produce weekly and monthly dashboards: advances outstanding by FLA, aging analysis, variance summaries, items pending liquidation, and near‑expiry FLAs.

11. Prepare month‑end close inputs (cut‑offs, accruals advice, open items, variance narratives).

12. Provide tailored briefs to HoP/Management on risks, trends, and recommended actions.

Compliance and Record management

13. Ensure that all reconciliation files, approvals, and correspondence are properly archived (SharePoint/Teams or designated repository) and are audit‑ready.

14. Adhere to WFP policies on internal controls, data protection, anti‑fraud and anti‑corruption, confidentiality, and safeguarding.

15. Support audit/external review requests with complete, organized documentation.

Expected Deliverables

  • FLA Cash Tracker updated weekly with reconciled balances, aging, and variance flags.

  • Monthly Reconciliation Pack per partner/FLA: variance analysis, issue log, action follow‑ups, and sign‑offs.

  • Month‑End Close Note: open items, pending liquidations, risks, and mitigation actions.

  • Management Dashboard (weekly/monthly): KPIs, trends, exceptions, and data narrative.

  • Clean Audit File: standardized and complete documentation for the period under review.

  • Updated SOP/Checklist/Template improvements (quarterly or as needed).
