Mobile Security Support Implementer (x2)

70% country programme based

(candidates from all countries with MSF contracting offices will be considered, and the local salary grid will apply)

Purpose of the job: 

The Security Mobile Implementer Officer plays a key role in strengthening security and safety management across all country programmes. The position focuses on delivering training, supporting risk assessment processes, and offering practical, context-specific advice. The primary objective is to ensure the effective implementation of the organization's security policy, including guidance on security procedures, protocols, and appropriate responses to diverse security situations. 

Your responsibilities include, but are not limited to:

  • Conduct project visits to provide adapted support to ensure appropriate security management in MSF project and coordination locations. 

  • Support teams in identifying threats and conducting risk analyses at both country and project levels.

  • Contribute to the implementation of security plans, mitigation measures (SOPs and site protection), incident management, and contingency plans across MSF coordination and project locations based on the risk analyses.

  • Design and deliver theoretical and practical training sessions (including simulations and on-site exercises) on a range of security-related topics, in particular, risk reduction, incident management, and contingency planning.

  • Provide sparring, coaching and reflective support for staff with security management responsibilities in MSF projects.

  • Promote a culture of integrated security risk management throughout country programmes.

  • Provide guidance and capacity-building support to local staff and partners, helping them adopt and maintain effective safety and security measures.

  • Assist the Security Advisor in developing standardized security management tools, formats, and training materials, and support their implementation across the organisation.

  • Oversee and improve security monitoring and reporting tools. 

  • Develop and lead webinars on security related topics for MSF OCA staff.

  • Contribute to the preparation of regular internal reports on security incidents, trends, and mitigation actions.

  • Participate in developing, maintaining, and updating security policies, guidelines, SOPs, checklists, and related materials.

Candidate Profile: 

Experience

  • At least 5 years of experience in operations or logistics (applied security) management in international humanitarian assistance.

  • Experience working in conflict settings or high-risk environments.

  • Experience in context analysis, threat and risk analysis, and a good understanding of risk management in humanitarian operations.

  • Experience in negotiating and interacting with NGO, governmental & military authorities.

  • Experience in developing and facilitating training courses and facilitating workshops.

Competencies

  • Ability and experience in developing procedures and tools.

  • Previous MSF experience, preferably in operational management (Project Coordinator, Emergency Coordinator, Head of Mission).

  • Experience in training design and facilitation is a strong asset.

  • Experience in critical incident response.

  • Strong technical knowledge of Applied Security: physical security, transport, communications. 

  • Strong coaching skills regarding implementation of security management and applied security. 

  • Organizing and implementing security risk management simulations.

  • Fluency in English; French, Arabic and/or Spanish are an asset.

Specific accountabilities:

  • Traveling to support different country programmes according to operational priorities.

  • 60% of time to be spent in the field to support operations in country of missions.

  • Ability to travel to all Operational Centre Amsterdam country programmes

  • Utilize its own on-site insights to recommend improvements to baseline guidelines and security protocols.

  • Collaborate with the Security Focal Point to deliver the MSF security training modules at the regular OCA trainings (PMC, PPD etc).

We offer

A one-year employment contract in the country of residence (with an MSF contracting office), based on 40 hours per week. Your exact salary will depend on relevant work experience and the local office salary grid. Other employment benefits will depend on the contracting office.
