The International Rescue Committee (IRC) has been operating in Libya since 2016. The IRC Libya’s health programming today is multifaceted, entailing community-based interventions, mobile medical teams (MMTs) model, technical/supervisory support to primary health care facilities, system strengthening, and life-saving services for people at risk of being in, or already in or transitioned out of, detention. The IRC works both directly and in partnership with international and local actors for the design and delivery of a responsive, effective health portfolio in Libya. Since 2018, the IRC Libya has increased its support to MoH and district health offices in the rollout and implementation of the Essential Package of Health Services (EPHS) and District Health Information System (DHIS2) through the provision of medical equipment and supplies, capacity building of health facility staff through training, coaching and mentorship, health facility infra-structure improvement, community engagement through establishment of community health committees, in-kind support and technical assistance to local civil society organizations to mobilize communities and raise awareness to promote health lifestyle. In addition to the integration of a quality assurance (QA) system at central levels and locally at the supported health facilities.
The IRC Libya program has expanded the scope and scale of health programming in West, South and East of Libya, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.
Job Overview/Summary:
The Senior Health Officer (SHO) in the West of Libya will be responsible for, in partnership with MoH, District Health Offices (DHOs, S/he will oversee and provide technical assistance and support on the roll-out and implementation of the ESP at the MoH’s PHCCs in Souq Al Juma’a and in Tripoli district. Responsible for coordination with the health authorities (DHO and PHCI) to conduct an in-depth Organizational Capacity Assessment (OCA) of each of the targeted health facility. S/he will work closely with the DHO and health facility staff to develop unique health facility improvement plans and prioritized action plans that address gaps identified during the needs assessment and are aligned with the DHO priorities. Leveraging learning from the supervision toolkit pilot developed by IRC in collaboration with the PHCI and funded by the EU, the (SHO) will work closely with the DHO and targeted health facilities and Quality assurance task force to adapt the ESP tools, select and train mentors on their utilization, and provide supervision and mentorship during the ESP roll-out. S/he will regularly review the aggregated data of services supervision and mentorship reports to improve the quality of provided services and tailor capacity building and training plans. In coordination with the PHCI, relevant departments at MoH, S/he will organize training in leadership and management including training in HR management, pharmaceutical and supply chain management, DHIS-2, and quality service improvement to all targeted PHCCs based on ESP quality of care tools. S/he will work closely with the supply chain department, with Tripoli Senior pharmacist officer – warehouse and assist in preparing and reviewing medication supplements’ lists and ensure
receiving the required medications with the right specifications from suppliers. Moreover, the (SHO) will support in all staff training/teaching orientation programs.
Report to: Health Manager based in Tripoli.
Major Responsibilities:
Under the supervision of the Health Manager, the (SHO) is responsible for:
• Manage the recruitment, appointment, and ongoing employment of all positions under his supervision.
• Conduct regular field visits to follow up on the implementation of project work plan.
• Support quality control of the ESP and mobile medical activities, through close monitoring of data and ongoing performance analysis of programmatic action.
• Review and enhance field visits processes to facilitate the medical staff’s work.
• Conduct monthly meetings with clinic staff to review progress, conduct on track, off-track assessments and submit reports to the health manager
• In coordination with senior officer-health data and data clerks, develop and or revise data collection, monitoring, evaluation, and reporting tools as necessary and according to needs.
• Compile reports and submit weekly/monthly technical reports to health manager
• Effectively analyses issues and solutions and presents options to the Health Manager.
• Responsible for team development and capacity building programs.
• Assist in preparing and reviewing medication supplements’ lists and ensure receiving the required medications with the right specifications from suppliers.
• Conduct the required assessments to meet the ongoing variable project requirements.
• Attend scheduled program meetings.
• Provide general guidance to other team members.
• Assist in recommendation of processes on new assignments
• To ensure that all IRC policies and procedures are carried out both in office and field.
• To be involved in any staff training/teaching orientation programs as required, and to take an active interest in other organizational activities.
• To attend such training programs/courses as are available and necessary to keep up to date and further existing knowledge.
• Report on any condition or progress to the health manager.
• Ensure that all staff, program, or other issues are quickly and properly addressed, raising them to the health manager as needed.
• To ensure that the IRC’s image is projected in the appropriate way.
• To undertake any specific duties as delegated by the Health manager.
Due to the nature of this position, there will be a requirement to undertake duties which may initially appear to be outside the remit of this job description and may involve additional working hours. Represents IRC at coordination meetings, as designated by the health Manager.
Staff management
The (SHO) will directly supervise senior Community Health Worker.

Key Working Relationships:
Position Reports to: Health Manager.
Working Environment: This position will be based in the IRC field office in Tripoli with frequent visits to the field sites in Tripoli, Zawia and Misrata municipalities.
Job Requirements:
•University degree in Medicine & Surgery or related topics.
•Public health specialized training is an advantage.
•Minimum of 5 years’ work experience in health/medical fields, preferably in the NGO sector or UN agencies.
•At least two years’ experience in logistical or administrative work.
•Fluent in Arabic and English (Writing, Speaking, and Listening).
•Computer literate with significant experience in using Microsoft Office (Word, Excel, and Power Point).
•Excellent interpersonal communication skills and possess stamina to work under pressure.
•Oriented to the health systems in Libya.

•Willingness to work beyond working hours (on call services).
