About the Country/Multi-Country Office

Since 2012, UNICEF Jordan Country Office has been playing an integral part of the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene promotion assistance to the refugees in camps as well as in host communities, including schools and other institutions. Azraq Refugee Camp is among the main locations where UNICEF is providing humanitarian WASH assistance which hosts more than 38,000 refugees.

In Azraq refugee Camp, UNICEF is providing water at a daily average of 2,500,000 litres. This is provided through three boreholes operated within the camp. Currently, water is pumped from the boreholes to the distribution points through main pipelines and pump stations. Water is supplied through communal tap stands distributed at the block level (camp → village → block → plot, with each plot consisting of 12 shelters). This system requires the adoption of good practices, responsible behavior, and a sense of ownership among residents to ensure safe and equitable access to water.  

In addition to water supply, UNICEF is also managing wastewater management through the contractor which collects a daily amount of 800 to 1000 m3 and desludging in the proper location the camp was originally designed to include four WASH blocks per plot (a total of approximately 3,400 communal WASH blocks). However, most of these blocks have been merged with nearby shelters, dismantled, or repurposed for other uses. Over the past years, WASH actors have installed private latrines for the most vulnerable and high-need cases, and an ongoing project is currently constructing an additional 1100 private latrines. While all the above activities are conducted by local contractors, there have been significant bottlenecks regarding the effective service delivered by these partners. Although majority of the problems of quality service delivery are related to water supply, the other WASH components also present some major constraints.

Against this background, UNICEF put together an independent team to conduct daily monitoring of the major UNICEF supported services in the camp, with the sole aim of improving these with the necessary quality and effectiveness. This structure has not only improved overall quality results, but also enhanced a cordial relationship between right holders and duty bearers, particularly in water supply. Based on this experience, UNICEF has decided to expand this monitoring structure to other WASH components it supports in the camp.

Role Purpose

The role will primarily involve managing all community mobilization and engagement activities in the camp, including oversight of the hotline and feedback mechanism. These activities complement the operation and maintenance of water and sanitation systems in Aa Camp. The role also requires coordination with UNICEF partners and other stakeholders.

Functions / Key Results Expected

Under the Supervision of the WASH Officer. 

The Community Mobilization and Monitoring Associate is expected to fulfill the following tasks and responsibilities:


  1. Contribute to the operation of the water network and wastewater management/desludging by providing the needed community engagement planning, coordination, and support on field level.  

  2.  Follow up WASH partners and contractors on the water supply schedules and report any delays or issues from the community to the engineers and operators. 

  3. Manage UNICEF WASH hotline operations, supervise the hotline team, and provide monthly reports.

  4. Support the development of the WASH complaints referral system, including team rotations, training, and daily follow-up.

  5. Coordinate with the Community Accountability Team and hotline to address any complaints from the community and contribute to solving any concerns regarding the established methods and mechanisms where community can register complaints. 

  6. Coordinate with the Makani and Education teams in Azraq and facilitate coordination for activity rollout. 

  7. Support WASH -SBC implementing partner to develop activity plans and activities monitoring tools.

  8. Support the implementing partner in developing all community messages awareness messages, and other awareness material for social media awareness, under the guidance of the supervisor. - Plan and coordinate with WASH implementing partners on WASH campaigns and global events under the guidance of the supervisor.  

  9. Coordinate with the WASH sector working group in Azraq camp on all community engagement events and activities on field level. 

  10. Attend community gatherings and provide feedback to the WASH sector working group in Azraq camp to improve the services provided and reach community satisfaction. 

  11. Support the implementing partner to coordinate with WASH-SBC officer and to plan and launch any required assessments in the field to collect data on the community behaviors and reactions towards WASH services quality under the supervisor’s guidance. 

  12. Monitor the progress and performance of all WASH SBC, community engagement and mobilization activities, at community and institutional (schools and Makani) implemented by UNICEF partners. Responsible for regular reporting on activities and results of field level activities, and on specific issues/difficulties with regards to UNICEF WASH interventions at field level.

  13. Coordinate with UNHCR on any community engagement related matters such as protection cases or relocation of families under the supervisor’s guidance. 

  14. Participate in the WASH program planning for the community engagement vision and future transitioning if needed. 

  15. Support the implementing partner in planning and coordinating the distribution of any hygiene item in the camp and follow up on the progress and logistical arrangements.

Track IBV (Incentive-Based Volunteer) payments and rotations in coordination with relevant partners and contractors.

Education Requirements

Required:

Secondary School with Minimum 6 years’ experience in the field.


Desired:

Bachelor’s degree in engineering, Social Science, or any relevant degree.


Experience Requirements

Required:

At least six years of experience in community mobilization and monitoring with secondary education.



Desired:

2 years of experience in community mobilization and monitoring with bachelor’s degree in areas required. 


Experience working in humanitarian settings and familiarity with the provision of services in refugee camps are considered asset.

Experience with UN or INGOs in Jordan is considered an asset.
