To ensure effective and efficient provision of general administrative services
(non-medical) in the hospital. they will oversee the Clerical officer, administrative assistants, Accountants , support, warehouse and maintenance staff to ensure undisrupted services.
Key Responsibilities:
- Ensure protection, development and maintenance of hospital facilities
- Facilitate use of Information, Communication and Technology to enhance service delivery
- Ensure effective human resource management and development
- Prepare monthly staff returns
- Support performance management by providing guidelines and tools to staff
- Ensure quarterly performance appraisals by all staff are conducted ,documented and submitted
- Ensure effective financial management in accordance with Government financial and accounting procedures
- Ensure safety and security of employees and patients within the hospital premises in accordance with the disseminate Occupational Safety and Health guidelines to staff
- Ensures that a proper fire safety and disaster plan is in place
- Ensure employee and customer satisfaction surveys are conducted annually and the findings and recommendations implemented
- Ensure that quality assurance systems are in place for monitoring service quality and for investigating incidents and complaints in the hospital
- Ensure that staff complies with the MOH quality assurance guidelines.
- Providing oversight in the procurement function and endorsing procurement documents under delegated authority from the Chief Executive Officer
- Protecting hospital land from encroachment and hospital property from burglary and pilferage.
- Ensuring deployment of security personnel to provide security and patrol the hospital and man gates at all times.
- Coordinate the preparation of the hospital annual operating plan and budget
- Ensure utilization of funds on planned activities is in accordance with the Authority to Incur Expenditure (AIE) and other financial regulations.
- Ensure reliable provision and efficient utilization of electricity, water, gas and communication supplies to the hospital.
- Ensure routine maintenance of motor vehicles and cycles.
- Maintenance of buildings non-residential
- Ensure timely repairs, rehabilitation or alterations to hospital buildings in consultation with the County Works Officer.
- Compound upkeep, Ensure that the hospital compound is well maintained
- Ensure that the hospital registry is functional at all times
- All administrative correspondence to and from the hospital are properly filed in the administration files.
- All correspondence or information about individual members of staff is filed in their respective personnel files.
- Ensure that the mortuary is clean and free from foul smell at all times.
- Ensuring that mortuary coolers and fridges are maintained in good condition
- Prepare and submit monthly or quarterly reports to the Medical Superintendent

Required Qualifications:
- Bachelor’s degree in Business administration, Health administration, or an MBA with Healthcare focus
- 3-5 years’ experience in a Management position preferably in a health sector
- Minimum three years’ experience as a Senior Health Administrative Officer in a high-volume hospital
