JOB OVERVIEW
The Supply Chain Officer is responsible for compliant asset management for Kyiv operations, coordination of registration and customs/logistics processes for incoming humanitarian cargo in relevant government systems, and timely preparation of monthly administrative and recurring contract payments for centrally managed agreements. The role ensures accurate documentation and timely updates in Integra (ERP) in line with IRC policies, country procedures and donor requirements.
KEY RESPONSIBILITIES
• Receive, register and document incoming assets and equipment for Kyiv operations; verify quantities/condition against supporting documents and maintain traceable filing in line with retention requirements.
• Maintain accurate custody, assignment and location records for Kyiv-managed assets; ensure handover/return documentation is completed and filed.
• Manage the full asset lifecycle (in use, repair, damaged, available, disposed), including coordination of maintenance/repairs and preparation of documentation for transfer, write-off or disposal in compliance with IRC and donor requirements.
• Support periodic physical asset verifications and reconciliations between physical records and Integra (ERP); support data quality improvements and reporting for management, audit and grant closeout.
• Coordinate onboarding/role-change asset allocation in collaboration with HR/Admin/IT and lead staff separation asset clearance, including escalation of unresolved recovery cases to the line manager.
• Coordinate timely registration of incoming humanitarian cargo in relevant governmental platforms/systems and ensure completeness of documentation packages in coordination with Procurement/Supply Chain, including donor documentation where applicable.
• Support arrangement of logistics and customs clearance for humanitarian cargo, including coordination with freight forwarders, brokers and service providers as assigned; maintain a tracker of registration and clearance status and escalate risks/delays.
• Support orderly management of Kyiv equipment storage points, ensuring secure storage, basic access control and traceability of items pending assignment, repair or disposal (in coordination with Administration/Facilities).
• Prepare and submit monthly administrative and recurring contract payment packages for centrally managed contracts in close collaboration with Finance, Supply Chain and Administration; maintain a recurring payments tracker and follow up on documentation gaps and approvals to support month-end closure (no approval authority).
• Provide back-up support to other Supply Chain functions during peak periods or staff absences and perform other related duties as assigned by the line manager; participate in periodic field travel as required for verification, alignment and support.
JOB REQUIREMENTS
Education:
• University degree in Supply Chain Management, Logistics, Business Administration, Finance or a related discipline; a combination of relevant education and experience will be considered.
Experience:
• Minimum of 2–3 years of relevant experience in asset management, logistics/supply chain operations or administrative/finance process support, preferably with an INGO, UN agency or similar organization.
• Experience supporting humanitarian logistics, cargo documentation, registration and/or customs processes is an advantage.
• Experience working with an ERP system; Microsoft Dynamics 365 / Integra experience is an advantage.
• Experience preparing recurring payment documentation and coordinating with Finance for month-end processes is an advantage.
Demonstrated Skills and Competencies:
• Demonstrated ability to manage asset custody, lifecycle tracking and disposal processes in a compliance-driven environment.
• Working knowledge of humanitarian cargo documentation flows; familiarity with Ukrainian registration and customs clearance processes is an advantage.
• Strong coordination and stakeholder management skills, with ability to work effectively in a matrix organization across Supply Chain, Procurement, Finance, Administration, IT, HR and Programs.
• High attention to detail, strong record-keeping and audit readiness mindset.
• Strong planning and time management skills, including ability to meet recurring deadlines (e.g., monthly payment submissions).
• Proficiency in MS Office, particularly Excel; ability to use ERP systems for accurate data entry and reporting.
• Fluency in Ukrainian and working knowledge of English.
REPORTING STRUCTURE AND TEAM COLLABORATION
This position reports directly to the Senior Operations & Supply Chain Coordinator.
The role works in close coordination with Procurement, Supply Chain, Finance and Administration for payment processing, with IT and HR for asset allocation and separation clearances, and with Programs/Field Offices for humanitarian cargo and asset movements.
The position has no direct reports and may be required to undertake periodic travel to field locations to support verifications, alignment and operational coordination.
WORK ENVIRONMENT AND OTHER RELEVANT INFORMATION
• Duty station: Kyiv, Ukraine. Full-time, office-based position. Hybrid working arrangements may be considered in line with IRC policy and operational requirements.
• Periodic travel to field locations may be required for verification, coordination and support.
• The role requires sustained work with documentation and ERP systems and the ability to manage multiple priorities and recurring monthly deadlines; occasional work outside standard hours may be required during month-end closure or time-sensitive cargo registration/customs processes.
• All duties must be performed in compliance with IRC security protocols and applicable government regulations.
