Overview of position

The Ministry of Agriculture, Irrigation and Fisheries (MAIF), under the Fishery Harbour Rehabilitation and Value Chain Development in Aden project (supported by our client/KfW), seeks to strengthen staff capacity in data analysis and statistics. Staff in MAIF’s statistics units, M&E and information management offices, project managers, and technical personnel need to effectively analyze survey and program data. SPSS Statistics is a widely-used tool in agriculture and social research for its user-friendly interface and broad analytic capabilities. To complement SPSS, the training will also introduce comparisons with other software (such as UNIDO’s COMFAR for feasibility analysis) and basic GIS mapping concepts, reflecting modern data-analysis practices. All instructional content will be tailored to the ministry’s context and delivered in both English and Arabic. The consultant will design, develop, and deliver a hands-on training course in SPSS (and related data tools) for 10–15 MAIF staff. The aim is to equip participants with practical skills in statistical analysis, data interpretation, and visualization, as well as to highlight how SPSS outputs compare to those from other tools (F.USE/COMFAR, GIS software). Specific objectives include:

  • Assessing trainees’ current skills and needs in data analysis.

  • Preparing a tailored training curriculum and materials (slides, exercises, manuals) in both English and Arabic.

  • Delivering 10 days of interactive classroom training in Aden, enabling participants to apply SPSS to real data sets.

  • Strengthening participants’ ability to use SPSS outputs (charts, tables) for decision-making.

  • Trainees will engage in hands-on SPSS data analysis, producing charts and tables to interpret agricultural and survey data.

Role objectives
  • Develop and submit a detailed work plan with timeline and methodology for the assignment (including needs assessment and training delivery).

  • Design a customized SPSS curriculum, including developing course modules covering data management in SPSS, descriptive statistics, inferential tests (e.g., ANOVA, regression), and result interpretation.

  • Produce high-quality bilingual materials (English and Arabic), including presentation slides, facilitator notes, case studies, and hands-on exercises using sample MoAIF data. 

  • Prepare pre- and post-training test tools or quizzes to measure learning.

  • Facilitate an interactive workshop of 10 days in Aden (as indicated in the table below), using participatory methods (lectures, demos, group work), and provide all needed equipment and handouts, while encouraging active discussion of how SPSS analysis applies to fisheries and agricultural data.

  • Lead and conduct group sessions, ensuring active participation and bilingual instruction (materials in English and Arabic).

  • Administer and analyze the pre/post assessments and course evaluations, and prepare a short report on participants’ progress, satisfaction, and remaining capacity gaps.

  • Submit a comprehensive training report that includes: summary of activities, participant feedback, assessment results, lessons learned, and recommendations for future capacity-building. 

  • Deliver a debrief presentation to MoAIF and our client stakeholders.

Project reporting

The consultant will report to our clients Project Manager (and MoAIF focal points) 

Key competencies
  • Advanced degree (Master’s or higher) in Statistics, Data Science, Economics, Agriculture, Social Sciences, or a closely related field.

  • Strong expertise in statistical analysis and data management, particularly using SPSS. Familiarity with other analytical tools (such as COMFAR, GIS/QGIS, R, Stata, etc.) is an asset.

  • Proven experience designing and delivering data-analysis or M&E training to staff and learners in governmental or development contexts.

  • Ability to develop curriculum and materials tailored to participants’ needs.

  • Experience in the agriculture/fisheries sector is desirable.

  • Fluency in English and Arabic (excellent written and spoken skills).

  • The consultant must be able to teach in Arabic and translate technical terms appropriately.

  • Strong communication and facilitation skills.

  • Ability to work collaboratively with our client and ministry staff.

  • Previous work with our client or knowledge of project monitoring frameworks is a plus.

  • Gender sensitivity in engagement and examples is required (in line with our client's standards).

Team management

This role does not have team management responsibility.
