INTRODUCTION TO GGGI

In Sri Lanka, GGGI is partnering with the Climate Change Secretariat (CCS) of the Ministry of Environment (MoE) to implement the GCF Readiness project “Mobilizing International and Domestic Climate Finance and Private Investments for Climate Resilience in Sri Lanka”. The project enhances institutional capacities at the national and provincial levels, strengthens frameworks for climate finance mobilization, and fosters private sector engagement in climate-resilient investments.
Building on the GCF-NAP Readiness Support (GCF-NAPRS) project, which developed the National Adaptation Plan (NAP 2026–2035), nine Provincial Adaptation Plans (PAPs), and a suite of digital climate information tools, the Readiness phase will expand national and provincial stakeholders’ digital capacities through the development of an integrated online platform and e-learning system. This platform will enhance accessibility, knowledge transfer, and capacity building across national agencies, Provincial Climate Units (PCUs), Sectoral Climate Cells (SCCs), selected Local Authority and other relevant technical partners. It will host interactive training modules and digital tools covering areas such as climate vulnerability assessment, local adaptation planning, preparation of bankable climate finance proposals, and the mainstreaming of gender equality and social inclusion (GESI) into climate action.
The IT Expert Consultant will lead the design, development, and integration of this digital system, ensuring it is functional, secure, and user-friendly. The consultant will collaborate closely with other thematic experts; including the Climate Vulnerability Modeller, Local Adaptation Expert, Climate Policy Expert, Legal Consultant, Sustainable Banking, and GESI Consultant, to digitize, integrate, and maintain project outputs in a unified and accessible platform for national and provincial use.
This consultancy will be implemented in close coordination with other thematic consultants to ensure cross-sectoral alignment and integration.
OBJECTIVES OF THE ASSIGNMENT
The IT Expert Consultant will:
- L1 - Climate Vulnerability Assessment
- L2 - Localization of Provincial Adaptation Plans (PAPs)
- L3 - Developing Bankable Climate Finance Proposals
- L4 - Mainstreaming Gender Equality and Social Inclusion (GESI) and Gender-Responsive Budgeting
2. Integrate climate modeling, vulnerability, and adaptation planning tools developed under the project into accessible digital systems – Climate Change Knowledge Repository (CCKR), updated under the GCF-NAPRS project.
3. Integrate the Legal Consultant’s database of provincial statutes into the digital training platform, hosted by CCKR creating an interactive and searchable interface that links legal frameworks with related training modules (e.g., policy reform, adaptation planning, GESI).
4. Develop functionality for filtering, keyword search, and cross-referencing between legal provisions and adaptation/policy modules.
5. Collaborate with other thematic consultants to digitize training content, link interactive tools, and ensure interoperability between the various modules.
6. Ensure data security, functionality, and maintenance of all digital components and related databases.
7. Provide user support, troubleshooting, and continuous improvement of the platform based on feedback from GGGI and partner institutions.
8. Facilitate stakeholder training and prepare comprehensive documentation for system handover to CCS, sustainability, and future maintenance.

EXPERTISE REQUIRED
Education & Professional Experience
- Bachelor’s degree in IT, Computer Science, Software Engineering, or a related field (Master’s degree preferred).
- Minimum 5–8 years of experience in IT system development, management, or integration.
- Demonstrated proficiency in software development, system troubleshooting, and digital platform management.
- Familiarity with e-learning platforms, multimedia integration, and knowledge-sharing tools related to environmental or development programs.
- Experience collaborating with technical experts across disciplines (climate, policy, adaptation, GESI) is an advantage.
Functional Competencies
- Hands-on experience in digitizing training modules, integrating analytical tools, and ensuring accessibility for diverse user groups.
- Strong problem-solving, analytical, and troubleshooting skills.
- Knowledge of data management standards, cybersecurity protocols, and user interface design.
- Effective communication skills to train users and prepare clear technical documentation.
