Organizational Setting
The Department of Safeguards carries out the IAEAâs duties and responsibilities as the worldâs nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including\: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.
Main Purpose
Reporting to the Team Leader, the Quality Management Engineer provides expert guidance across the Division in the application of best practices for equipment management and supports staff in ensuring that divisional processes are appropriately documented, monitored and compliant with customer expectations, the Departmental Quality Management System (QMS) as well as international best practices. In addition, the Quality Management Engineer coordinates inspection equipment validation and authorization processes, established to ensure safeguards inspection equipment meets required design features and is fit to be used in support of safeguards verification activities for drawing safeguards conclusions.
Role
The Quality Management Engineer is\: (1) a quality manager, implementing, monitoring and reporting to SGTS senior management on divisional quality activities in the framework of the departmental QMS; (2) a technical expert, implementing a quality management system in a highly technical/scientific context, ensuring sustainability and fitness for purpose of equipment and methods, as well as efficiency and effectiveness of SGTS services; (3) a documentation specialist, organizing and supporting the implementation and improvement of divisional documentation management and related records and information systems, including the SGTS presence on the internal SG Portal; and (4) a coordinator, monitoring compliance of SGTS services with customer expectations, and that suppliers provide services and goods compliant with set requirements.
Functions / Key Results Expected
Perform the duties assigned to the Divisional Quality Managers within the SG Quality Management System (QMS).
Ensure the ongoing monitoring and continuous improvement of divisional processes and related documentation, and administer IT tools supporting process documentation, monitoring and reporting.
Guide document and/or process owners on document preparation and document control, as well as on reporting and management of nonconformities to ensure compliance with departmental quality management processes.
Edit documents to ensure consistency across the Division and with the departmental processes, and to ensure clarity and readability of text and consistency of formatting.
Establish systematic document reviews according to established QMS procedures.
Provide subject matter guidance to SGTS staff on establishing quality assurance for specific equipment, identifying technical problems, performing root cause analysis, and eliminating technical problems.
Provide guidance and advice to divisional staff on the QMS and support compliance with the SG Quality Policy.
Under the leadership of the relevant Section Head, define and implement suppliersâ quality requirements, including provision of support in the evaluation of suppliersâ quality compliance and addressing suppliersâ noncompliance.
Coordinate inspection equipment validation and authorization processes established to ensure safeguards inspection equipment meets required design features and is fit for safeguards verification activities for the drawing of safeguards conclusions, including maintaining the relevant information systems and associated equipment documentation.
Monitor and support efforts to ensure needs expressed by the Operations Divisions are considered and addressed to the customersâ satisfaction.
In collaboration with the relevant Sections, establish and maintain key performance indicators to monitor programme implementation and service provision, and provide an overview of current divisional activities.
Plan, implement and coordinate divisional QMS activities, including quality audits, ongoing process improvements, and the processing of preventive and corrective actions, as requested by divisional management.
Implement SGTS content changes and design solutions on the SGTS Portal webpages, including site updates, list/library configuration, and maintenance.

Qualifications, Experience and Language skills
Bachelor's Degree - University degree preferably in a technical field or communication related area.
Minimum of five years of relevant working experience in one or more of the areas outlined in the Expertise section (see above), such as quality, document and records management in a highly technical environment.
Qualification certificates in quality management systems and internal quality auditing an asset.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38266, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
