Organizational Setting

The Digital Initiatives Support Officer works under the direct supervision and the general guidance of the UHC Coordinator and in close coordination with cross-cutting teams. Overall supervision is focused on the successful delivery of client oriented and efficient implementation of operational services. The candidate coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

Major Duties and Responsibilities

The Digital Initiatives Support Officer will work under the direct supervision and the general guidance of the UHC Coordinator, and will be responsible for the following tasks, in close coordination with cross-cutting teams on:

A. Digital Product Management & Lifecycle Support (App & LMS)

·Maternal and Child Health (MCH) Companion App: Manage the maintenance lifecycle of the application. Monitor bug reports, test new feature updates, and oversee the deployment of patches on iOS and Android platforms.

·Online Learning Systems (LMS): Maintain the SRMNCAH online orientation course and EPI AFP Surveillance E-learning course. Manage user enrolment databases, troubleshoot issues, and update technical modules (images/quizzes) within the LMS environment.

·Utilization Analysis: Monitor and analyze digital usage data (active users, course completion rates, app downloads) to provide technical recommendations for improving user retention.

B. Digital Transformation of Health Content

·Asset Digitization: Lead the conversion of physical knowledge products (pamphlets, books, guidelines) into interactive digital formats suitable for social media and web platforms.

·Digital Asset Creation: Design and produce sustainable digital assets (including WHO characters) to replace static imagery.

·Campaign Digitalization: Re-engineer traditional social media campaigns into "Digital-First" campaigns using multimedia formats (Reels, short-form video, interactive posts) to increase reach.

C. Technical Liaison & Vendor Management

·The "Bridge" Function: Act as the primary technical liaison between WHO health experts and external IT vendors/developers. Translate clinical/technical requirements into "User Stories" and technical specifications for developers.

·Quality Assurance (QA): Perform User Acceptance Testing (UAT) on all software deliverables from vendors to ensure they meet WHO standards before payment/release.

D. Cybersecurity & Regional Compliance

·Risk Governance: Serve as the focal point for cybersecurity requirements, liaising with SEARO and HQ Information Security teams to ensure Mobile Apps and LMS meet global risk classifications.

·Data Privacy: Facilitate security assessments and ensure data privacy protocols are implemented in all digital tools.

Work Relations and Partnerships

The Digital Initiatives Support Officer works closely with WHO technical teams, communications units, and cross-cutting groups to ensure digital solutions align with programmatic priorities. The role also liaises with SEARO and HQ for cybersecurity compliance and coordinates with external IT vendors to translate technical requirements into deliverables. In addition, the officer engages with national health authorities and implementing partners to gather feedback and promote adoption of digital tools.

Impact of functions

The function plays a key role in improving the efficiency and sustainability of WHO’s digital health ecosystem in Myanmar. By ensuring robust management of mobile applications and e-learning platforms, the role enhances access to critical health information and capacity-building resources for health workers and partners. Effective delivery of these functions strengthens WHO’s ability to implement digital-first strategies, improve user engagement, and maintain compliance with global cybersecurity and data privacy standards.

Qualifications

Educational background

Essential: A recognized university degree in public relations, communications, or information technology, or a relevant field

Desirable: Recognized master’s degree in computer sciences or public administration

Professional experience and knowledge

-Essential: Minimum of five years of proven experience in digital innovation, communication, and media. Demonstrated ability to act as a liaison between technical teams and software developers.

-Desirable: Experience in project management and IT-related projects. Previous work with UN agencies or international NGOs, particularly in digital compliance and cybersecurity workflows.

-Additional assets include experience in web design, content production, writing and editing, and proficiency in photo and video-editing software. Highly computer literate with strong working knowledge of MS Office.

-Excellent oral and written communication skills, strong presentation abilities, and outstanding organizational and planning capacity. Ability to work under pressure, meet tight deadlines, and adapt to diverse cultural and educational backgrounds while maintaining confidentiality.

Language Skills

Proficient command of English and Myanmar is required.
