About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

About the Project Office

Since 1995, UNOPS has maintained an active presence in Afghanistan, delivering efficient, agile services in support of both humanitarian response and development efforts. Prior to August 2021, the Afghanistan Country Office (AFCO) implemented projects across a broad range of sectors, including infrastructure, procurement, capacity building, and environmental protection. In response to evolving humanitarian needs, AFCO has shifted its focus to supporting life-saving initiatives and basic human needs. Current priorities include managing large-scale cash-for-work programmes, procuring emergency supplies, and providing inter-agency coordination, communication, and accountability support.

Project Information


Given the dire situation on the ground and high dependency on incoming assistance, a new mechanism to coordinate incoming non-humanitarian aid flows has become necessary to respondent to new realities. In Security Council Resolution 2626, the UN Assistance Mission for Afghanistan (UNAMA) has been delegated the authority to take over more functions to monitor and coordinate incoming financial flows in support of ongoing non-humanitarian aid efforts. Concerted efforts will ensure synergies, enhance efficiency and effectiveness of aid, ease economic strains, build strong relations and trust with local communities as well as foster acceptance of the authorities to the modalities and types of assistance provided, tailored to the changes in the context.

Role Purpose

The Data Analytics and Visualisation Specialist will be part of an integrated team within the RCO Data team of the Integrated Office/Development Pillar of UN in Afghanistan, supporting the operationalization of the new H-BHN aid coordination architecture, and will assist with data cross-pillar sharing, analysis, conceptualizing of infographics and data visualizations for a range of products and materials of the UN and its partners.

The staff will report to the RCO Team Lead and will submit activity reports to UNOPS to ensure due process.

Functions / Key Results Expected

1. Data Coordination & Exchange

  • Coordinates and facilitates regular cross-pillar data exchange, including on the platform of H-BHN Data Working Group

  • Maintains a repository of spatial and operational data and datasets accessed by H/BHN platforms, keeping all relevant documentation as needed.

  • Researches, collects, reviews and shares best practices from UN on results reporting and funding monitoring.

2. Data Management, Analysis & Visualization

  • Oversees the creation and maintenance of the interactive (PowerBi) H-BHN Data dashboard for results reporting and funding flow monitoring in close collaboration with relevant humanitarian clusters/actors

  • Organizes, designs, analyses and evaluates data and datasets needed for UN in Afghanistan and its partners information products using applicable techniques and tools, to include spatial baseline as well as operational data and datasets.

  • Participates in the development of data visualisation standards, advising on the application and roll out of such standards across the UN

  • Produces quality data visualizations, infographics and maps from UN and other relevant data sources on a regular basis for analysis, communication, and accountability purposes.

  • Researches, analyses and evaluates new applications of information technology for data management, visualization, and modelling.

3. Policy Analysis & Information Products

  • Produces policy analysis and undertakes analytics for information and communication products, drawing from UN data platforms.

  • Provides technical and substantive support to UN in Afghanistan to develop policy analyses and communication products based on various data sets and information.

  • Directs research of relevant data sets to support coordination and communications efforts of the UN in Afghanistan.

  • Produces policy materials and communications adapted to the target audiences, including information for public use and understanding.

4. Collaboration & Stakeholder Engagement

  • Collaborates with relevant UN entities and external partners, platform managers and data analysts to ensure integrated research, data analytics and policy analysis.

  • Advises internal and external users and other information management specialists about access to UN reporting, communications and data visualization platforms.

5. Systems Development, Standards & Capacity Building

  • Develops detailed system and other functional specifications and standards from the knowledge-management perspective and user documentation for new systems of results reporting in UN in Afghanistan

  • Develops training materials and user manuals; trains staff in use of information and knowledge-management systems utilised in UN in Afghanistan

6. Other Responsibilities

  • Performs other related duties, as required.

Education Requirements

● Advanced university degree (Master’s degree or equivalent) in communications, information science, information systems, social science, or related field. A first-level university degree in the above-mentioned areas or related fields in combination with two additional years of qualifying experienc,e may be accepted in lieu of the advanced university degree.

Experience Requirements

● A minimum of five years (or more, depending on academic credentials) of progressively responsible experience in information and knowledge management, results, and online reporting or related area is required.

● A minimum of two years of experience in data analysis systems, collection, and visualization is required.

● Experience in information and knowledge management within the UN common system or another comparable international organization is desirable.

● Experience in data analysis, collection, and visualisation systems, to include geographic

information systems (GIS), within the UN common system or a comparable international

organization is desirable

● Experience working in Afghanistan is desirable.
