Around the world, the number of missing persons is rising – as a result of conflict, climate change, organized crime, migration and other causes.  By some metrics, the world is experiencing the highest number of conflicts since 1946.  Conflict and natural disasters, including wildfires, hurricanes and floods, have fueled migration, which in turn has been accompanied by a surge in human trafficking and slavery.


The International Commission on Missing Persons, a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations. 


Position Background

The International Commission on Missing Persons (ICMP) is implementing a multi-year program to assist Ukraine authorities to develop a sustainable process of accounting for missing persons and to ensure the rights of families of the missing are secured. As part of this work the ICMP signed a Memorandum of Cooperation (MoC) with the Ministry of Health (MoH) of Ukraine. Under this MoC the ICMP aims to be provide assistance in the fields of forensic genetics and forensic examination by providing mutual assistance in expert activities, in particular technical and other means for conducting forensic examinations in order to identify missing/unidentified bodies and provide relevant forensic medical information for court purposes. 


Purpose of the activity

Post-mortem computed tomography (PMCT) is increasingly used in forensic investigations to support non-invasive post-mortem examination, trauma documentation, disaster victim identification (DVI), and human rights investigations. To strengthen technical capacity and ensure adherence to international forensic standards, the IMCP seeks to engage a qualified forensic expert to design and deliver specialised training in PMCT for a small (up to 10) group of forensic specialists.


Main Duties and responsibilities

A forensic expert is sought to enhance the technical and interpretive capacity of forensic professionals in the application of PMCT for medico-legal and identification purposes.

Specific objectives are to:

  • Build foundational and advanced knowledge of PMCT principles and practice.
  • Improve competency in PMCT image acquisition, interpretation, and reporting, including an understanding of the artefacts associated with CT scanning.
  • Develop skills in recognizing forensically significant PMCT findings in all anatomical areas.
  • Promote appropriate integration of PMCT into existing forensic workflows.
  • Ensure understanding of ethical, legal, and quality-assurance considerations in PMCT use.


Key skills/qualifications (i.e., computer skills, language skills)

  • Relevant qualification: medical degree and/or advanced degree in forensic science, radiology, or a related field.
  • At least 10 years demonstrated professional experience in PMCT in forensic contexts.
  • Experience using a CANON CT SCANNER Aquilion Prime SP TSX-303B and Vitrea workstation.
  • Proven experience delivering technical training to forensic practitioners.
  • Strong knowledge of international forensic standards and best practice.
  • Excellent communication and teaching skills.
  • Ability to work with interpreter/translators.
  • Professional fluency in written and spoken English.
  • Competency in Ukrainian is considered an advantage. 


Duration

The total duration of the assignment is approximately two weeks, with the format depending on whether it is delivered in person in Kyiv or conducted online. The assignment is expected to take place between February and April 2026.


Compensation

This is a fixed-term, consultancy. The length of the consultancy along with the working hours will be discussed and agreed in detail with the selected candidate. Remuneration is commensurate with experience. Payment will be made within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer. In the case of travel, ICMP provides medical evacuation and travel insurance. The Consultant is required to provide their own health, life and accident insurance.
