As a locally registered entity, CIM boasts of a dedicated team of over 100 staff and 200+ volunteers. The organization operates offices and programs that support more than 25,000 young people across different communities in Quezon City, Caloocan, Manila, and Calumpit, Bulacan.

THE CAREER OPPORTUNITY

The Talent Growth Officer is a one-year fixed term role to support the organization’s workforce and ensure smooth and efficient Talent Growth operations. This position offers a dynamic opportunity to contribute across multiple areas, including talent acquisition, statutory compliance, employee life cycle management, and administrative support. 

You will be responsible for identifying diverse sourcing channels, managing job postings, and supporting recruitment processes such as prescreening, interview scheduling, and documentation. Additionally, you will assist in preparing legal documents for statutory accreditations and licenses, ensuring compliance with regulatory requirements. Your role will also encompass managing the entire employee life cycle—from onboarding and contract preparation to maintaining accurate employee records in the HRIS and facilitating seamless exit processes.

Beyond HR operations, you will provide vital administrative support to leadership by documenting meeting minutes, preparing key reports, and handling requisitions, payments, and budget proposals for departmental activities. This position is ideal for individuals who are detail-oriented, proactive, and deeply passionate about creating positive employee experience while driving organizational growth. RESPONSIBILITIES OF THIS ROLE:

Talent Acquisition

  • Identify diverse channels for sourcing

  • Support internal and external circulation/visibility and advertising on specific channels in line with the internal process.

  • Aid in the conduct of pre-screening, facilitating interview schedules, and recruitment documentation

  • Assist in the preparation and maintenance of all documentation, including report compilation, score collations, reference checkups, intimation to successful/unsuccessful candidates.

Statutory Compliance

  • Provide support and prepare legal documents for legal/statutory accreditations and licenses for central office and for the agency.

Employment Life Cycle Management, Documentation

  • Provide administrative and logistical support with the on-boarding process to enable effective assimilation of any new hires.

  • Assist in the preparation of Talent Growth Department across all employees’ life cycle to all staff, in an accurate and timely manner, including letters of appointment/contracts, confirmations, transfers, relieves, experience certificates, etc.

  • Maintain all employee documentation and the central employee database, including accurate data entry as well as regular review and up-dation of the same.

  • Facilitate an effective and seamless exit process for resigning and terminated staff.

Employee Safety, Welfare, Engagement, and Development

  • Assist employees with their needs and support requests and provide follow-up so that appropriate solutions are provided to internal clients.

  • Coordinate trainings with concerned department heads/managers, specifically scheduling and documenting attendance & feedback.

  • Administer, collect, and collate data on employee morale and health through various activities, including feedback surveys.

  • Monitor indicators of employee grievances.

  • Support the TG Manager in roll out of staff engagement initiatives

Policy, Timekeeping, and Compliance:

  • Track staff leaves, vacations, and attendance and provide accurate input to the Talent Growth Specialist to support processing of payroll.

  • Respond to inquiries from all staff related to leaves, attendance, timekeeping, benefits, or any other concerns.

  • Assist in the effective roll out of any new policy and Talent Growth process within the Agency.

Administrative Support

  • Support the Agency Director by meticulously documenting and maintaining meeting minutes and essential key reports for Board and Key Staff meetings. All communications will be clear and organized, thereby contributing to a cohesive and informed team dynamic.

  • Facilitate requisition of supplies, payments and preparation of proposals / budget requests of activities related to Agency Director and Talent Growth department’s requirements.

EDUCATION, EXPERIENCE, AND KEY SKILLS:

  • University studies in Human Resource management or any other relevant discipline

  • Attention to detail with the proven ability to analyze data, identify trends, problem solve and suggest improvements.

  • Proven ability to work independently and as part of a team, and to adapt to changing priorities and demands.

  • Possess good interpersonal skills with the proven ability to deal tactfully, manage conflict and build effective relationships with people across levels, both internally and externally.

  • Above average computer skills with proficiency in the use of Microsoft Office applications; specifically, a good working knowledge of excel for administrative purposes and experience in other digital tools and platforms is an advantage.

  • Time management and planning skills with the ability to handle multiple deadlines and priorities smoothly.

  • Learning mentality characterized by listening, humility, and openness/courage to change.

  • Self-motivated and proactive with a high level of compassion, empathy, integrity and passion to work on complex social causes, especially the cause of children and youth.

 TRAVEL REQUIREMENT

  • Willingness to perform field work as needed within community centres and Metro Manila when required.

OVERALL DECISION MAKING & SUPERVISION

  • Moderately difficult decision-making requiring judgement in resolving issues

  • Monitored on progress-typically reflects the status of task competition.
